About this file

This document provides an overview of the Logistics Civil Augmentation Program (LOGCAP) V Industry Day briefing. The briefing outlines requirements for contingency sustainment support services under the LOGCAP V contract to be awarded in 2018. Key details include:

The Performance Work Statement includes requirements in ten sections covering logistics support operations, engineering, contingency basing, supply, maintenance, transportation, planning, and technical exhibits. Specific capabilities required include planning support, camp services, supply management, equipment maintenance, transportation support, and establishing regional pre-positioning of personnel and resources to respond to contingencies.

The acquisition strategy involves awarding multiple IDIQ contracts for a base period of ten years with task orders covering five-year periods of performance. Task orders will be competitively awarded at the GCC/ASCC level, with the intent to have one contractor dedicated to each region. The source selection will evaluate technical/management factors separately by GCC as well as past performance, small business participation, and total evaluated price for each region.

Acquisition Strategy

Key Concepts

24FINAL - 15 NOV 16 PRE-DECISIONAL

Acquisition Strategy Concept

Compete full and open

Compete planning capability and all known requirements

• Pre-activation planning capability is the minimum guarantee

• Current requirements – CENTCOM (Afghanistan, Iraq, Kuwait/UAE), AFRICOM, &

EUCOM

• NOTE: Current requirements are subject to change

Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ)

• Hybrid contract – contract type will be determined at task order level

• Will reserve the right to utilize ALL contract types based on operational considerations

• Number of task orders awarded at time of base contract award is subject to change

Award up to six base contracts, with regionally aligned task orders for each GCC/ASCC

• Desire to have a dedicated contractor for each GCC/ASCC

• May result in less than six if not enough qualified offerors submit proposals

Base contract is a 10 year ordering period; task orders have a five year total period of performance (One Year Base with four one year options)

25FINAL - 15 NOV 16 PRE-DECISIONAL

Acquisition Strategy Concept (cont.)

Future ordering:

• Sourced to GCC/ASCC aligned contractor and incorporated via modification or an additional distinct task order, as appropriate

• Change management process improvements:

• Add predictability and increase collaboration - transparency in planning

• Definitization schedule to get to full funding

• Alpha-style approach

• Staffing model

• Re-compete regional alignment, to include planning requirement, no later than year 5 among LOGCAP V contractors (Operational timelines will be considered)

• Government retains the ability to compete among LOGCAP V contractors at any time, with any requirements, if determined to be in the USG’s best interest

Requires Contractors to “Set the Theater”

• Measurable outcomes to maintain capability

• Requires synchronization and integration of performance contractors into the operational planning cycle

Source Selection

Key Concepts

27FINAL - 15 NOV 16 PRE-DECISIONAL

Source Selection Evaluation Criteria Concept

Selection based on:

• Best Value Tradeoff

• Global Capability - Offerors must receive minimum ‘acceptable’ in all

GCCs/ASCCs to be eligible for award

• Regional Award Determinations:

• Technical management - separate regional rating

– Regional capability

– Management and staffing approach

• Past performance - single rating applied to all regions

• Small business participation - single rating applied to all regions

• Cost/price - separate regional total evaluated price

• No Offeror will receive more than one GCC/ASCC, unless no awardable offers remain

• No Offeror will receive more than two

• Prioritization of Award

• GCC rank ordering selections based on existing work dollar value within GCC AOR (on date of release of RFP; highest value to lowest.)
