The Government is requesting feedback on the topics listed below. The Government also encourages industry to provide any additional feedback that may be beneficial.
The white papers should be as concise as possible and no more than 10 pages. Please submit no later than 12 Dec 2016.
• Reporting to increase program analytical capabilities.
o Systems access provided to the Government o Flat files/formatting
• Staffing model approach with a focus on adjustability and scalability.
o Best process for implementation o Application towards change management concepts o Application towards new missions o Would oral presentations be beneficial as part of the proposal process, if so what are the recommended number of personnel to present, length of time required, and any additional thoughts?
• Performance Work Statement (PWS)
• Source Selection o Ranking ordering of GCCs/ASCCs o Recommendations for simplifying and streamlining proposals and/or evaluation
• “Setting the theater” and the pre-activation planning capability. Suggestions for further establishing this requirement with clarity?
• Small business goals o Recommendations for incentivizing or holding primes accountable
