Why LOGCAP
“The trend is clear that the use of contractors to support military missions on the battlefield has risen over the past 200 years. The extent that contracted support was used in recent conflicts is remarkable… for the majority of the duration of each contingency conflict, the number of contractor personnel was equal to or larger than the deployed military personnel. At one point there were over 160,000 contingency contractor personnel in Iraq.”

The Program
What is LOGCAP
Department of the Army Regulatory Program to augment the force by providing a service capability to meet externally driven operational requirements for rapid contingency augmentation support.
The LOGCAP plans for and executes contracted support services in conjunction with the Army Field Support Brigade and contracting support brigade (CSB) for deployed forces performing missions directed or supported by the Department of Defense (DOD) during global contingency operations.
LOGCAP is NOT a contract… It’s a Program that provides capability;
the contracts are the critical enabling mechanism.

• Serve as the office of primary responsibility for program policy, guidance, and direction

• Lead agent for overall LOGCAP administration, management, and execution
Program Lead agent – AMC
• Integrate, coordinate, and synchronize day-to-day LOGCAP administration, planning, management, training, and execution. PMO will provide LOGCAP forward presence at key commands and installations to assist with program coordination, integration, planning, and training
• Coordination will include the integration of LOGCAP into ASCC OPLANs
• Advising commanders and requiring activities on the use, reduction, transition, and discontinuation of LOGCAP support

Program Consistency
• For 28 years the LOGCAP has successfully supported the Army and DoD by augmenting the Commander’s logistics capability with commercial service providers to offset Combat Service Support (CSS) shortfalls
Strategic Evolution •Over this time, LOGCAP has evolved both its structure and acquisition approach to achieve the strategic priorities of the Army and the support requirements of the Army Component Commands and Combatant Commands
•These evolutions have allowed LOGCAP to achieve its mission across the entire Operational Continuum for the Army, DoD, and other government agencies
Scalable Support
• LOGCAP has successfully executed rapid, small scale contingency support to PACOM, AFRICOM, and CENTCOM
• LOGCAP has also successfully managed and executed multi-billion dollar major long term operations for CENTCOM
The LOGCAP Responsibilities
Provide a single organization responsible for the central management of LOGCAP to enhance planning, training, requirements development assistance, and rapid augmentation of base support and logistics services through contract instruments during program execution.
Establish a standing team of LOGCAP Government subject matter experts who can deploy rapidly to provide the core structure for centralized LOGCAP execution.
Promulgate knowledge and information regarding LOGCAP capabilities through education and training.
Provide a viable option for logistics and base support services for contingency planning and operations.
Base Program Objectives
Provide LOGCAP-specific training, education, and exercise support as a enabler for Operational Contract Support (OCS).
Integrate LOGCAP services into OPLANs and OPORDs.
Coordinate contracted logistics and base services in support of global contingencies to include mobilization, when requested.
Conduct overall program management.

•No task or delivery order contract in an amount estimated to exceed $103 million (including all options) may be awarded to a single source unless the head of the agency determines in writing that- •The task or delivery orders expected under the contract are so integrally related that only a single source can reasonably perform the work;
•The contract provides only for firm-fixed price (see 16.202) task or delivery orders for- •Products for which unit prices are established in the contract; or
• Services for which prices are established in the contract for the specific tasks to be performed;
•Only one source is qualified and capable of performing the work at a reasonable price to the
Government; or
• It is necessary in the public interest to award the contract to a single source due to exceptional circumstances.

• A protest of an order valued in excess of $10 million. Protests of orders in excess of $10 million may only be filed with the Government Accountability Office, in accordance with the procedures at 33.104.

Afghanistan (LOGCAP IV) - Current Operations Current Mission and Support Requirement: LOGCAP is currently providing 354 services to approximately 30,000 personnel serving in the Afghanistan Area of Responsibility (AOR), through two Performance Contractors: Fluor Intercontinental (North) (eight sites) and DynCorp International (South - two sites).
Both Performance Contractors (KTRs) have been funded and are fully operational.
LOGCAP continues to provide these services while looking for efficiencies and opportunities to set the conditions for Dec 2016.

AFRICOM (LOGCAP IV) - Current Operations Current Mission and Support Requirements: LOGCAP provides Base Life Support (BLS), Class III Retail, Class III (Bulk), Common User Logistics Transport (CULT), Cooperative Security Location (CSL), Generator Maintenance, Material Handling Equipment (MHE), Vehicle Maintenance at Forward Operating Sites (FOS) throughout the USAFRICOM AOR in support US Soldiers deployed to Africa. USAFRICOM AOR includes 53 African countries, including the Islands of Cape Verde, Equatorial Guinea and Sao Tome and Principe, and the Indian Ocean islands of Comoros, Madagascar, Mauritius, and Seychelles. LOGCAP is currently providing mission support in nine countries in Africa, with the expectation of expanding.
