Purpose The U.S. Army Contracting Command – Rock Island is conducting market research to identify potential small business sources interested in and capable of providing services to the Logistics Civil Augmentation Program (LOGCAP) V. The applicable North American Industry Classification System (NAICS) for this requirement is 561210 with a size standard of $38.5M.
LOGCAP Background & Requested Services The LOGCAP is a Department of the Army Regulatory Program directed by Army Regulation (AR) 700-137, to augment the force by providing a service capability to meet externally driven operational requirements for rapid contingency augmentation support.
The LOGCAP requires services in Supply Operations, Field Services, and Other OPNS & Services globally; examples are1:

Facilities Management, e.g. roads and grounds Services, perimeter fencing, Clamshell/Tent Repairs
HAZMAT Management/Storage

All of the above services or any combination of them could be requested to be performed across multiple sites that range in size, scope, and complexity. Due to the nature of LOGCAP requirements and operational environments supported, the size and scope are subject to continuous change with rapid schedules.
Requested Information The Government is requesting information regarding the availability and feasibility of attracting small businesses with technical capability and experience in life and logistics support services as outlined above. The Government is interested in the following:
1. Are there small businesses capable of operating as a LOGCAP V prime contractor? If so, please provide a capability statement.
2. Are there potential small business subcontracting opportunities for the services listed above, either CONUS or OCONUS? If so, what are they?
3. Although there is potential for CONUS service requirements, history of LOGCAP operations would indicate primarily OCONUS service requirements. Does this cause hindrance in small businesses’ ability to perform?
4. Are there problems and/or barriers encountered by small businesses operating OCONUS? If so, are they geographically specific and what are the issues?
Instructions Respondents should submit a response no more than 10 pages and address the questions above under paragraph titled “Requested Information”. Please also include the following information about your organization in your response:
1. Name of company, company cage code, DUNS, address, point(s) of contact with telephone number and email address;
2. Size of Business (Small or Large) under NAICS 561210 and any Small Business Type that applies (8(a), Small Disadvantaged Business, HUBZone, Veteran- Owned, Service Disabled Veteran Owned, Women-Owned)
3. Registration in the System for Award management (SAM)? Yes or No;
4. On the Excluded Party List? Yes or No;
5. Outline your companies key business capabilities;
6. Any past performance relevant to this requirement;
7. Any additional information your company finds to be pertinent.
This market research is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the U.S. Government. The Government does not intend to award a contract on the basis of this market research or otherwise pay for information solicited. Participation in this effort is strictly voluntary.
The Government will utilize the information provided for planning purposes only to develop the acquisition strategy for future requirements. Please identify any proprietary information submitted.
All responses are requested to be submitted no later than 31 May 2016 at no cost to the U.S. Government. All information submitted will be held in a confidential status.
