The Government is specifically seeking candid and innovative feedback, particularly on the topics below. For consideration, white papers should be submitted to PCO, Brian Knutson at brian.a.knutson2.civ@mail.mil no later than November 20th. White papers should be as concise as possible, but no longer than 50 pages.
· What contract format/type or measures best incentivize cost control from a performance and fee perspective? How to best measure that performance?
· Proposed workload data metrics?
· Length of contract and task orders that optimizes best business practices?
· How to efficiently manage change during execution, to include how to best ensure quality proposals received to support changes?
· Evaluation criteria that will meaningfully differentiate contractors to the Government’s benefit?
· Whether additional industry gatherings would be beneficial, and if so, when and what would you like to see covered?
· Any further suggestions relative to acquisition strategy and/or contract structure to minimize Government’s costs and schedule and/or maximize performance?
