2Power GeneratorIn the RFP through Amendment A00009, the following PWS services related to Power Generation appear to require similar work, contain duplicated workload, or create potential gaps: PWS 04.02.02 (Power / Electricity), 04.02.03 (Emergency Backup Power Generation), PWS 06.01.01 (Preventive

Maintenance), and 06.01.02 (Fault Repair).

At Site 001 in Kuwait in PWS 04.02.02 (Power/Electricity), there are 81 generators below 400 KW listed. In PWS 06.01.01 (Preventive Maintenance) there are 160 generators listed with no reference to the KW size.

Are the 81 generators in PWS 04.02.02 (Power/ Electricity) a subset of the 160 generators listed in PWS 06.01.01 (Preventive Maintenance) or should we be estimating performing maintenance for 241 generators across the two separate PWS Elements (PWS 06.01.01 and PWS 06.01.02)?

Public For paragraphs in PWS Section IV, the Offeror shall propose only labor associated with “Operator checks and minor maintenance” which “is a separate and distinct task from maintenance performed under Section VI” as described in PWS 04.00.

The Offeror shall propose to the respective quantities identified in the RFP Attachment for each paragraph. For example, propose to 81 on PWS 04.02.02 and 160 on PWS 06.01.01 for KUW001.

Within PWS 06.01.02, the workload driver identifies the type of equipment and the average number of fault repair (e.g. work order) occurrences “monthly”. The quantity does not represent the equipment density.

3 Environmental Control Units In the RFP through Amendment A00009, the following PWS services related to Environmental Control Units appear to require similar work, contain duplicated workload, or create potential gaps: PWS

04.02.01 (Environmental Control), PWS 06.01.01 (Preventive Maintenance), and

06.01.02 (Fault Repair) At Site 001 in Kuwait, in PWS 04.02.01 (Environmental Control), there are 55 split units, 4 Package HVAC Units, and 59 Window Units for a total of 118 Environmental Control Units. Also, in PWS 06.01.01 (Preventive Maintenance) there are 118 Environmental Control Units. Additionally, in PWS 06.01.02 (Fault Repair) there are 118 environmental control units.

Are we to estimate maintaining 118 units or 354 units?

For paragraphs in PWS Section IV, the Offeror shall propose only labor associated with “Operator checks and minor maintenance” which “is a separate and distinct task from maintenance performed under Section VI” as described in PWS 04.00.

The Offeror shall propose to the respective quantities identified in the RFP Attachment for each paragraph. For example, propose to 118 on PWS 04.02.01 and 118 on PWS 06.01.01 for KUW001.

4 Attachment 0004 Iraq At Site OIR004, in PWS 06.01.01 (Preventive Maintenance) identifies 200 generators to be maintained. PWS 06.01.02 (Fault Repair) identifies 171 generators. No generators are listed in PWS 04.02.02 (Power Generation).

Can you please provide clarification on what we should estimate?

5Attachment 0005 - EUCOMPWS 04.02.01 Environmental Control identifies 4487 HVAC Units (at site KOS001) that are not covered by Preventive Maintenance in PWS 06.01.01.

What are the services required to be performed during the 24 hours / 7 days per week operation in PWS 07.04.06 (i.e. meteorological support, weather briefings, etc.)?PublicThe Offeror shall propose to perform the service as identified in PWS 07.04.06.

(i.e. there is no "X" in the "Activated" column). Are we to estimate the newly added equipment in the proposal?PublicUSG acknowledges the error. 11Attachment 0010 - AfghanistanPWS 05.01.01 Supply Support Activity (SSA) AFG001, AFG002 & AFG0012 are Activated for Class IX (Air / ATFL but no workload is listed. Can you please provide clarification on what we should estimate?PublicUSG acknowledges the error. The USG intended the workload identified in PWS 05.01.01, at sites AFG001, AFG002, and AFG012 (lines 2226, 2248, and 2270) to be identified as H.2. data. Class IX (Air) ASL / ATFL # of lines are “Included in Class II, III(P), IV, VII ASL / ATFL”. Error corrected, see revised Attachment 0004 in Amendment 0010.

The USG’s intent is to identify to Offerors that the requirement to manage Class IX ground and air lines which are included in the Class II, III(P), IV, VII ASL / ATFL # of lines.

12KwajaleinAttachment_0006_-_Kwajalein_Tech_Exhibit_-_Rev6WBS 04.07.03.01.02 - Workload driver Average Number of Records Handled Monthly appears to have an exact duplicate, both at site KWA001, one with a quantity of 800 and the other with a quantity of 60. Please clarify if this is a duplicate or if the second appearance was intended for KWA002 instead.USG acknowledges the error. The second appearance was intended for KWA0002. Error corrected, see revised Attachment 0004 in Amendment 0010.
