This document provides questions and answers related to a Request for Proposal for Logistics Civil Augmentation Program V services. The U.S. Army Contracting Command-Rock Island plans to issue the RFP on November 6, 2017 to support global logistics requirements for the U.S. Military. Services include setting the theater, supply operations, transportation, engineering, base camp support, and other logistics services across multiple regions and phases of operations. The Army will award a minimum of four and up to six Indefinite Delivery, Indefinite Quantity contracts for up to $82 billion over 10 years. A setting the theater task order will be awarded for each geographic combatant command, satisfying minimum guarantees. Current known requirements will also be awarded at time of contract with one-year base and four one-year option periods. Future requirements will be competed among awardees.

Please provide Government direction on how it desires contractors to address tax requirements (corporate income, personal income, social security, Value Added, etc.) in countries with unpublished, or classified, agreements with the US Government.
The Government does not intend to provide any additional information concerning Status of Forces Agreements (SOFA), Defense Cooperation Agreements (DCA), or any similar documents for any countries. Offerors are advised to propose utilizing the information provided with this solicitation and any subsequent amendments. In the event SOFA(s), DCA(s), or other document(s) are determined to be applicable and contain information that has implications on allowable costs, the Government in coordination with the contractor, will make a determination as to allowability at that time.
