SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
INSTRUCTIONS TO OFFERORS
1. Overview. _________
The Army is conducting this competition in order to enter into contracts to acquire the Information Technology (IT) required to meet the
Armys IT missions.
The U.S. Army Computer Hardware, Enterprise Software and Solutions (CHESS), in coordination with the Army Contracting Command Rock
Island (ACC-RI), requires contracts to support the Armys requirements for IT services worldwide, as well as incidental construction, incidental equipment, and software to create an end-to-end solution for the Army, all DoD agencies, and all other Federal agencies. IT products procured through the Information Technology Enterprise Solutions 3 Services (ITES-3S) acquisition are required to comply with
DoD and Army standards and policies.
2. Instructions. _____________
L.1.1 These instructions are a guide for preparing a proposal. These instructions describe the type and extent of information required, and emphasize the significant areas to be addressed in the proposal. Review the Performance Work Statement (PWS) contained in Section
J, Attachment 0001 for further insight into the areas that must be addressed within the proposal. Include sufficient information to enable the Government evaluators to make a determination relative to the Offeror's understanding of the requirements in each of the evaluated areas. Offerors shall examine this solicitation in its entirety and ensure that its proposal is complete and contains all necessary information and documentation required as instructed by this solicitation.
L.1.2 The offeror's proposal shall be signed and submitted by an individual having authority on behalf of the Offeror to enter into a contract based on the submitted proposal. The offeror's proposal shall be written in the English language and must be specific and complete as described in these instructions. The proposal shall be valid for a period of not less than 365 days from the required submission date. The validity period of the offeror's proposal shall be clearly stated in Volume V - Contractual Documents. STRICT
COMPLIANCE REQUIREMENT: IF THE PROPOSAL DOES NOT CLEARLY STATE THAT IT IS VALID FOR 365 DAYS, THE PROPOSAL WILL NOT BE FURTHER EVALUATED
AND WILL NOT BE FURTHER CONSIDERED FOR AWARD.
L.2 COMMUNICATIONS
L.2.1 The solicitation, amendments, notices, and other information will be made available on the FedBizOpps (FBO) website at https://www.FBO.gov/. Offerors are advised to continuously monitor the FBO website for new information. Offerors are deemed to have knowledge of all documents that are posted to FBO.
L.2.2 If an amendment is issued against the solicitation, the offeror shall acknowledge by signing the Standard Form (SF) 30 entitled
Amendment of Solicitation/Modification of Contract and include it in the proposal submission, Volume V.
STRICT COMPLIANCE REQUIREMENT: IF AN AMENDMENT IS NOT SIGNED IN THE PROPER BLOCK AND RETURNED TO ACC-RI BY THE DATE AND TIME DUE, THE
PROPOSAL WILL NOT BE FURTHER EVALUATED AND WILL NOT BE FURTHER CONSIDERED FOR AWARD.
L.2.3 Acquisition Source Selection Interactive Support Tool (ASSIST): During the conduct of this acquisition, ASSIST will be used by the Government to support the proposal evaluation and source selection process. A separate tool, ASSIST2Industry, will be used in conjunction with ASSIST to accomplish all exchanges with offerors after receipt of proposals, pursuant to Federal Acquisition Regulation
(FAR) 15.306. ASSIST2Industry provides the ability for the Government to issue, and the offerors to receive and respond to, all ENs in a secure online environment.
L.2.3.1 In order to initiate the use of ASSIST2Industry, the Government requires the names, company titles, telephone numbers, and email addresses of two individuals that the offeror has designated as responsible for receiving and responding to Government ENs through
ASSIST2Industry. The required information regarding these two individuals must be submitted with the offerors proposal and included in the cover letter. The cover letter shall be submitted with Volume V Contractual Documents. The cover letter will not be evaluated.
L.2.3.2 After the solicitations closing date, the Government will establish an account in ASSIST2Industry for each offeror that submitted a proposal in response to the solicitation. The two individuals named by the offeror will be authorized access to that account. Two (2) separate system generated emails will be sent to each individual. One of the emails will contain the individuals
ASSIST2Industry username. The other email will contain the individuals temporary password. Using the provided username and temporary password, each individual can then go to https://ASSIST2Industry.army.mil to access the account. NOTE: The first time a user logs in, the user will be required to change the temporary password before the user can proceed to use the site.
L.2.3.3 Whenever the Government issues ENs to the offeror through ASSIST2Industry, the Governments Contracting Officer will notify the offeror through a medium independent of ASSIST2Industry ( e.g., e-mail) that the Offeror has ENs in ASSIST2Industry waiting for a response. There will be no ENs in ASSIST2Industry until such notice is issued by the Contracting Officer.
4 20
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
L.2.3.4 All Offerors are advised that ASSIST2Industry has been updated and it is now the responsibility of PRIME Contractors to establish accounts for their SUBCONTRACTORS to respond to Government ENs. A separate area within ASSIST2Industry has been created to allow authorized Subcontractor POCs to upload proposal files only. Subcontractors will not be able to access any other information on the ASSIST2Industry website (e.g. Questions/ENs, Responses, etc.). Once a Subcontractor has been added, they will receive a user ID
(e.g. subcontractor0001) and password (an initial password) that will be sent via two separate system generated e-mails. A
Subcontractor will have one user ID for all PRIMES and solicitation responses, i.e. if you are a Subcontractor to multiple Prime
Contractors and multiple solicitation responses, you will only have one user ID. Once an account has been established for the
Subcontractor, go to https://ASSIST2Industry.army.mil access the account. Prime Contractors will only be able to see the number of files submitted by their Subcontractors; but, will be UNABLE TO VIEW the Subcontractors files.
NOTE: Both Prime Contractors and Subcontractors are instructed to review the ASSIST2Industry Users Guide, located under the Getting
Started tab on the website. The guide has been updated and provides step by step instructions on how to perform functions and navigate the website.
L.2.3.5 Offerors can contact the ASSIST2Industry Helpdesk via e-mail at usarmy.jbmdl.acc.list.vce-helpdesk@mail.mil or by telephone at
(609) 562-5988 or (609) 562-7050 for any technical assistance that may be needed.
L.2.3.6 THE OFFERORS ARE CAUTIONED THAT THE SYSTEM GENERATED EMAILS REFERRED TO ABOVE ARE INTENDED FOR ADMINISTRATIVE PURPOSES ONLY.
RECEIPT OF THESE EMAILS DOES NOT CONSTITUTE THE COMMENCEMENT OF ANY TYPE OF EXCHANGE WITH THE OFFEROR IN ACCORDANCE WITH FAR 15.306(A), (B), OR (D) (I.E., CLARIFICATIONS, COMMUNICATIONS, OR DISCUSSIONS). ALSO, RECEIPT OF THESE EMAILS DOES NOT SIGNIFY THAT A COMPETITIVE
RANGE DETERMINATION IN ACCORDANCE WITH FAR 15.306(C) HAS BEEN MADE OR THAT THE OFFERORS PROPOSAL WILL BE INCLUDED IN THE COMPETITIVE
RANGE WHEN THAT DETERMINATION IS MADE. ALL NOTIFICATIONS THAT ANY TYPE OF EXCHANGE WITH THE OFFEROR HAS COMMENCED AND THE OFFEROR HAS
EVALUATION NOTICES (ENS) AVAILABLE TO RESPOND TO, OR ANY NOTIFICATION THAT THE OFFERORS PROPOSAL HAS BEEN INCLUDED IN OR EXCLUDED FROM
THE COMPETITIVE RANGE, WILL BE SENT TO THE OFFEROR BY THE CONTRACTING OFFICER INDEPENDENTLY OF THE ASSIST2INDUSTRY.
L.2.4 During the evaluation process the Government may, at its discretion, enter into clarifications or communications as needed. The
Government need not enter into communications or clarifications with all offerors. In evaluating the proposals, the Government may establish a competitive range to reduce the offerors participating in the competition to the most highly rated proposals. Any offeror eliminated from further consideration will be notified officially in writing.
L.2.5 Discussions: If the Government enters into discussions, it will be only with those offerors considered to be within the competitive range. During the negotiation process, all proposal revisions must be submitted as a complete electronic resubmission of the affected electronic file.
L.3 PROPOSAL SUBMISSION INSTRUCTIONS
L.3.1 IAW FAR 52.215-1, Instructions to Offerors-Competitive Acquisition (Jan 2004), the Government reserves the right to award without discussions with offerors, therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions and to permit offerors to revise their proposals, if deemed necessary by the Contracting Officer.
L.3.2 Each offeror shall submit only one proposal via email that addresses all Government requirements outlined in the solicitation.
Offerors shall submit proposals by 10:00 a.m. Central Time, 23 March 2016. No hardcopy, CD-ROM/DVD, or facsimile submissions will be accepted. Proposals shall be submitted via email using the following address:

L.3.3 STRICT COMPLIANCE REQUIREMENT: PROPOSALS NOT SUBMITTED VIA EMAIL WILL NOT BE FURTHER EVALUATED AND WILL NOT BE FURTHER CONSIDERED
FOR AWARD.
L.3.4 The Government can only accept individual emails up to 10 MB in size. If the offerors proposal is larger than 10 MB, separate emails are permitted. When submitting multiple emails, the offeror shall sequentially number each email (e.g., 1 of 3, 2 of 3, etc.).
It is incumbent on the offeror to ensure that the Government has received the complete proposal BEFORE the solicitation due date and time. STRICT COMPLIANCE REQUIREMENT: IF THE GOVERNMENT HAS NOT RECEIVED THE OFFERORS COMPLETE PROPOSAL BY THE DUE DATE AND TIME, THE
PROPOSAL WILL BE CONSIDERED INCOMPLETE AND WILL NOT BE FURTHER CONSIDERED FOR AWARD.
L.3.5 All proposal revisions shall be submitted as a complete electronic resubmission of the affected electronic file. Offerors are reminded that proposal revision submissions are subject to FAR 52.215-1, Instructions to Offerors-Competitive Acquisition (Jan 2004).
Special attention should be made to FAR 52.215-1(c)(3). Electronic resubmissions shall conform to the guidance provided herein. For the Past Performance Factor Volume II, no revised proposals will be requested or permitted.
L.3.6 In order to have a complete record of all revisions made during discussions, the Government requires that the proposal files reflect all revisions made to include prior revisions, with all revisions to date clearly reflected (e.g. track changes in Microsoft
