SOLICITATION AMENDMENT 0003
The purpose of Amendment 0003 to Solicitation W519TC-24-R-2048 is as follows:
1. To address the following contractor questions:
o Are there any specific badging requirements or any costs associated with the requirements?
Answer: Refer to section 2.5 for badging requirements, there is no cost to gain access to the post/installation.
o What is the average during the required Awareness Training (AT) Level 1 training takes to be compliant? Are any costs for parking or will parking be supplied at no cost to the contractor?
Answer: AT Level 1 training duration is approximately 1 hour. Visitor parking is available throughout the island, but some rows may be reserved. Commercial vehicles, such as construction trucks, vans, moving vehicles, and semi-trucks, must use Commercial Vehicle Inspection and enter through the Moline Gate.
o What is the duration of time required for the iWatch Training?
Answer: Approximately 1 hour o What is the duration of time required for the OPSEC Training?
Answer: Approximately 1 hour o Is the Contractor Provided Training required to be performed by an International
Union of Elevator Constructors (IUEC) member?
Answer: The intent of section 2.5.6.6 is for the contractor to train the Fire Department and other stakeholders. Please refer to section 2.5.6.6 o What work is to be included on Off Duty Hours overtime? Service calls? Repairs?
Testing?
Answer: Please refer to section 2.6.2. It is expected that there will be service calls, repairs and some testing requirement that will need to be performed after duty hours.
o What is the duration of the Spill Plan training?
Answer: Approximately 1 hour o What is the definition of TE?
Answer: Technical Exhibit (TE) o Does the elevator equipment currently meet all OSHA standards? If not, is contractor responsible for providing at our cost if awarded the maintenance contract?
Answer: As part of the inspections, any deficiency will be repaired as indicated in the PWS, refer to sections 4.6 thru 4.9 (pages 23 thru 26).
o If this cost is less than $5,000.00, shall the contractor include this in the base cost? If exceeds $5,000.00, will the Army cover the cost?
Answer: Government expectation is to receive these services under the Firm Fixed Price of the Contract. Any deficiencies found will be repaired as indicated in the PWS, refer to sections 4.6 thru 4.9 (pages 23 thru 26).
o Can the COR provide up to date records of completion of all 5 year tests on the traction elevators? If the CAT 5 tests are due, will the contractor be required to perform all tests in year 1 of the base contract? If testing exceeds $5,000.00 per unit, is that billable or should the contractor absorb all testing for all cars?
Answer: Government expectation is for all elevators to be tested within the first year of award. The cost of testing shall be part of the Firm Fixed Price of the Contract.
o In the state of Illinois, the AHJ does not require 5-year testing on hydraulic elevators. Is this still required?
Answer: Government expectation is to receive the 5-year inspection for each hydraulic elevator. All tests are expected to be completed during the base year (1st year) of the contract in accordance with PWS section 4.5.2.2 (page 21).
o Is the contractor required to be onsite within 30 minutes or ensure corrective action has started within 30 minutes?
Answer: Government expectation is for the Contractor to initiate corrective action for emergency work within thirty (30) minutes are receipt of the notification unless otherwise stated herein. Refer to section 4.5.3.1(b) (page 22).
o If spare parts materials exceed $5,000.00, is the contractor required to supply parts regardless of dollar amount? Or if the cost exceeds $5,000.00, with the Army cover the cost? Are the spare parts to be provided for each specific asset in the portfolio?
For example, a Montgomery miprom unit.
Answer: Spare parts are to be on hand for each asset in the portfolio. The Government expectation is to receive these services under the Firm Fixed Price of the Contract. Any deficiency exceeding the $5,000.00 threshold will be repaired as indicated in the PWS, refer to section 4.6 thru 4.9 (pages 23 thru 26). In cases of exceedance of the $5k threshold where a part in the spare parts inventory is required as part of the repair, the intent is that spare should be used for the repair, the replacement of the spare should be requested on PWO and then place back into the spare part inventory. This eliminates long lead time for parts that should be in the inventory. At the end of the contract the spare parts inventory shall be turned over to the Government.
o What are the installation dates of each of the elevators?
Answer: This information is not readily available.
o Please provide a list of the elevators that are currently operational and the elevators that are not in service due to repairs/parts/etc.
Answer: Planning shall consider 41 elevators in operation, see TE 02.
o Please provide a list of the hydraulic elevators who have had a power unit replacement.
