AMENDMENT 0003

The purpose of Amendment 0003 to Solicitation W519TC-24-R-2015 is as follows:

1. Vendors with a need-to-know may request controlled documents (Attachments 0010, 0011, 0012, 0013, 0014, 0025, 0028, and 0030) via email to lindsay.p.park.civ@army.mil and Kathleen.m.ward20.civ@army.mil.

2. To address the following contractor questions:

o We would like to clarify if any type of bonding is required for the project?

Answer: Bonds are not required with proposal submission but are required for each PWO over $150,000.00.

o Referencing Attachment 0031 TE 5.2.07 RIA Preventive Maintenance (PM) Guide is it the Government’s intention to provide repairs and replacement made under PM, or to have the contractor to request DMO’s through ARMA to repair failed or failing part/components? The PWS states that any equipment needing repair is to be repaired with a DMO. Below are some examples:

- Page 16 Fan Assembly, Item 4: Check fan belt tension. Check belt for wear and replace annually.

- Page 17 Refrigerant, Item 2: Check refrigerant oil levels for refrigerants systems with oil pressure/level controls. Repair, replace, or adjust as needed to ensure proper operation, as applicable.

- Page 18 Compressor, Item 1: Check compressor oil level and/or pressure on refrigerant systems having oil level and/or pressure measurement means.

Repair, replace, or adjust as needed to ensure proper control.

- Page 42 Item 4: Check compressed-air system (e.g., compressor, dryer, receiver, blowdown valve, pressure regulators) for proper operation. Check for evidence of oil carryover and condition of oil filter. Repair or replace as needed to ensure proper operation.

Answer: No. The government's expectation is to receive preventive maintenance services, encompassing all inspections, testing, routine servicing, and maintenance activities in accordance with prescribed manufacturer guidelines and intervals (frequencies), as detailed in Section 1.2 titled "Objective" on page 1 of the PWS.

In essence, the Government expects the Contractor develop and maintain a Preventive Maintenance Plan (PMP). The requirements of the PMP plan are Firm Fixed Price (FFP) item/actions. They include tasks such as verification, measurement, draining, cleaning, adjusting, aligning, checking, rust removal, painting corroded surfaces, lubrication, inspection, testing, vibration analysis, routine servicing, filling reports and logs, and entering requests for DMOs in ArMA. Furthermore, the Government expects the Contractor to include the replacement of bulbs, belts, backup batteries, air filters, labels, and oil changes within the frequencies indicated in the PWS and TE 5.2-07 as part of routine services.

Additionally, the Government expects that Contractor Demand Maintenance Orders (DMOs) FFP will cover small repairs and all unscheduled repair and unscheduled servicing needs. Examples of small repairs include:

Example 1: During the execution of a PMO to an Air Handling Unit (AHU), if the Contractor identifies that the fan motor is deficient and requires repair, along with damage to bearings, belts, shields, and non-functioning temperature sensors and gauges.

If, the Contractor identifies that the most cost-effective repair option for the Government is to replace the fan motor, bearings, belts, shields, temperature sensors, and gauge. The Contractor shall then request a DMO for repair by replacement the fan motor, bearings, shields, temperature sensors, and gauge in ArMA. Please note that replacing the belt shall be part of the FFP of the PMO and shall not be part of the DMO FFP.

Example 2: During the execution of a PMO to a Condensing Unit (CU), the Contractor identifies a deficient compressor and low refrigerant (R-410A) charge, the most cost-effective repair option for the Government is to replace the compressor and add 20 lbs. of refrigerant (R-410A) to the system. The Contractor shall request a DMO for repair by replacement, replace the compressor and add 20 lbs. of refrigerant (R-410A) to the system in ArMA.

Example 3: During the execution of a PMO to a Condensing Unit (CU), the Contractor identifies a deficient compressor and low refrigerant (R-22) charge, the most cost-effective repair option for the Government is to replace the CU with a new unit using refrigerant R-410A. This change in refrigerant will also require the replacement of piping and cooling coils in the AHU. The Contractor shall assess if this repair exceeds the limits of a DMO established in the PWS, as outlined in section 5.3.2 titled "Work Order Retrieval, Execution, and Closure" on page 41. If repairs remain within the limits (see section 5.3.2 of the PWS), the Contractor shall request a DMO in ArMA for repair by replacing the CU, coils, pipes, refrigerant, and other parts as necessary. If the work exceeds a limit, the Contractor shall report to the Government (via email) that a PWO shall be required to execute repairs, as per Part 5, section 5.7.

o Is it the Government’s intent to test year-round chillers with straight water? These are not low pressure refrigerants and leaks will be found when they are running, not by warming the bundle.

Answer: The TE 5.2-07 USAG-RIA PM Guide is a Government Guide, Contractor can present PM plan with better ways to execute all PM work. All preventive maintenance shall follow manufacturer recommendations, refer to section 1.2 called “Objectives” in page 1. For your convenience we are including part of the section below:

“Preventive maintenance includes all inspections, testing, routine service, and maintenance services in accordance with prescribed manufacturer guidelines and intervals. All work not specifically mentioned, which is required to ensure that maintenance is complete and is within the intent of this contract, shall be performed without additional cost.”

o Reference Attachment 0040 – were all these costs from the HVAC Maintenance Contract?

Answer: Attachment 0040, titled 'Labor and Material Summary DMOs 25MAR2024,' offers a comprehensive overview of historical task data completed between March 15, 2020, and June 14, 2023. This attachment provides detailed information, including labor hours and material costs associated with each individual task.

o Will DMOs be issued per piece of equipment? For example, if a space is overheating and several components of the heating system are found to be in need of repair, will a DMO be issued for each component?

Answer: The Government's expectation is that in the event of a claim, such as the one described above regarding the HVAC system's performance, the Contractor promptly identifies and addresses any deficiencies. Identifying deficiencies in a claim is covered under the Operational Firm Fixed Price (FFP) of the contract. Once a deficiency is identified and a path forward is determined, a single Demand Maintenance Order (DMO) shall be initiated. The Government expects the Contractor to repair all equipment found to be deficient under this DMO, which is paid under the DMO FFP. If the work exceeds the DMO limit (see section 5.3.2 of the PWS), the Contractor shall report to the Government (via email) that a PWO shall be required to execute repairs, as per Part 5, section 5.7. Additionally, the Contractor's proactive approach in investigating and resolving issues efficiently is valued and contributes to the smooth operation of the facilities, enhancing overall satisfaction with the contract's services, paid under the operational FFP.

o Does the GFEBS Plant Maintenance Process Overview certification meet the GFEBS Plant Maintenance – Preventive Maintenance role that is called out in Key Point #2 in Attachment 0002 Instruction to Offerors? There is a preventive maintenance section with the Process Overview course.

Answer: The GFEBS Plant Maintenance-Preventive Maintenance role necessitates obtaining two (2) certifications. The first certification is the GFEBS Essentials or GFEBS Overview Certification. The second certification is the GFEBS Plant Maintenance Process Overview certification."

o Ref Attachment 0002, Page 7-8: Is the Government’s intention for a sample task to be a preventative maintenance checklist for what work will be performed on different types of equipment?

Answer: No. The Sample Task is not intended to be a mere checklist. It serves as an opportunity for Offerors, to demonstrate their HVAC related problem-solving experience and methodology for resolving issues that HVAC issues. It provides insight into how the offeror has interpreted the information given in the PWS and how the Offeror will approach resolving issues routinely encountered at Rock Island Arsenal.

o What are the e-mail file size restrictions for attachments for proposal submission?

Answer: The max attachment size limit is 20 megabytes (MB) per email.

o I do not see where the government owned DDC software packages and software keys are listed as government furnished property. Are we to assume that these software packages and keys are no longer in the possession of the government, and we are responsible for acquiring new licenses and keys, or subcontract other control vendors to perform the necessary software backups on all the different controls on the Arsenal?

Answer: Software keys and licenses are not specifically listed in the Technical Exhibits (TEs). The Rock Island Arsenal HVAC Monitoring System (EnteliWEB) operates on a hybrid Direct Digital Control (DDC) system with both open and closed software/hardware components. The Government provides access to the Rock Island HVAC Monitoring Software, EnteliWEB, through five (5) Government computers listed in Attachment 0019 TE 2.1-01 USAG List of Government Furnished Property. The Government expects the Contractor to gain administrative access to the open-source software solely via the main workstation during the Phase-In and Phase-Out periods of the contract. While the software resides on Government servers within the NEC, it is expected that the Contractor will update the software annually by acquiring a 1-year maintenance subscription from Delta and coordinate all work with the NEC to meet software updates. This update work is considered part of the Firm Fixed Price (FFP) Preventive Maintenance Orders (PMOs) under the contract.

Furthermore, the Government expects the Contractor to be responsible for acquiring all necessary material, equipment, and tools for accessing both closed-source software and hardware, both in the workstation and in the field. No Demand Maintenance Orders (DMOs), Operational Work Orders (OWOs), or Project Work Orders (PWOs) will be issued for the acquisition of additional computers to perform work. Additionally, it is expected that the new Contractor will acquire all necessary equipment, tools, and materials to perform PMOs, DMOs, OWOs, and PWOs under this contract, including computers, software keys, licenses, and other items required to work in the field (such as mechanical rooms and other areas). Work in the field will involve diagnostics, backup, programming, troubleshooting, and handling both open and closed software and hardware components. Please note that the RIA HVAC Monitoring System and other HVAC systems operate with multiple Control Systems utilizing versions from the early 2000s.

o Ref PWS 2.1.7.3.6, Page 9: Is the GFEBS Project Manager Coordinator different from the GFEBS Project Manager?

Answer: No.

o Please confirm that the Offeror is only required to submit Part 1 of the Past Performance.

Answer: Offerors shall first complete Part 1 of the Past Performance Questionnaire (PPQ). A technical representative responsible for the past/current contract shall complete Part II and email the entire questionnaire to the Contracting Office no later than proposal due date. Vendors are not required to obtain a copy of the completed questionnaire, but the PPQ will count towards the maximum page limit for Past Performance.

o Ref Attachment 0002, Phase 1, Key Point #2 & Key Point #3, 1: Our interpretation is that resumes are required for the GFEBS Project Manager and the BAS/DDC controls Tech. Please confirm.

Answer: Correct, resumes for both positions are required with proposal submissions.

o Please provide the Collective Bargaining Agreement (CBA) in effect on the current contract:

Answer: There is not a CBA.

o Should the Offerors send proposal volumes in a single email? Is there a file size limit to individual email messages for the primary POC?

Answer: Offerors may send multiple emails for proposal volumes so long as it is clear that all emails are connected to the submission as the max attachment size limit is 20 megabytes (MB) per email.

o Ref Site Visit: Are all portions of Preventive Maintenance Orders (PMOs) allowed to be self-performed, i.e., Boilers and Chillers. Etc?

Answer: Yes, please refer to PWS Section 2.1.8 – Professional Qualifications on page

10. The awarded Contractor is responsible for ensuring that:

a. All Contractor employees and associated subcontractors possess the necessary certifications or licenses required by the State of Illinois or the State of Iowa for the specific areas of work they will perform.

b. Employees are certified or licensed in the appropriate Environmental Protection

Agency (EPA) areas as required.

c. All required documentation of certification or licensure for Contractor personnel is submitted to the COR/ACOR at least twenty-four (24) hours prior to employees commencing performance. (Please refer to Section 2.17.3.3 “Contractor Key Personnel” for more restrictive notification requirements for Key Personnel and Emergency POCs).

To provide further clarity, here are two (2) samples:

Example #1: The Government expects that individuals (whether Award Contractor employees or subcontractor employees) operating, maintaining, and repairing boilers shall be trained and certified according to applicable Federal, State, local, or host nation standards. In the absence of such certification requirements, individuals should adhere to the Fourth-Class Power Engineer Certification Program of the National Institute for the Uniform Licensing of Power Engineers, Inc.

Example #2: The Government expects that individuals (whether Contractor employees or subcontractor employees) operating, maintaining, and repairing air conditioners, evaporative cooling systems, dehumidification units, mechanical ventilation equipment, etc., be certified HVAC technicians.

o Ref PWS Section 4.0 “No more than 0% defects of the total number of DMOs per month”: Please confirm that 100% inspections with 0 defects is correct.

Answer: Correct. It is mandatory to have zero defects in all Priority 1 Demand Maintenance Orders (DMOs). All Priority 1 DMOs will undergo inspection, ensuring that 100% of them are completed in accordance with (IAW) the PWS measures for response timeliness and quality repair.

o Ref Site Visit: For HVAC, are there Variable Air Volume (VAV) on the asset list?

Answer: Correct. Please refer to Attachment 0012 TE 1.2-02 Equipment List and Attachment 0013 & 0014 TE 1.2-03 Equipment Locations.

o Ref PWS 2.1.9: Will the Government issue security clearance cards to escort recurring subcontractors?

Answer: No. Please refer to PWS Section 2.4.1.2 titled Secure Area Access on page 26 of the PWS, which indicates: “Portions of the work under the contract are performed in secure areas and all persons requiring access to a secure area will be escorted by the activity or Government personnel. In the case of escort, forty-eight (48) hours advance notice to the activity shall be required except in emergency or urgent work. Contractor employees requiring access to secure areas shall be free of felony convictions, and prior Military Service Members shall have an honorable discharge (See DD Form 254, Department of Defense Contract Security Classification Specification).”

o Ref PWS 2.4.2.6: Can asbestos and mold awareness training be accomplished by the offeror with internal toolbox talks/meetings?

Answer: The Contractor will be the sole responsible party for providing asbestos and mold awareness training to its employees. The awardee shall coordinate with the COR to confirm the provided training will be sufficient.

o Ref Attachment 0033 TE 5.4-01 DMO Workload Summary: Can the Government please provide a history of emergency, urgent, and routine DMOs for the past three years?

Answer: No. The requested data is not currently available in a format that would be relevant for bidding purposes.

o Ref Attachment 0034 TE 5.4-02 PWO Workload Summary: Can the Government please provide a listing of the dollar value of PWOs over the past three years?

Answer: No. The provided breakouts for DMOs/PWOs is intended to provide offerors with enough information to interpret the equivalent number of DMOs/PWOs under the limits of the current PWS.

o Ref Attachment 0033 TE 5.4-01 DMO Workload Summary: Are there any contractor Limits of Liability (LOL) for DMOs performed?

Answer: No.

o Ref Attachment 0021 TE 2.2-01 List of Govt Furnished Spaces: Please clarify the building/office location of GFEBS terminal for contractor use.

Answer: The Government will grant access to GFEBS Software via Government laptops (Attachment 0019 TE 2.1-01). The assignment of computers, location of Contractor employee, and workload to Contractor employees is at the discretion of the Contractor.

o Ref Attachment 0021 TE 2.2-01 List of Govt Furnished Spaces: Please clarify the building/office location for BAS/DDC control contractor use.

Answer: The Government will grant access to EnteliWEB via Government laptops. The assignment of computers, location of Contractor employee, and workload to Contractor employees is at the discretion of the Contractor.

o Ref PWS 2.1.7.3.5, Page 8: How many GFEBS terminals are provided by the Government?

Answer: Five (5) Government laptops will be furnished per Attachment 0019 TE 2.1-01.

The Government will provide access to GFEBS Software via Government laptops. It is at the Contractor's discretion to assign computers and workload to their employees.

o Ref PWS 5.8.4, Page 55: How many BAS/DDC computer terminals are provided?

Answer: Five (5) Government laptops will be furnished per Attachment 0019 TE 2.1-01.

The Government will provide access to EnteliWEB via Government laptops. It is at the Contractor's discretion to assign computers and workload to their employees.

o Ref PWS 5.8.4, Page 55: Does the contractor have interface with the Energy Savings Performance Contractor (ESPC)?

Answer: No. Direct interface with Rock Island Arsenal (RIA) Energy Savings Performance (ESPC) Contractor is not required as part of the scope of work on this contract. However, the Government's expectations include collaboration with Contractors to ensure quality service. Please refer to:

a. Section 1.2 “… Contractor shall perform, coordinate, and complete the requirements of the contract in cooperation with any other Contractors or trades performing work at Rock Island Arsenal, Illinois promptly and diligently as required by the standards, of this contract.”

b. Section 5.8.2 “The Contractor shall provide scheduled PM on equipment that is identified in this PWS, to include HVAC&R system operations, scheduling of startups and shutdowns, and programming of building space temperature set points, as driven by season, time of day, use of energy, and mission requirements…” o Ref PWS 7.4.5.1, Page 93: Are contractor employees allowed to bring personal cell phones for job use?

Answer: Contractor employees are required to adhere to all Contractor and Federal policies regarding the use of personal cell phones while at work. It is the Government's expectation that certain portions of the Contractor's work will be performed in secure areas where no electronics, including cell phones, are permitted.

Please refer to PWS Section 2.4.1.1. ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND PROCEDURES: “The Contractor and all associated subcontractors’ employees shall comply with applicable Installation, facility, and local security policies and procedures. The Contractor workforce shall comply with all personal identity verification (PIV) requirements as directed by DoD, Headquarters Department of the Army (HQDA), and local policy. The KO/COR will request changes in Contractor security matters or processes if the Force Protection Condition (FPCON) at any individual facility or Installation changes.”

o Ref PWS 7.5.4, Page 95: Are there any restrictions on the number of contractor-furnished vehicles to be used on the contract?

Answer: No restriction exists. However, please refer to requirements of Section 2.4 “Special Requirements” of the PWS.

o Ref Site Visit: Please provide details on rooftop chillers that are owned by tenants. Is the contractor responsible for PMO, DMO, PWO, OJO on tenant-owned equipment?

Answer: Yes, Contractor will be responsible for repairing tenant equipment at tenant discretion via discretionary DMOs and discretionary PWOs.

o Ref PWS 2.2.6, Page 13: Is the HVAC contractor responsible for fire extinguishers in mechanic rooms?

Answer: No. The Contractor is not responsible for portable fire extinguishers in mechanical rooms.

o Does the HVAC contractor have direct interface with the RIA Base Operations

Support contractor?

Answer: No. Direct interface with Rock Island Arsenal (RIA) Base Operations Support (BASEOPs) Contractor is not required as part of the scope of work on this contract.

However, the Government expectations include for Contractors to collaboration for a quality service, refer to Section 1.2 Objectives.

o Are their restrictions on improvements that the new contractor can make on existing HVAC equipment?

Answer: All improvements are initiated based on Government decisions, ensuring that projects align with strategic goals. Recommendations are welcome, however, approval from the contracting officer and the initiation/issuance of a DMO or PWO is required before any improvement work begins to ensure effective coordination and adherence to project guidelines.

o Ref PWS 3.0, Page 37: Please clarify the number of Government Quality Assurance

Evaluators assigned to the HVAC contract.

Answer: This number varies. The Government is committed to ensuring quality by assigning Government Quality Assurance Evaluators as needed.

o Ref PWS 2.4.2.4, Page 28: Please clarify which cybersecurity requirements the contractor must meet.

Answer: The following link is for the required training:

https://public.cyber.mil/training/cyber-awareness-challenge/. The awardee shall coordinate with the COR prior to initiating this training to ensure the correct version is completed.

o Ref Site Visit: Please provide the number and type of window unit air conditioning units located inside the JRTC buildings overlooking the factory floor.

Answer: No, we are unable to provide the requested information.

o Ref PWS 2.4.4.6, Page 31: Is the contractor responsible for transporting hazardous waste material to a central receiving point?

Answer: Yes, per PWS 2.4.4.6 “The Contractor shall remove and dispose of manifested hazardous waste generated by contract activities from the installation to an approved off-post permitted hazardous waste disposal facility”.

o Ref PWS 2.3.3.3, Page 18: Is there a PMO Plan that will be provided to the incoming contractor?

Answer: No. Development of the Preventive Maintenance Plan (PMP) is the successful awardee’s responsibility. The plan shall be reviewed and approved by the KO/COR.

o Ref PWS 2.3.3.4, Page 18: Is there a PWO Plan that will be provided to the incoming contractor?

Answer: No. Development of the Project Work Order Plan is the successful awardee’s responsibility. The plan shall be reviewed and approved by the KO/COR.
