Q & A SHEET

Q1. Are there inspection reports or drawings available?

A1. See attached Inspection Reports and Drawing for all 6 towers.

Q2. Looking at the overhead view using Google Maps it appears that not all of the tanks are the same size. The scope states that they are all 200,000 gallon. Do you have dimensions of the tanks so we can verify the capacity?

A2. See attached drawings with dimensions to verify capacity.

Q3. The statement of work states "Contractor shall sandblast and paint 200,000 Gallon elevated water storage tank".

Please confirm if the bid includes interior and exterior sandblasting and painting.

A3. The bid includes both interior and exterior sandblasting and painting.

Q4. Assuming the exterior is included, are we required to contain the tank to prevent blast media from leaving the area? With out containment in place we expect blast media and paint chips to at least blow within the radius 1.5 times the height of the tank. A typical tank is 135' to the top so we expect the media to blow in a radius of at least 200'. Assuming the exterior coating does not contain lead, "open air" blasting is acceptable. "Open air" blasting save both time and money.

A4. Contractors are required to contain the tank to prevent blast media from leaving the area for all six tanks, including the tanks that do not contain lead paint.

Q5. Tank A requires lead abatement. Is the lead on the outside as well as the inside?

A5. Lead abatement is only required on the outside of Tank A. See attached ‘LBP Water Tanks Survey’. Paint sample from the outside Tank A was measured to contain 6.4% lead by weight. After lead abatement is complete, the paint shall contain <0.06% lead by weight. Contactor shall dispose of all paint chips in accordance with environmental regulations.

Q6. Please describe or provide a map to show which tanks are number 1,2 3, A, B & C.

A6. See attached “Water Tower Map” for location of all six tanks.

Q7. Monday - Thursday work restrictions would greatly change the timeline as well as overall cost. Most if not all of the tank contractors bidding would be from out of state and it is more cost effective to work 6 days a week up to 10 hours per day. The statement says we must request additional time at least 48 hours prior to the date of work. For bidding purposes can you tell us if the 6 day / 10 hour work schedule would be accepted? If it is unknown our bid will be quite a bit higher to cover worst case scenario.

A7. The 6 day / 10 hour work schedule will be accepted.

Q8. Are there specs to include the surface prep and coating application? If not, we would suggest calling your local Sherwin Williams store and ask them who your area rep is. They will come to site, inspect the tanks and write you a spec at no charge. This will allow for a 3rd party opinion and keeps all the bidders apples to apples. If requested I can call my local rep and ask for the contact info for the local rep closest to the site.

A8. There are currently no specs for the surface prep and coating application. Please provide us with the contact info for the local rep and we will request specs to provide to the bidders.

Q9. Do you require QP1 or QP2 certification?

A9. QP2 certification is required.

Q10. Are there Liquidated Damages associated with this project? If so how much?

A10. There are not liquidated damages associated with this project.

Q11. Is there a warranty associated with this project? If so how long?

A11. There is a warranty associated with this project covering material and workmanship for a period of one year (365 days) from acceptance date.

Q12. What style are the tanks? Is it a mix of single pedestal and legged?

A12. All six tanks are legged style.

Q13: Could the government please provide drawings and specifications for this project?

A13: Specifications for Exterior Blast Clean and paint: All exterior surfaces shall be blast cleaned to SSPC-SP #6 “Commercial” finish. A prime coat with a minimum of 2.0 mil dry film thickness shall be applied. The prime coat shall be rust inhibitive red iron oxide, zinc oxide, oil, and alkyd primer in accordance with SSPC Paint #25. The prime coat shall be followed by two (2) coats, each a minimum of 1.5 mil dry film thickness, of white alkyd enamel in accordance with SSPC Paint #104 Type 1.

Specifications for Interior Blast Clean and paint: All interior surfaces shall be blast cleaned to SSPC-SP #10 “Near White” finish. A prime coat of at least 3.0 mil dry film thickness and a white coat of at least 5.0 mil dry film thickness shall be applied. Each coat shall be a two-component catalyzed epoxy in accordance with MS DOD-C- 24654. The prime coat shall contrast with the color of the white finish coat.

Disinfection shall follow Arkansas Board of Health regulations as wall as those of A.W.W.A.

Additional specifications can be submitted for government approval by bidders. All bidders will be notified of additional approved specifications.

Q14: Could the government please provide as-built drawings for the tanks?

A14: See attached as-built drawings for each tank.

Q15: Are there minimum levels of bonding required to be responsive to this solicitation?

A15: The requirements for bonding can be found in clause FAR 52.228-1, Bid Guarantee, found in the solicitation.

Q16: What are the required minimum levels of experience for the key personal as outlined in Factor 1?

A16: The key personnel must have experience in projects of similar scope or difficulty.

Q17: Since specifications were not issued with the release of the solicitation, please indicate the required positions of key personnel as outlined in Factor 1.

A17: The key personnel included in the solicitation shall include the on-site Project Managers/Supervisors and the off-site Program Managers that will be involved in this project.

Q18: In Factor 2, it states that at least one (1) but not more than (2), 2-page experience statements shall be included. One of the experience statements must be from the prime. Should we assume that one experience statement be from the prime and one from a key subcontractor if we elect to submit two statements?

A18: Yes, if a subcontractor is used, an experience statement is expected from at least one key prime contractor and one key subcontractor.

Q19: Is there a specific number or limit of projects we are to include on each experience statement(s)?

A19: There is not a specific number or limit of projects to include on the experience statements.

Q20: If we elect to submit the experience of a subcontractor, must we include a teaming agreement to demonstrate the relationship in the Step One proposal?

A20: Yes, a teaming agreement between the sub and prime contractor must be included.

Q21: Define what SP level the surface prep and blast must be made too?

A21: The surface prep and blast must be made to SP-10: Near-White Metal Blast Cleaning.

Q22: Is a NAIC inspector required onsite during all blasting and coating operations. If so, will the inspector be required to be onsite for punch list and minor touch up.

A22: A NAIC inspector is not required on-site during all blasting and coating operations.

Q23: Define working hours?

A23: Working hours are defined in the attached Performance Work Statement. Additional working hours can and will be approved to accommodate contractor scheduling.

Q24: Will weekend work be allowed to accommodate coatings windows and weather perimeters?

A24: Yes, weekend work will be allowed to accommodate contractor scheduling.

Q25: Are API 653 inspection reports available for the tank group?

A25: See attached inspection reports for each tank.

Q26: What are the employee eligibility requirements to work on base? US citizen only? Will permanent residents be allowed?

A26: US Citizens and permanent residents will be allowed to work on base.

Q27: There is one tank with lead on it and the project requires QP2 certification. Will the contract only be awarded to a QP2 certified contractor?

A27: The contractor or subcontractor performing the hazardous paint removal must be a QP2 certified contractor.

Q28: How many tanks can be taken out of service at a time?

A28: Two tanks can be taken out of service at a time.

Q29: Will there be any time or work day restrictions? Can we work all 7 days if needed up to 12 hour days?

A29: There will not be any time or work day restrictions. Government will approve work outside of normal duty hours.

Q30: Will a coating specification be provided so all bidders can bid apples to apples or are we to propose a system in our technical proposal? For most water tank rehabilitation projects, a typical exterior system would be zinc, epoxy, polyurethane and a typical interior system would be a three coat epoxy system or zinc, epoxy, epoxy.

A30: See attached ‘PBA Steel Tank Maintenance Specifications’ for required coating specifications.

Q31: Is it known if there is a ladder in the risers of tank 1,2,3?

A31: There is not a ladder in the risers of tanks 1,2,3.

Q32: The scope of work states to install splash pads at all sites but Tanks 2 and 3 already have them in place. Are we to remove and replace them or leave them in place and only install new ones at the other four tanks? Are we to match the size of the ones currently in place or can a drawing be provided of what is required?

A32: The splash pads on Tanks 2 and 3 can be left in place but the drainage shall be improved to divert water away from the tank legs. The new splash pads can match the ones currently in place and must divert water away from tank legs.

Q33: Regarding QC inspections:

o Will the owner provide third party inspection for the blasting and coating work?

o If the contractor is responsible for inspection, is third party required or can the QC inspector be an employee of the company? Are there any credentials required for the inspectors like NACE 1 or 2?

A34: The government will provide 3rd party inspections for the blasting and coating work.

Q35: Confirm that the power lines next to tank A will be rerouted at the time of construction?

A35: Yes, the powerlines next to tank A will be rerouted at time of construction.

Q36: Can a specification be provided for the altitude valve replacement? Can a picture be provided with the vault cover removed?

A36: See attached ‘Tank C Altitude Valve Specification’ for picture and specification of altitude valve.

Q37: Can a a specification be provided for the drainage valves required on the three north end tanks? Can a photo be provided of the current ones?

A37: Surrounding fire hydrants are currently used to drain the north end tanks. New drainage valves shall be installed between the tank risers and isolation valves. Drainage shall be directed away from the water tower legs.

Q38: Will it be acceptable to trim or remove branches and trees if they are going to be in the way of the containment system?

A38: Yes, it will be acceptable to trim or remove branches and trees in the way of containment systems.

Q39: Can a picture be provided looking at one of the Tanks 1, 2, or 3 capturing all of the structure in the photo?

A39: See attached ‘Water Tank Structure Pictures’ capturing the structure of tanks 1, 2, 3, A, B, and C.

Q40: If there are steel repairs required after sandblasting the tank, will that be handled as a change order?

A40: Yes, any steel repairs required will be handled as a change order.

Q41: 5 months is not achievable to complete all 6 tanks, especially if a maximum of two are allowed to be out of service at any given time. Tanks 1,2, and 3 will take longer than A,B, and C because of the significant amount of structure in place. Will a contract time of 1 year be acceptable?

A41: Yes, a contract time of 1 year will be acceptable. See attached ‘Performance Work Statement Amended 3-5- 2024’

Q42: The Wage Determination listed in the solicitation is for Service Contracts. We believe the Davis-Bacon Wage determination referenced in the solicitation for Jefferson County, Arkansas should be Wage Determination AR20240036 issued 1/5/24. Can you please confirm?

A43: Wage Determination AR20240036 is hereby in effect.

Q44: There are different periods of performance listed on page 1 of the SF 1442 in box 11 versus the PWS versus the CLINS. We would like to suggest a uniform period of performance in the requirement of 180 days. Can you please confirm?

A44: See ‘Performance Work Statement Amended 3-5-2024’. Uniform period of performance to complete all work described in PWS is 1 year from date of award.

Q45: Both projects noted above are missing the complete Insurance requirements. Pine Bluff is a military contract, and it appears that they expect us to know what the Insurance requirements are for military contracts which we do not. I am hoping you could help with this. If we are unsuccessful, we can note to use your current limits and coverages, but I would like to perform a due diligence first.

A45: We have no standard or specific requirements for the type of insurance that contractors need.

Q46: Would the Government be willing to entertain a plan to demo existing tanks and build a new tank or tanks to accommodate storage needs for the facility? As after the site visit I saw multiple repairs, upgrades, and site work needed to bring the tanks and site conditions to current standards and compliance. If not, speaking now of just the site work, will the Government incorporate site work needed to be done in this contract as a separate line item, or should the contractor put this work in his cost to complete the work required in the solicitation?

A46: The government is not willing to entertain a plan to demo existing tanks. The contractor should not include additional site work in the cost to complete the work required in the solicitation. Only include the cost to complete the work stated in the attached ‘Performance Work Statement Amended 3-5-2024’. If completing the work required in this PWS is contingent upon completing additional site work that is not currently stated, please make note of that in your technical proposal and the government will look into including it as a separate line item.

Q47: Amendment U0002 Q9. does State that QP2 Certification is Required. Would the government accept an extensive history of water storage tank rehabilitation for the field and clerical staff and have a QC program, Health and Safety Program, and Environmental Protection Plan in place, directly related to the structural steel painting industry and a current certified lead competent person and NACE certified inspector on staff to perform equal to what the QP1 / QP2 program requires?

A47: The contractor or subcontractor performing the hazardous paint removal must be a QP2 certified contractor.

Q48: It states that the performance period is negotiable in the solicitation. From experience, the average time to complete all 6 tanks will be rather extensive for the base items proposed to be done considering site conditions. Will the government be willing to have the contractor provide the performance and payment bond for 1 or 2 tanks at a time and release that performance and payment bond, start the warranty period for the first tank(s) completed, then have a performance and payment bond issued for the subsequent tanks to be worked on?

A48: Yes, progress payments will be allowed in this contract and the government is willing to have the contractor provide a performance and payment bond for 1 or 2 tanks at a time. The performance and payment bonds can be released and the warranty period can begin after the acceptance of each tank by the government.
