This is a Questions and Answers document for a federal contract solicitation for cook support and Dining Facility Attendant (DFA) augmentation services at the US Military Academy, West Point. The requirement covers support services with a base period of 7 months and an option period of 4 months, following a 30-day phase-in period. Key clarifications include: this is a new and distinct procurement not subject to the existing Teamsters Local 445, IBT collective bargaining agreement covering contract W911SD-22-C-0003, though the government is providing that CBA as reference for wage consideration; no site visits will be conducted; the contractor need only provide uniforms (including aprons) with all supplies and equipment furnished by the government; past performance questionnaires are requested but not required, with the government reserving the right to search CPARS reports and contact references; and CPARS reports may be submitted voluntarily for consideration. Q. Dining Facility Attendants in Washington Hall under contract W911S-D-22-0003 (mess attendant and waiter services at the US Military Academy, West Point) are subject to a collective bargaining agreement with the Teamsters Local 445, IBT. Does the government intend to recognize the terms of this agreement?

A. The requirement for Cook support and DFA augmentation support is a new and distinct procurement for services from those covered under contract W911SD-22-C-0003. As this is not a successor contract, the terms of the CBA with the Teamsters Local 445, IBT, associated with contract W911SD-22-C-0003, are not applicable to this requirement.

However, we recognize that a new contractor will be recruiting for "Dining Facility Attendants" in the same local labor market as the contractor bound by the CBA. We are, however, providing the CBA for reference recognizing that contractors on the instant solicitation may want to take it into consideration when developing wages and benefits to attract and retain qualified workers on the instant requirement. The sample CBA will be posted to sam.gov in the coming days.

Q. Sec B shows PMO Base Period 8 months and Option Period 4 months. Since Phase-In is 30 Days, should Base Period be 7 months?

A. We apologize for the error. The Base Period for PMO Support should be 7 months. We will update the Section B. with an amendment accordingly.

Q. Section B shows Lead Cook total quantity of 685 Shifts, but pricing matrix shows 686 shifts. Can you confirm which is correct?

A. We apologize for the error. The pricing matrix total of 686 shifts is correct. We will update the Section B with an amendment accordingly.

Q. Please establish a date and time for a site visit.

A. As delineated in the Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, the Government explicitly stated that there will be no site visit. This requirement is for augmentation support, and the Government has provided specific labor categories and shifts to price under CLIN 0003 (aligned to the Pricing Matrix, Attachment G). It is expected that companies with relevant experience related to cook support and dining facility attendant operations shall have the requisite knowledge and capability to develop a PMO structure to support operations based on the details in the PWS and provided attachments.

Q. If the contractor will be required to provide any supplies and/or equipment, please provide the government's historical usage for those supplies and/or equipment.

A. The contractor will not be required to provide supplies / equipment. The only thing the contractor shall provide are the uniforms their personnel will wear (to include aprons). All supplies / equipment necessary to carry out cook and dining facility attendant augmentation support will be provided by the Government.

Q. Attachments A, F 1, and F3 to the solicitation are not viewable and require a permissioned email for access. Please make these attachments viewable.

A. Those documents were inadvertently saved with access restrictions. We apologize for that error. The impacted documents without the restrictions have been uploaded to SAM.gov and should be viewable.

Q. Please provide a sample cycle of menus and recipes that will be followed under this contract.

A. A sample menu has been uploaded to SAM.gov

Q. Will you accept CPARS vs PPQ?

A. Per the RFP, Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, Past Performance Questionnaires (PPQ’s) are “requested”, not required. As noted in the Addendum to Evaluation - Commercial Product and Commercial Services, “The Government reserves the right to consider Past Performance Questionnaires received after the due date for receipt of proposals. The Government reserves the right to contact references for verification or additional information and the right to consider other relevant past performance information. The Government may call customers, whether or not provided by the offeror, to inquire about the offeror's past performance. The Government does not assume the duty to search for data to cure the problems it finds with the information provided by the offeror. The burden of providing thorough and complete past performance information remains with the offeror”. The Government intends to search for Contract Performance Assessment Reporting System (CPARS) reports so there is no requirement for offerors to furnish any CPARS reports but if an offeror wishes to do so, the Government will review submitted CPARS to see if they show relevancy and recency of performance of work similar in scope, magnitude, and complexity of this acquisition.

Q. Will an extension for submission of proposals be granted?

A. Yes, the due date for proposals will be extended from 17 Feb to 23 Feb. We will update with an Amendment accordingly.
