Will the Government please provide details regarding each overhead and hanger door so the contractor can ensure appropriate maintenance by a qualified vendor? Specifically, for each door, will the Government please provide the door size, make, model, age and the historical data of failure/repairs? | TE-H.2.7 contains the pertinent door information and the workload data has the historical efforts completed. | ||||
| 10 | Attachment A, Annex A | PWS Section 2.2.7, Project Work Orders | 14 of 40 | Performance Work Statement (PWS) Section 2.2.7 relates to Project Work Orders (PWOs). Is this a new requirement or is this work currently being performed by the incumbent? Volume II, TAB B: Subfactor 2 - Workflow Execution, does not include instructions for PWOs. Are offerors only expected to provide past performance as it relates to PWOs? Will the Government please provide historical data for PWOs? Also, will the Government please provide anticipated volumes for PWOs? | 1. It is work that is being performed already. 2. Workflow Execution for PWOs is not part of this evaluation Subfactor. 3. Past Performance needs to address all aspects of the performance work statement. 4. Historical Data on PWOs as specified in this solicitation is not available. All historical workload data has already been provided, it has not been broken down into the level of detail requested due to how workload was tracked on the current contract. 5. Volumes for PWOs: The Government anticipates 150 - 200 PWOs annually. This is just an estimated figure. | ||
| 11 | General | Does the incumbent have a CMMS (Maximo, etc.) and who holds the licenses to the CMMS? | The incumbent contractor holds the license for the CMMS. | ||||
| 12 | General | Will the Government please extend the due date for questions by 3 weeks to allow offerors time to adequately review the TEs and attachments? It is not possible to thoroughly review all TEs, Annex documents and attachments by April 3, 2023. This is less than two weeks from the time the documents were released and not all have been provided yet, which gives the incumbent an unfair advantage. | No | ||||
| 13 | General | Will the Government please provide details about the Waste Treatment Plant? For example, will the Government please clarify how current the technology is, provide service history, etc.? Will the Government please provide specific details about the operation of the WTP? | 14 | Attachment A, Annex A – PWS Section 2.1.11.1.1 | 10 of 44 | PWS Section 2.1.11.1.1 states, “The PM or alternate shall be available 24/7/365 including Federal holidays. The PM shall be available between 0700 - 1600 hours, Monday through Friday except |
Federal holidays or when the Government Facility is closed for administrative reasons.”
| The PWS appears to have a conflict. Will the Government please clarify whether the PM must be available on Federal holidays or not? | The PM or alternate shall be available 24/7/365 including Federal holidays. Please see updated PWS section 2.1.11.1.1. | ||||
| 15 | 2.2.3 Factor 2 – Past Performance, Recency Assessment | 147 of 148 | 2.2.3 Recency Assessment states, “An assessment of the past performance information will be made to determine if it is recent. To be recent, the performance must be within three (3) years or less of the date of the solicitation. The Offeror shall provide three (3) to five (5) completed examples of recent Past performance within the last three (3) years. Performance may be fully completed or in progress for twelve or more months. Past performance information that fails this condition will not be evaluated.” |
| Will the Government please change this requirement from 3 years to 5 years? The 3-year limitation severely limits competition for viable HUBZone prime contractors because there are limited procurements of similar size and relevancy. This issue is complicated by the fact that each contract must be, “fully completed or in progress for twelve or more months”, which limits relevant contracts even more. Combined, these requirements favor the incumbent and minimize the potential for a viable competition. | Please refer to updated Section M. | ||
| 16 | Attachment A, Annex A – PWS Section 2.1.11.1.2 |
Section L, 6.3.1.b Tab A, Subfactor 1: Key Personnel Attachment A, Annex A – PWS Section 2.1.11.1.2

| 47 | L | 8.0-8.1 | 139 of 148 | Page 139 of 148 of RFP states under 8.0 Volume IV – Factor 3 Price that the volume consists of the pricing worksheet matrix (Attachment J). Attachment J includes the proposed markup rate for CLIN X014. Is the statement “and the proposed markup rate for CLIN X014” in paragraph 8.1 added for emphasis or is the offeror to include the markup rate in another location in addition to Attachment J? If the former, could the Government amend the instruction from “and the proposed markup rate” to “including the proposed markup rate” so offerors have clear instructions? If the latter, could the Government provide instructions where additionally the markup rate should be provided? | Refer to updated Section L, 8.0 - 8.1 | ||
| 48 | L | 8.2 | 139 of 148 | Page 139 of 148 of RFP states under 8.1.1 regarding proposed price, “Under no circumstances shall this information and documentation be included elsewhere in the proposal.” Yet, on page 135 of 148 of the RFP, paragraph 5.5.5 TAB C (of Volume I – General & Contract Documentation), states, “Offerors shall propose a fixed price for each FP CLIN in Section B and on the Pricing Matrix. For CLINs on the Pricing Matrix with banding identified, the Offeror shall price each band contained on the Pricing Matrix.” It appears that everything required in Volume IV (the completed Pricing Matrix) is a subset in Tab C of Volume I. Unless price analysis techniques cannot be performed, there is no additional information provided in Volume IV that is not included in Tab C Volume I. Volume IV is the pricing matrix and Tab C Volume I is the Section B and the pricing matrix. This contradiction and redundancy between paragraph 8.1.1 and 5.5.5 generates multiple questions list below: |
a. Which paragraph of the RFP takes precedence, 5.5.5 or 8.1.1?
b. Will the Government amend the instructions to remove the contradiction?
c. Did the Government intend for the offeror to include Volume IV as a separate volume AND the entirety of Volume IV as a subset of TAB C of Volume I?
| Please refer to updated Section L 8.1.1: Price Information | ||||||
| 49 | L | 7.0-7.2.1.7.2 | 137 of 148 | Re Section L, 7.0 VOLUME III – FACTOR 2: PAST PERFORMANCE, Subsections 7.2.1.7.1 and 7.2.1.7.2, will the Government confirm that mentor-protégé joint venture offerors need not submit Meaningful Relationship Commitment Letters to explain the meaningful relationship and commitments of the joint venture members, as submission of their Joint Venture Agreement sufficiently demonstrates their relationship and commitment? | Meaningful Relationship Commitment Letters shall be submitted IAW (in accordance with) the guidance in Section L paragraph 7.2.1.6.2 | |
| 50 | PWS | 2.2.3.1 – 2.2.7.1.1 | What the threshold for converting a DMO to a PWO? For example, is it 32 work hours or $5,000 in cost? |
PWS paragraph 2.2.3.1 on p. 48 states, “DPW Work Reception Desk. The Contractor shall receive notification of work from the DPW work reception desk. The Contractor is authorized to execute DMOs that do not exceed thirty-two (32) work hours in labor. DMOs exceeding the Contractor’s authorized limit shall be executed IAW Annex B, Facilities Maintenance Instruction.” However, PWS paragraph 2.2.7.1.1 on p. 50 states, “Conversion Prior to Execution. The Contractor shall stop work immediately upon determining that a DMO will exceed the thirty-two (32) hour threshold. The Contractor shall then complete the following tasks:
| • The Contractor shall notify the KO/COR in writing of the reason for expecting the DMO to exceed the $5000.00 cost threshold and a preliminary cost estimate…” | A DMO converts to a PWO when the DMO labor exceeds 32 man hours or $5,000 in material costs.
