This is a Questions and Answers (Q&A) Log for a federal construction contract opportunity for Building 512, issued August 5, 2026, with a deadline for additional questions by 3:00 PM CST on August 6, 2026.
The project involves renovation work on Building 512 at a military installation in Milwaukee, Wisconsin, with an anticipated award at the end of September 2026 and a Notice to Proceed (NTP) within two weeks of award. The Period of Performance is 180 days from NTP. Key scope items include roof replacement with EPDM roofing requiring a 20-year non-delegated labor (NDL) warranty designed to withstand Category II wind speeds per ASCE standards; replacement of eight doors and storefront assemblies with insulated glazing meeting UFC 4-010-01 antiterrorism and force protection standards; installation of cypher locks compatible with Best Lock and programmable keypads on exterior doors; replacement of flashing, gutters (in-kind aluminum K-style, 6-inch), and downspouts (in-kind closed aluminum); exterior tuckpointing of 15 percent of CMU block and repainting approximately 6,600 square feet of exterior walls; and re-caulking of exterior windows. The project includes both a Base Bid and Option 2 (new doors and storefront work). Door rough opening dimensions range from 44" x 86.5" to 96.25" x 93", with exterior storefront door jambs at 4.5" depth and interior door jambs at 6.5" depth. All doors and frames must meet architectural brown color standards unless provided pre-finished by manufacturers. The facility has been cleared for asbestos, with all potential areas either abated or tested as non-detect since a 1997 survey; the roof was last replaced in 2002. Material staging space will be provided in an adjacent lot. The project is not FM Factory Mutual insured, has no construction debris recycling percentage mandate, and disqualifications for site access are maintained by Security Forces without disclosure to contractors.

No additional blast ratings/levels required above minimum requirements listed.
3 Please advise if the SSHO, CQC and Site Superintendent can be administered by (1) person?
No. With KO approval site superintendent and CQC can be the same individual to accomplish both roles if they meet the qualifications for both positions. The SSHO is a separate individual required to ensure all safety regulations are followed on site.
Contract specifications, Part 4, 4.2 Optional Quote Item 1, indicates to tuck-point 15% of the existng CMU exterior wall and repaint approx. 6,600 sf of exterior wall face on B512. Please advise if the mentioned 6,600 sf of exterior wall face equates to 15% of the existing CMU exterior wall? If not, please provide exterior elevation drawings of Building 512 to calculate the 15% area of tuckpointing.
6600 SF is the estimated Sq Footage that will require painting (exterior block wall).
Estimated required tuckpointing is 15% of that surface area.
The Statement of Work, Option 2, paragraph k, calls out all doors and frames to be primed and 2 coats of paint to match base standard. Does this apply to both the aluminum storefront and hollow metal doors or should the aluminum doors be anodized to best match and just the metal doors painted?
All doors and frames shall meet the base standard of color of architectural brown or COR approved closely matched color. If doors are provided from manufacturer in that color then no additional painting is required.
