About this file

This is a Questions and Answers Log for a federal construction project at Building 512. The Q&A document addresses 25 inquiries from contractors regarding project specifications, staffing requirements, materials, and timeline.

Key project requirements include: replacement of storefront doors with medium stile aluminum frames and insulated glazing that must comply with UFC 4-010-01 Antiterrorism, Force Protection, and Security Engineering standards (paragraphs 5-11 and 5-12); installation of Best Lock-compatible cypher locks with programmable keypads and panic bars on exterior doors; tuck-pointing 15% of existing CMU exterior wall and repainting approximately 6,600 square feet of exterior wall face; and all doors and frames must meet architectural brown color standards or COR-approved closely matched colors, with no additional painting required if manufacturer-supplied in specified color. An optional scope item addresses roof replacement with a 20-year non-delegated labor warranty at 55 miles per second wind rating. Staffing clarification specifies that while the Site Superintendent and CQC may be the same qualified individual with Contracting Officer approval, the SSHO must be a separate individual to ensure safety compliance. The project award is anticipated at the end of September with a Notice to Proceed within two weeks thereafter, followed by a 180-day period of performance. Multiple technical questions regarding asbestos testing, material specifications, gutter and downspout configurations, roofing system details, site access requirements, and debris recycling mandates remain pending engineering response.

Question Answer and Comment

Please provide a model number for the cypher lock that needs to be priced.

Cypher Lock shall be Best Lock compatible with programmable keypad and lever handle on exterior side. Inside hardware shall be consist of panic bar with a hex key for holding panic bar in the unlocked position. A photo is provided of similar door for security forces with a cypher lock installed for reference.

The Statement of Work, Option 2 calls out the new storefront doors to exterior rated with insulated glazing. Do these exterior storefront doors also need to meet AT/FP blast ratings or any level of blast rating requirements?

Facility must meet UFC 4-010-01, Antiterrorism, Force Protection, and Security Engineering. Reference paragraphs 5-11, and 5-12 for doors and glazing requirements.

No additional blast ratings/levels required above minimum requirements listed.

3 Please advise if the SSHO, CQC and Site Superintendent can be administered by (1) person?

No. With KO approval site superintendent and CQC can be the same individual to accomplish both roles if they meet the qualifications for both positions. The SSHO is a separate individual required to ensure all safety regulations are followed on site.

Contract specifications, Part 4, 4.2 Optional Quote Item 1, indicates to tuck-point 15% of the existng CMU exterior wall and repaint approx. 6,600 sf of exterior wall face on B512. Please advise if the mentioned 6,600 sf of exterior wall face equates to 15% of the existing CMU exterior wall? If not, please provide exterior elevation drawings of Building 512 to calculate the 15% area of tuckpointing.

6600 SF is the estimated Sq Footage that will require painting (exterior block wall).

Estimated required tuckpointing is 15% of that surface area.

The Statement of Work, Option 2, paragraph k, calls out all doors and frames to be primed and 2 coats of paint to match base standard. Does this apply to both the aluminum storefront and hollow metal doors or should the aluminum doors be anodized to best match and just the metal doors painted?

All doors and frames shall meet the base standard of color of architectural brown or COR approved closely matched color. If doors are provided from manufacturer in that color then no additional painting is required.

Have any of the existing roofing materials, storefront openings or caulk tested positive for asbestos ? Asbestos Management Plan was conducted in 1997 for all facilities on base. B512 has had all potential areas abated or tested as Non-Detect (ND). Roof was last replaced in 2002.

Based on Question already asked, if the doors need to be blast resistant, please provide detailed blast requirements.

Please note, typically once the blast material requirements are provided, it takes about 3-4 weeks to get back pricing from suppliers/manufacturers.
