• Comparison Process: Quotes will be compared directly against one another. The Government may select a quote offering additional value, even if it is not the lowest priced.
• Trade-offs: Formal trade-offs will not be conducted.
• Evaluation Factors: The best value determination will be based on three technical factors—Technical Approach, Experience, and Past Performance—along with a Price Evaluation (assessing price reasonableness and consistency).

Factor 3: Past Performance

• Recency, Relevance & Confidence: More significance is given to recent work comparable in scope. References, CPARS, and FAPIIS may be used to assign a final Confidence Rating (High, Some, Low, or Neutral).
Price Evaluation
• Reasonableness: Ensured through adequate price competition and direct comparison to the Independent Government Estimate (IGE) to establish a fair and reasonable price.
• Price Consistency: Individual unit prices will be evaluated to determine if costs and prices are balanced and consistent with Government cost estimates and those of other quotes.
Mandatory Submission Requirements CRITICAL: Failure to follow these instructions will result in quote rejection.
• Technical Factors: Quoters MUST submit comprehensive responses addressing ALL THREE technical factors (Technical Approach, Experience, Past Performance).
• Schedule of Items: Quoters must return the completed Schedule of Items. Failure to submit responses for ALL technical factors makes the quote non-responsive and it will not be evaluated further.
