W50S9F22R0003; Alter B412 Q&A #04
31. Should CPARS be included in the proposal or emailed to you prior to the due date similar to the
PPQ?
A. It can be included in the proposal.
32. Section 00110, Paragraph 3.1.1.2 (RFP page 17) indicates that: “A reiteration of the information prescribed in Exhibit A is neither required nor desired.” Can we assume from this statement that we can delete most of the instructions from Exhibit A since the form itself is over a full page?
A. No. “Offeror should reference this information by providing a short summation of their relevant experience to meet the submission requirements of this subfactor.”
33. Pg. 16 of 98, paragraph 1.1.3 states “A standard, 12-point minimum font size applies.” However, Pg.
17 of 98, paragraph 2.1.3 states “Written proposals… shall be in a legible font size (10 min.).” Please confirm that a 10pt font size is acceptable.
A. 10 pt font is acceptable.
34. Exhibit A, Paragraph D …this paragraph requires us to discuss our experience with “fuel cell hangars and flight simulators” but we’re not sure how this is relevant to the B412 renovation project. Please clarify.
A. Good catch. Please see “EXHIBIT A PERFORMANCE RELEVANCY QUESTIONNAIRE
AND SPECIALIZED COMPANY EXPERIENCE v1”
35. The Pre-Proposal Slides (Slide #14) indicate that Exhibit A should be included in Volume I (Demonstrated Experience). Slides #16/17 indicate that Exhibit A should be included in Volume II.
The Q&A Responses (Q#3) indicate that Exhibit A should be included in Volume I, Subfactor 1. Can you please clarify which volume/section Exhibit A should be presented?
A. Exhibit A should be included in Volume 1 for subfactor I.
36. The Pre-Proposal Slides (Slide #14) reference a Technical Approach Plan and indicates to “complete all topics listed (a-h).” We can’t find this in the RFP…can you please indicate where this is referenced in the RFP?
A. That is erroneous. Refer to the solicitation for requirements.
37. Section 00110, Paragraph 3.1.1.3, Experience & Capability (RFP page 17). This section requires five projects (per Exhibit A) that will likely require two pages each, which equals 10 pages and is the current page limitation. However, Exhibit A also requires each Offeror to complete Part 2 one time for this section. As such, please consider increasing the page count for this section to 12 pages, allowing for a 1-page introduction to outline our general experience/approach, 10 pages for project experience (5 projects at 2 pages each), and one page to address Part 2 requirements.
A. Exhibit A does not count toward the page count.
38. Exhibit A Part 2 states “This information need only be provided once in your submission package.”
This “information” is referring to Part 2. Do we only need to provide this information in Part 2 for the prime contractor (offeror) or do we also need to provide this information for any key subcontractor that is providing a project in Volume II, Past Performance?
A. You should only complete part 2 on 1 exhibit A. If you are using a subcontractor as past performance experience, then the subcontractor should complete that section too.
39. Section 00110, Volume II, Offeror Past/Present Performance, Section 7, SB Participation Past Performance (RFP page 20) indicates that offerors should “submit information substantiating the Offer’s past performance in complying with FAR 52.219-8….” Does this information pertain specifically to the five past performance projects presented in this volume or a general overview of the offeror’s overall past performance for SB participation?
A. In the past 6 years.
40. Will you allow the Offeror to provide PPQs that have been previously presented for DoD government projects (as long as they are not included by reference) to avoid multiple requests to our clients?
A. No. The past performance questionnaire required to be sent to the Government directly from the customer.
41. Note #12 on Sheet AD010-0 states “It is not expected hazardous materials will be encountered in the work…Contracting Officer will remove hazardous materials under a separate contract.” The project documents also include an asbestos report and specification section 02 82 00 Asbestos Remediation and 02 83 00 Lead Remediation. Please confirm these items are included for reference and that the Contracting officer will contract and remove hazardous materials under a separate contract.
A. Contractor is responsible for LBP and ACM remediation under this contract. The referenced
Specification sections are applicable to this project.
The plan note is in reference to unforeseen conditions. Contractor is to notify the Contracting Officer if other undocumented materials are found.
42. Can you please clarify the answer to item 11 on the Q&A document regarding hazardous materials? If hazardous materials are to be expected, should an allowance or unit costs be included in the proposal?
Or is the intent of the answer to exclude abatement costs from prime contractor proposals and if/when encountered, be handled by others?
A. If additional materials are found during construction, the Contracting Officer, with the help of the
Contracting Officer's Representative, will negotiate costs for additional scope. This additional scope will be considered an unforeseen condition under the changes clause. The Contracting Officer will not issue a separate contract for this scope of work, rather a contract modification.
43. Q&A – item #18 regarding security says security devices as shown on T-001 is what we are supposed to go off of. T101 and T102, contradict one another saying contractor is to include Advantor pricing while 102 says the government is too supply security devices please advise scope.
A. The Government agrees that General Note 3 and Keyed Note 2 contradict themselves.
General Notes on T-101 shall read as follows:
1. REFER TO SHEETS T-001 AND T-002 FOR ELECTRICAL LEGEND.
2. INSTALL RACEWAYS, BOXES AND ASSOCIATE COMPONENTS FOR
GOVERNMENT FURNISHED SECURITY SYSTEM.
3. THE SECURITY AND CCTV EQUIPEMENT SHALL BE PROVIDED BY ADVANTOR.
ADVANTOR SHALL DO INTALLATION AND TESTING OF ALL SECUIRTY AND CCTV
SYSTEMS.
4. NOT ALL EXISTING OUTLET AND COMM DEVICES ARE SHOWN. IF DEVICE ARE
SHOWN LOCATIONS ARE BASED OFF AS BUILT DRAWINGS. THE CONTRACTOR
SHALL FIELD LOCATION.
The Government will provide the contractor with Advantor's submittal post-award.
44. E701 one line shows a generator and ATS, power floor plans do not show them, please advise location and what is needed diesel or NG type as well as feeder size A. Existing 125KW, 480V, Cummins diesel generator is to remain. Existing ATS is 600A. New
ATS to be located beside existing panel D and sized appropriately.
45. Please confirm that location of existing electrical line shown on CS101 is correct and runs in conflict with the new stairs and will need to be relocated. There is no mention in the drawings to relocate this line.
A. The existing MG&E electrical line is approximate. It was directionally bored in 2021 knowing the location of the proposed staircase. The intent is not for the contractor to relocate this service.
The contractor is to confirm exact location in the field.
46. Drawing S512 details D1 & D2 are both showing a new L3x3 brace. Is this intended to be 2 New -
L3x3 braces to match the existing 2L brace on the truss frame?
A. Only a single angle brace is required per details D1 & D2 on S-512 and building sections S-301 through S-304.
47. FA drawings show eight Flame Detectors as part of the Fire Alarm system. Is this correct, or are Flame Detectors to be a part of the HEF & Preaction suppression systems?
A. Optical flame detectors are part of the releasing system. Connect optical flame detectors to the
RSFACU in accordance with Contract Drawing FA601. Optical flame detector operation must be in accordance with the RSFACU functional matrix on Contract Drawing FA603. Optical flame detector quantity, location, and layout must be by manufacturer (Det-Tronics) design to meet the design criteria in accordance with Contract Drawings FA101, FA102, FA601 Keynote 14, and Contract Specification 28 31 76 1.3.1.c.

A. See uploaded photos.
50. Can you please provide photos of the existing foam generators with a look at the structural support associated?
A. See uploaded Photos
51. At B412, It looks like MGE is going to be removing the existing services, upgrading our transformer, and then feeding a new 2000A service. Note that the one-line shows the metering section included in the switchgear, but MGE will want this metering to be in its own CT cabinet, either wall-mounted, or, more likely, pad-mounted. These can be seen in COM-3 (page 37) and COM-4 (page 38) in our Electrical Contractor’s Handbook, the plan is not correct and will require a CT Cabinet A. MG&E is the Utility Having Jurisdiction for Electrical and Gas services at Truax Field.
Government ownership does not take effect until after the meter socket or 10-foot from the building, whichever is of the lesser. Coordinate requirements upstream of the meter socket with
MG&E.
