W50S9F22R0003; Alter B412 Q&A #01
1. 52.228-1 BID GUARANTEE (SEP 1996), paragraph (c) states "The amount of the bid guarantee shall be 3 percent of the bid price or $20M, whichever is less." (RFP page 12.) Please confirm that this request should state "20 percent of the bid price or $3M."
A. Correct. It should read "(c) The amount of the bid guarantee shall be 20 percent of the bid price or $3M, whichever is less.” See Amendment 0001.
2. RFP Pg. 18, paragraph 3.1.2.1 states "Offerors shall submit all Governemnt and/or commercial contracts… in performance or awarded during the past three years, from the issue date of this RFP…" Can the Governement change the requirement to "in performance or awarded during the past seven (7) years"?
A. Performance has been increased to 6 years. See Amendment 0001.
3. Please confirm that Volume I, Sub-Factor 1 is the location where offerors should include their Exhibit A forms.
Please also confirm that all sections in Volume II will include supporting information pertaining to the projects presented in the offeror's Exhibit A forms.
A. Correct.
4. Can a CPARS evaluation be submitted instead of requesting a Past Performance Questionnaire be completed by the Project’s Contracting Officer and submitted?
A. Yes. See Amendment 0001.
5. Section 5.4.1.1 indicates we are “required to meet or exceed the Minimum Quantitative Requirement(s) (MQRs)”. Reviewing the multiple socioeconomic categories listed and % of total contract required, it is going to be very difficult to meet these requirements based on the limited number of trades that are required for the project. Please indicate the repercussions of not meeting the requirements as the evaluation of this section only seems to be based on our “understanding of the small business objectives”.
A. Not meeting the requirement as stated will result in a downgrade in rating for that portion.
