About this file
This document contains questions and answers related to a solicitation for alteration work on an F-35 aircraft shelter. The solicitation seeks a contractor to modify an existing F-16 maintenance hangar to accommodate F-35 operations at Dane County Regional Airport-Truax Field in Madison, Wisconsin. Typical work includes minor demolition, utility improvements, rooftop and interior fall protection, upgraded aircraft fire detection and suppression systems, specialized aircraft mechanical and electrical systems, a new lightning protection system, an upgraded security system, and modified technology systems. The solicitation will result in a single fixed-price construction contract and includes one option for security equipment. The contract duration is 180 days from notice to proceed. The pre-proposal conference will be held on April 8, 2022 and the solicitation closing date is April 1, 2022. The source selection will consider technical, past performance, and price factors.

W50S9F22R0003; Alter B412 Q&A #02
6. At Detail D1/S512 there are stiffener plates and HSS hangers welded to the existing truss chord. Does the field welding of these members require the existing truss to be shored?
A. No shoring is required while field welding of members occurs. Angle stiffeners must be in place prior to HSS attachment.
7. Sheets A-005 Ground Floor Air Barrier Plan and A-006 Air Barrier Sections reference and make note of air barrier zones and leakage rates. General Air Barrier Note 1 on A-005 references specification section 07 27 10.00 which does not exist in project manual. Please confirm there is no scope or work in the project required at the air barrier and these sheets are issued as a reference. If not, please clarify what the intent of the work for the air barrier is to be.
A. The facility only requires inspection and does not require air barrier testing. The Air Barrier drawings are for reference only.
8. A portion of Note 4 on S-301 (and on S-111) states to “Provide heat shielding on new framing within 5’-0” of IR heaters.” We can find no definition of what “heat shielding” requires or is. Please clarify what product, material, or method is to be used for “heat shielding”. Also are we to use the RCP sheets A-161 and A-162 to determine where located or will quantities be identified in drawings?
A. Minimum 0.024" thick aluminum or aluminized steel. Covering all steel within 5' and in direct line of sight of the existing IR heater tubes. Attachment of shielding can either occur on the new framing or on the existing heaters as an extension of existing reflector. Sheets S-111 through S- 113 shows the location of existing IR heater in plan, keynote A3 (approximately, to be field verified).
9. I am wondering if the shelters have Bird Netting. Most Plane Shelters have Netting. But I did not see a specification for netting.
A. The shelters currently do not have bird netting, not is it included in this project.
10. The specifications call for a Site Superintendent, a Site Safety & Health Officer (SSHO) and a
Contractor Quality Control Systems Manager (CQCS) to be onsite, full time during the duration of the project. Based on the size and scope of the project, can a single person serve as more than one of these roles. Or, can the SSHO and/or CQCS complete regularly scheduled site visits rather than be full time onsite.
A. Section 010000
Division 01 – General Requirements "An individual Key Team Member may not hold more than one key role."
The Site Superintendent and QCM should be full-time on-site personnel. The Project Manager and SSHO should be full-time employees that make regular visits, but are not required on-site at all times.
11. Note 12/AD010 indicates that hazardous materials are not expected to be encountered during the project. If they are encountered, we are not to disturb the materials and the Contracting Officer will remove the hazardous materials under a separate contract. The proposal schedule includes CLIN 002 for Lead and Asbestos Remediation. Please clarify.
A. Note 12/AD010 is a general comment that pertains to demolition. The Government does acknowledge some Lead-Based Paint and Asbestos Remediation will be required in this project.
The Government will revise EXHIBIT G PROPOSAL PRICE SCHEDULE to eliminate CLINS 002 and 003.
12. Section d1/S513 - please confirm number and location of foam generators, the detail references the FP drawings, however, number and location is unclear on the FP drawings.
A. No foam generators on project. S-513 to be removed from the drawing set.
13. Are there any plans of existing sprinkler systems in hangar and other rooms?
A. See document Supplemental Information Documents
"B412 XGFG022024B&C Upgrade B412 Fire Suppression System (2014)" "B412 XGFG022024B&C Wolverine Fire Protection (2014)"
14. Note 9/M112 indicates to reinstall crouse hind unit heaters and to repair/replace any damaged materials do they currently function and is repair/replacement only required if damaged during removal/reinstall? If they currently don't function, please provide additional info regarding damage and needed repairs.
A. Technology systems items (e.g. telecommunications outlets, security systems devices, audio devices) that are removed and not relocated shall remain the property of the owner. Dispose of material the owner does not want to reuse or retain for maintenance purposes.
15. Are there any plans of the existing security system that will be demolished?
A. Bid per keyed notes on drawing; contractor shall remove all security devices in rooms as indicated.
16. Note 1 & 2/ED111 - Please confirm that General Contractor is not responsible for any MGE costs associated with the work they will be doing for the project.
A. All costs associated with MG&E are contract costs. The Government does not have the ability to pay for MG&E costs outside of the construction contract.
17. Note 1/E-010 indicates to connect new 24" air terminals to existing lightning protection system. Plans call for new lightning protection system. Please clarify.
A. Contractor is responsible for new air terminals shown on plan. Existing lightning protection system shall remain in place.
18. Note 2/T101 &T102 - Please confirm if the Government supplied security system includes all security devices called out on drawing T101 and T102.
A. Government Supplied Security Devices are indicated on Sheet T-001 "SECURITY DEVICES".
There is other Comm infrastructure included on these sheets that are part of the construction scope.
19. Note 1/T102 - Please provide approximate length to server room in base ops in B404. Please confirm existing conduit that we are run fiber in runs.
