CONSTRUCT NETWORK CONTROL CENTER

The following changes shall be made to the Contract Documents, Specifications, and Drawings:

Contractors should note that answers to questions are to be treated as provisions to the plans and specifications just as addendum items.

1. Currently there is no irrigation shown for the SOD. Can you please confirm if the irrigation is needed or not?

1. Please refer to Section 32 92 23 Sodding, Part 3 Execution of the Specifications. Irrigation is not a requirement. The sod will need to be maintained until it properly rodds.

2. The legend on Drawing FP1.1 calls out the CAT1 tank to be for the main space and is the larger of the tanks. However, the floor plan showsexeT1 as two smaller tanks. Can you please provide some clarification on this?

2. The larger tank is CAT 1 375#.

3. E1.0 requires bidders to coordinate with the utility company for power service arrangements. Similar language exists in 26 05 10. Please provide contact information for personnel at the applicable utility for bidders to coordinate with.

4. E1.1 shows a “Hot Box” in grid H8. Please provide additional details as to what the hot box is. Is it an underground enclosure? Is it a power post? Are receptacles required? Etc.

4. Coordinate hot box requirements with civil drawings.

5. Lighting fixture schedule (E2.1) Note 3 requires drivers to accept 277V. Yet, all distribution in the facility is 120/208V. Why does this requirement exist?

5. 120V fixtures area acceptable.

6. Lighting fixture schedule (E2.1) Note 5 and E2.1 sheet general note 2 requires shop drawings with lighting power density statistics and photometric point by point calculations. E2.1 detail “Floor Plan – Lighting Levels” appears to show lighting density calculations. Specification 26 51 19 (Interior LED lighting) paragraph 1.4.B only requires shop drawings “for nonstandard or custom lumaires.” Due to the simplicity of the facility’s lighting design, please confirm that the specification supersedes the drawing note requirements and that lighting shop drawings are not required.

6. Refer to updated specifications.

7. E2.2 sheet note 8 requires state licensure of the Fire Alarm contractor. Specification 28 31 11 does not require licensure, only NFPA certifications. Since this is a federal facility, is state licensure required?

7. Fire Alarm contractor must maintain a valid license in at least one state.

8. E2.2 sheet note 15 requires integration with existing base-wide fire alarm system. Please provide information on the existing base-wide system

8. Existing system is Monaco.

9. E3.2 detail “Base Genset and ATS Detail” directs a direct connection to a fire pump. This facility appears to have a clean agent system for the entirety of the space. Please confirm there is no connection required to a fire pump.

9. No fire pump to be included in project. No connection required.

10. E3.2 detail “Base Genset and ATS Detail” directs a “feeder circuit breaker for each output.”

The note states to refer to drawings for size. No drawing indicates the size of the generator output breaker

10. Refer to updated specifications.

11. What size should the generator be? The specification is titled “300kW Diesel Generator.”

Paragraph 2.3.C states “Power Rating: Standby. 150kW” (Page 26 32 13-3).

11. Reffer to updated specifications.

12. Multiple telecom conduits are supposed to enter building 801 and be routed to room 148.

Where is that room? What is the intended routing from the duct bank into building 801?

12. Conduit to be routed through tunnels under building 801. Tunnels to be available for viewing during site visit.

13. Drawing IT 4.1 H6 rack cabinets are shown with and without sides. Is the intention to have one side for each end cabinet and all middle cabinets without sides, or otherwise?

13. All Racks to be provided with Doors and Sides. Detail showing rack with “doors and sides removed” indicates rack internal structure. - “20 Enclosed racks, each with three Power Distribution Units, Cable management, and rack Grounding Buss”; Is the design intent. Actual installation of rack side panels where redundant, shall be at the discretion of the “COR”.

14. On drawing IT4.3 cables are shown from an existing rack in Bldg 808 rm 148 to Bldg 818

“CTS” Is the CTS a separate room or is it open to the main data center floor?

14. In building 818 it’s in room 104 as indicated, In building 801, room 148 can be viewed during walkthrough.

15. Related to Question 2, is the communications cabling to 208 intended to be I/O FO and copper cable or do you intend to have a transition splice both inside Bldg 801 and Bldg 818 inside the data center?

15. Where cable is run greater than 50’ (outside conduit) in a building, It shall be properly rated for indoor installation. The intent is to use cable rated for the full route. (Ie: Indoor/Outdoor F.O. cable) It is strongly preferred to have NO transition Splice. The Copper cable is intended to transition from “OSP Type” 200 pair to 2ea 100 Pair “Indoor Plenum rated Type” cables at the “BEP” (Building Entrance Protector). Both ends. Therefore I/O type cable should not be required for the 200 pr. Copper, (depending on conduit route in building 801.)

16. Drawing IT 4.3 shows 144 strand OSP and 144 strand backbone cabling, as well as 48 strand inter-bay cabling. Is intra-bay (rack to rack)cabling included in the scope?

16. YES, including all required Connector Housings, Fiber Cassettes, Terminations and Testing. See Backbone feeder diagram Detail A1 sheet IT4.3 and all Details Sheets IT4.2 and IT5.1. for additional information.

17. On drawing LT 5.1 L1, is this intended to say 48 port connected to the copper punchdown above?

17. No. 48 pair is correct. Connected to copper punchdown above. This Detail represents four identical panels. (Panel “A” & “B” Row #2 Rack B, and Two in Row #4 Rack B Panels “A” & ”B”) one pair per port.

This enables the use of patch cables, providing “toolless” connection to the cat 3 copper. (Usually pins 4&5, Verify with “COR”). And this should be duplicated at the 801 Building side, see Detail A1 sheet IT4.1, Note #1. Diagram will be clarified in forthcoming addendum.

18. Will clearances be required during construction of the project?

18. Security Clearance not required but base access clearance will be required via DBIDs for all personnel accessing base for the duration of the contract.

19. Is there a Project Labor Agreement or any requirements to work with Unions? Can this work be done with non-Union labor?

19. There is no requirement for a project labor agreement or to use union labor. All labor requirements are identified in solicitation for federal work requirements.

20. Is this considered a federal facility?

20. Yes.

21. Are any state or local licenses required since it is a federal facility?

21. Since this is a Federal Facility, Local licenses are not required. However, Contractors must maintain a license in at least one State for the type of work required.
