Justification and Approval for Other Than Full and

Open Competition

1. Contracting Activity: 118 Wing, Mission Support Contracting (MSC) 240 Knapp Blvd, Berry Field Air National Guard (ANG) Base, TN 37217.

2. Description of Action: This justification is prepared for a new firm fixed price construction contract to construct a new 1500 square foot facility, Building 818 located at the 118th Wing, Nashville ANG Base, Nashville TN. This project includes for one brand name component with the sole source for the installation of the component. The project is solicited under Invitation for Bid (IFB) Number W50S97-25-B-A002. ANG Minor Construction and Facilities Sustainment, Restoration and Modernization funds are appropriated for this action.

3. Description of Supplies/Services: As part of the renovation the contractor is required to:

a. Procure Monaco fire alarm and control panel system software and hardware components. This system is a single source solution for interior communications equipment cooling and thermal management.

b. Procure the services of the regional authorized vendor for Vertiv for the installation of the Liebert thermal management units.

This requirement consists of supplying and installing one Monaco fire alarm and control panel system with required software integrated into to the government direct digital controls (DDC) to be utilized by the 118th Civil Engineering Squadron, Nashville ANG base, Nashville, TN. This system must be compatible with the existing environmental management system (EMS) automated logic controls (ALC) that is already in place in Nashville at the ANG Base.

4. Authority Cited: The statutory authority permitting Other than Full and Open Competition is 10 U.S.C.

2304(c)(1) as implemented by FAR 6.203-1, Only one responsible source and no other supplies or services will satisfy agency requirements. It is likely that any other source would result in substantial duplication of cost to the Government that will not be recovered through competition.

5. Reason for Authority Cited:

a. Monaco fire alarm and control panel systema are currently utilized at buildings across the

Nashville ANG Base. Consequently, to maintain direct communication between other Direct Digital Controls the same system will be installed into the new Building 818. It is not possible to substitute Monaco fire alarm and control panel systems with any other fire alarm and control panel system because this system is proven reliable and has unique graphics and routines. A Monaco fire panel is required for full interface with the Current D-21 server. It allows communication from FACP panel to Server providing the same frequency and the same signaling loop circuits. A Monaco panel allows updates from the existing Monaco server. A new server and transmitter is required if Monaco equipment is not used.

b. Furthermore, the 118th Civil Engineering operations and maintenance staff currently possess the required training in the Monaco system integrated with the Automated Logic EMS system. The introduction of any outside system would require additional training and/or personnel to operate.

c. Monaco fire alarm and control panel systems are locally installed by regional authorized vendor.

The vendor is very familiar with Nashville ANG Base operating system and current control systems.

They are the only authorized installers in the Nashville area. If this product line is distributed and/or installed by another company, any warranty voided on the equipment and installation of the equipment including the existing system.

6. Efforts to Obtain Competition: The solicitation for the construction of the NCC Building will be a competitive Invitation for Bid (IFB) set aside for small businesses. The brand name components represent a small portion, less than 1% of the overall construction project that is being competed.

7. Actions to Increase Competition: This J&A will be posted to SAM.GOV s with the solicitation and potential suppliers may have the opportunity to propose compatible products for consideration.

8. Market Research: The following market research techniques were conducted within the previous 12 months:

a. The 118th Civil Engineer Squadron has utilized the services of the Monaco vendor several times over the past 12 months and has good historical cost data for their services. The estimate for these services is based on the historical price point on projects of this size.

b. No additional market research was conducted for the Monaco system. This document will be posted to www.sam.gov during the solicitation of the construction project. Any firms will have the opportunity to provide a substitute for this equipment for consideration.

9. Interested Sources: To date, no other sources have written to express an interest. There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and experience of the 118th Air National Guard.

10. Other Facts: The following facts are identified:

a. Nashville ANG Base Civil Engineering has set the base standard for these systems for 10 existing buildings. It is in the best interest of the Government to procure the Monaco fire alarm and control panel system for new facilities being built so that there will not be a duplication of cost by having to replace the fire alarm, notification, and EMS system with different infrastructure controls systems.

b. The maintenance and repair training for these systems is brand name specific, and it is necessary to keep the systems the same for communicating with each other, as allow for spare parts compatibility and reduce storage and efficient training requirements. With multiple brand names, the end user of the facility would need to be trained on how to utilize, maintain, and repair all the different systems.

The costs over the lifecycle of the facility would also be increased for service and annual maintenance.

c. The Facilities Management spare parts inventory will remain manageable with all systems of the specified brand name. For each different brand name specified, a different software system would be required, resulting in additional costs to the Government for the maintenance of each system. By using the aforementioned systems listed, communication and compatibility issues will be alleviated and result in a fully integrated and functioning base wide system. Having the same brand name on all required systems would be the most cost effective solution for the government.

d. The selection of the Monaco product line ensures facility energy efficiency and the seamless integration and communication of Nashville ANG Base facilities while providing reduced maintenance costs over the lifecycle of the facility, training costs & requirements for end users, http://www.sam.gov/ response time in emergency situations, and spare parts stock costs for the Tennessee Air National Guard.
