SYNOPSIS – GENERAL IFB SB Set-Aside (Updated 31 March 2020)
Document Type: Pre-solicitation Notice Classification Code Y – Demolition Services Set Aside: Small Business NAICS Code: 238910 Demolition, building and other structure
The USPFO for Puerto Rico intends to issue an Invitation for Bid (IFB) to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Demolition of Hangar 1 in Muñiz Air Base, Carolina, PR. Demolition consists of approximately 98,000 SF for main building and related areas. Testing and abatement of asbestos and lead are required. Options include demolition of a two story building of approximately 2,500 SF and another option for demolition of communications manholes and conduits. The resulting area will be backfilled and seeded.
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
The contract duration is 365 days after NTP. This project is set aside 100% for Small Business.
The North American Industry Classification (NAICS) Code is 238910, with a size standard of $16.5 million. The magnitude is between $1,000,000 and $5,000,000.
Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees”. The tentative date for issuing the solicitation is on-or-about 6 April 2020. The tentative date for the site visit is on-or-about 13 April 2020, a first session at 9:00AM and second session at 1:00pm, all local times. Location will be in solicitation. Interested contractors are encouraged to attend and shall follow registration and base access requirements shown in the solicitation. The bid opening date is scheduled for on-or about 6 May 2020. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. You will need your DUNS number register.
