Government Responses

1. Please provide full size foundation drawings and structural details for building 1 and building 2.

3. After installation of hydro seeding who will be responsible for irrigation?

‐ Contractor is responsible for irrigation until project completion.

4. Please clarify item 0006 “Contractor Manpower Report Application”, web address www.ecmra.mil not reachable. Also, on the form has a line (space) that appears to be for insert $ amount? Please clarify.

‐ Website found operational. Yes, there is a dollar value for this line item. Contractors would bill the administrative hours spent on the input of this information.

5. Section 1.1 indicates “You are invited to submit a bid in response to our IFB at PRANG

Muñiz Base. LtCol Pagan indicated at the site visit that all bidders must submit their proposals at Fort Buchanan. Please clarify.

‐ No; review Solicitation Section 00100 (5.1); pages 11‐12.

6. IFB documents do not contain the LBP report. Please provide.

‐ There is no lead report or study; amounts are estimated.

7. Will the contractor have parking space for its staff?

‐ No. Personal vehicles will park outside the Main Gate entrance.

8. Can the pulverized concrete be used as a backfill material?

‐ No

9. Does the minimum wage of $10.80 apply according to General Decision Number

PR20200001 03/01/2020?

‐ Minimum Wage determination according to the Davis Bacon Act as included on the

Solicitation. In addition, Executive Order (EO) 13658 does not apply to Puerto Rico.

10. Is there a standard Bid Form?

‐ Standard Form 1442 – Solicitation, Offer and Award.

11. Is the Air National Guard exempt from municipal and state construction taxes?

‐ Under FAR Part 29.303: Prime contractors and sub‐contractors shall not normally be designated as agents of the Government for the purpose of claiming immunity from

State or local sales or use taxes.

‐ Under contract clause 52.236‐7, Permits and Responsibilities, “The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work.”

Federally owned buildings are generally exempt from State and local code requirements; however, in accordance with 40 U.S.C. 3312, each building constructed or altered by a Federal agency must be constructed or altered, to the maximum extent feasible, in compliance with one of the nationally recognized model building codes and with other nationally recognized codes. Under section (c) of the referenced statute, also mentions that construction projects should begin only after consideration of all requirements (except procedural requirements) of the zoning and laws related to landscaping, open space, minimum distance of a building from the property line, maximum height of a building, historic preservation, esthetic qualities of a building, and other similar laws of a State or a political subdivision of a State, which would apply to the building if it were not a building constructed or altered by a federal agency.

12. Will as‐built, electrical, mechanical, structural plans and specifications of main steel structural elements (weight by lineal ft.) available for the above mentioned project?

‐ Available as‐built drawings uploaded to Contracting Opportunities.

13. Is there a Final Lead and Asbestos Study that covers all areas to be demolished or a Final

Assessment needs to be performed?

‐ Final Asbestos Study provided, there is no lead study. A lead study is a requirement of the solicitation.

14. Are there restrictions to temporary facilities (power and water) possible connection points and will there be a charge for them? Will a temporary electrical substation be allowed inside the staging area that feeds from the closest building?

‐ There are no restriction to temporary facilities or an office trailer. Utilities connections will be coordinated with Contracting Officer Representative (COR).

15. With respect to the temporary fence that is required for the project, how will it be installed in the runway area? Will it be installed with temporary surface post brackets

(either weighted or fixed with anchors) or will it be dough up and installed with footings?

Will specifications be provided?

‐ New permanent fence on East side of the project will be installed with galvanized plates and anchors to the existing apron other areas (not apron) will require a footing, comply with UFC and UFGS requirements. Fence will have the same properties and requirements of existing perimeter fence as shown on site visit.

16. To what extent does the hangar demolition account for below grade? For example, building foundations, utility piping and sewer pipes will have to be removed in their entirety or caped below grade?

‐ All footings and utilities shall be removed all the way to the project limits, and cap or prepare a new termination there.

17. Is the building fire arresting system, in particular for this building or is it tied to other buildings?

‐ Fire alarm arresting system is tied to the installation main high‐pressure system.

18. Is there other special regulations for recycling construction debris materials (concrete and steel) besides the specified on the solid waste management? Also, will you ask for recycling credits for such materials?

‐ Comply with all applicable UFC and UFGS. Special attention to UFGS 01 74 19 and UFGS 02

81 00. The project waste diversion goal is 60%. Approval of the contractor’s plan will not relieve the contractor of responsibility for compliance with applicable environmental regulations or meeting project cumulative waste diversion requirement.

19. Is there a specific competent fill material to be used? What final soil compaction % will be required? 2.2.1

‐ Review UFGS 31 23 00.

20. For erosion control you specified a lawn seed mix, but will alternate means of erosion control accepted? For example, landscape fabric with a layer of gravel on top be considered since you are ultimately planning to build in the future on that site?

‐ Not at this time. Specified lawn seed mix is required for bid.

21. What if any are the daily penalty fees for late performance?

‐ Review Solicitation Clause 52.211‐12 Liquidated Damages; page 30.

22. Please confirm the authorization to reuse the interior perimeter cyclone fence material for the construction of the temporary perimeter fencing system.

‐ Interior perimeter fence material can be reused for new fence at East side of project.

23. Provide authorize dimensions for interior temporary perimeter fence gate (per NG requirements)

‐ Fence is for contractor use dimensions will depend on their plan and equipment used.

Government will control access to East side of the fence.

24. Please confirm cyclone fence scope (incl. dimension and accessories) required for the surface water tanks at the Southeast perimeter area

‐ Fence will match existing perimeter fence properties.

25. Identify sanitary clean outs or water distribution system access cover, to protect and remain.

‐ Electrical Substation, manholes and monitoring wells to protect were shown during site visit and are identified on drawings provided. All other utilities will be demolished.

26. Confirm if water tank beside the mechanical room will be empty by PRNG prior the beginning of the construction phase. If not, is it to be consider as part of the bid SOW.

‐ Water can be drained into the sanitary system, not pluvial system.

27. Appendix A2 Demolition Plan ‐ Please define scope of work at BG Alberto A. Nido Ave., other than the car stop abatement and removal?

‐ On West side at BG Alberto A. Nido Ave, all wheel stops will be removed and disposed of by the contractor. Demolition will be up to the outside perimeter fence to include the fence where the asphalt begins.

28. Appendix A2 Demolition Plan ‐ Confirm all expose/surface CTV conduit at the Hangar surroundings are currently not in use or active.

‐ Some can be active, they will have to be verified for power, disconnected and then demolish.

29. Appendix 3 Hauling Route ‐ Confirm that hauling route may vary, depending on location of necessary access gate for hauling trucks? Or authorized location by PRNG?

‐ Normal exit route of the project will be West side of the project Contractor controlled fence. East side fence is for special equipment entry normally closed, controlled by

ANG, contractor will need to request access to this gate.

30. Appendix A4 First Floor Plan ‐ Revise floor plan so that identify dimension can be read clearly.

‐ Available AutoCAD documents uploaded to Contracting Opportunities website.

31. Appendix 7 Lighting and Power Plan ‐ Provide mechanical schedule of existing A/C units, including type of refrigerant information, to properly define removal and disposal method.

‐ Available information will be provided for distribution; however some of the plans are not available. Contractor had to verify during site visit existing equipment.

32. Appendix A7.1 Existing Hangar 1 Electrical Plan & Appendix O1 Electric Sub station to protect ‐ Confirm that the existing site electrical system (substation), including underground conduits and MH will remain.

‐ Appendix O1 and O2 show areas to remain and be protected. Explained at site visit.

33. Appendix A7.2 Existing Hangar 1 Plumbing Plan ‐ Define underground pipe diameter that needs to be capped during the mechanical room demolition

‐ See A7.2 existing utilities drawing provided for available diameters.

34. Appendix A7.2 Existing Hangar 1 Plumbing Plan ‐ Confirmed that the two sanitary manholes located at the access behind the Fire Crash Station structure are to remain.

‐ Sanitary manholes will remain in place and functional.

35. Appendix A7.3 Existing Hangar 1 COMM Plan & Appendix O1 Electric Sub station to protect ‐ Confirm demolition scope (incl. demo extension and schedule), of the underground system going out of the hangar structure.

‐ All Utilities and systems servicing the facilities will be demolish. Electrical substation will remain in service as explained in site visit.

‐ Three monitoring wells are within the demolition area. They are defined in the drawings provided.

46. General Environmental & Appendix O2 Monitoring Wells ‐ Per site visit comments and information from Appendix G1 HWMP, confirm that bid SOW shall consider disposal of hazardous material stored at project Site. Provide updated waste inventory of all applicable

HW (incl. chemical description and Material Data sheet ‐MSDS), to define removal and proper disposal.

‐ No Hazardous Materials stored at project site. Only possible material to be considered is the fuel tank of the water pump for the high pressure system. Covered during site visit. HM storage is empty.

47. General Environmental & Appendix O2 Monitoring Wells ‐ Per site visit comments, provide the quantity of fuel available in the storage tanks at the mechanical room.

‐ Yes

61. Confirm if all the roof of the hangar has lean concrete to calculate the disposal waste.

‐ Access to the roof was granted to contractors during site visit to confirm materials of construction. Second floor roof does have lean concrete.

62. Who is responsible for applying for demolition permits?

‐ The Contractor is responsible.

63. The extracted materials must be delivered to the agency or we must dispose of them?

‐ All material will be disposed by Contractor.

64. What types of existing pipes can we find in structures? such as gas pipes.

‐ Covered during site visit. Power, high and low pressure water, Communications and other utilities normally expected to be found in a work shop, office areas and hangar bay.

65. Contractor must submit CES plan?

‐ CEST plan YES

66. Asbestos and lead removal are included in the base bid?

Yes.

67. In the hangar there are gas tanks or Jet fuel that are going to be removed?

‐ Only fuel tank is in the mechanical room for high pressure fire system as seen on site visit.

68. Given that the Executive order for the curfew was extended until May 3, 2020. The offices to obtain the bid bond are closed to request document that are part of the auction

(Bid basis). In addition the bid bond requires the law firm signature which are also not working. Regardless the auction date remains the same.

69. In the appendix A6 elevation plan, it indicates in the legend that several windows must be removed and replaced by new windows. It also asks to remove windows and replace them with corrugated metal. Does this mean that this structure will not be demolished? or only part of the building will be demolished?

‐ Elevation plans provided are from previous project for reference and dimensions. It is a demolition project the entire building and supporting structures and utilities will be demolish.

70. Are standard‐bearers required on the established transportation route?

‐ No barriers will be required outside the perimeter fence.

71. Protection of the substation and the communication manhole MH‐1, will it be temporary or will it remain after the demolition and disposition is completed?

‐ Permanent fence and gates around electrical substation is required not on MH.

72. Materials, equipment, accessories, among others that are not contaminated, can they be recycled or used outside the project?

‐ Yes, comply with required plan.

73. For solid waste manifests, what format will be used?

‐ Form is part of the permit required by the state, use FORM “PGC‐012 MANIFIESTO

PARA UNA ACTIVIDAD GENERADORA.”

74. The process necessary to obtain the demolition permit, will it be the responsibility of the contractor?

‐ Yes

75. Will the contractor need to install an inspection office for the owner's use?

76. To confirm, the area marked in yellow in figure 1 will be the one to be demolished, including the asphalt area and concrete pad to the north, south and west of the building.

Yes, see A2 Demolition Site plan provided.

77. The project has a Demolition Permit? If not, will it be included in the bid?

‐ It does not have a demolition permit. All federal and state permits required are part of the bid and responsibility of the contractor.

78. Please clarify the project’s perimeter in the aerial photo. Does it include the concrete ramp and the asphalt area on the Staging Area? If Staging areas has to be demolish, what is the Slab on grade thickness of the Ramp in front of the hangar. (refer to comments on enclosed

Appendix+A2+Demolition+Site+Plan).

‐ Staging areas are not part of the demolition. Damaged concrete slab need to be repaired following applicable UFC and UFGS.

79. Is it a complete demolition or is it a partial demolition (form ground and up)? If the foundation have to be demolish. What type of foundations do the buildings have, Shallow or Deep

Foundations?

‐ Complete demolition, see structural drawings available provided.

80. Where are the locations of the existing main shut‐off valves for the existing main plumbing lines

(LPW, HPW, SS and Sanitary)? Are the fire arresting system it is particular for this building? it is not, what are the procedures to avoid the interruption the fire system of in use adjacent buildings during the demolition Process?

‐ Some main shut‐off valves work, others don’t, and main Installation valve will need to be closed for demolition. Interruptions will be coordinated with COR to a minimum possible. New shut‐ off valves and cap are required at end points.

81. Is there a main plumbing point of connection for the buildings to be demolished or a by‐pass needs to be built?

‐ A new cut location will be built with valve and cap at the demolition limit.

82. Are the existing electrical provisions going to be eliminated including the trenches and the substations?

‐ Provisions will be eliminated including trenches, electrical substation will remain in service.

83. What does the blue boxes and the circle with C on the Appendix A7.3 Existing HANGHAR 1

COMM stand for?

‐ Junction boxes to be removed and camera poles to be removed. Clarified and location shown during site visit.

84. Do You require in‐situ recycling machine for concrete slabs on grade and foundations?

85. Are all underground utilities like piping and trenches going to be abandoned or demolished?

‐ Demolished; removed all the way to project limit and cap.

86. On the Main Building as well as the smaller two story building, what is the material used for the

2nd floor level and roof? Is it a steel deck with concrete or is it a built‐up roofing?

‐ Contractor had to verify during site visit. These are typical concrete and steel buildings.

87. On the areas where the man holes are going to be demolished, is there an specific competent fill such as A‐2‐4, A‐1‐A or “mogoya” material to be used? Will You require to accomplish it with a soil compactation of 90% or 95% proctor test?

‐ Comply with applicable UFGS.

88. Do You require a Safety Inspector full‐time on field? If so, are You going to provide Him or is it going to be included on the Bid?

‐ The Government will not provide any personnel. Safety inspector functions could be fulfill by the project manager, superintendent, etc.

89. Do the Cranes that will be used on the project need to be certified and approved by a Crane Inspector?

‐ Yes.

90. Is there a working schedule? Can the working hours be extended to nights and weekends if required?

‐ Initial working schedule should be defined from Monday to Friday from 7:30am to 4:00pm not to include holidays as describe on the solicitation package. Special request for additional hours and or weekends will be evaluated upon request. Those will not impose any obligations on the government.

91. Do We need to provide Security on the Project or are You going to provide it?

‐ No security will be provided by the Government. Perimeter fence needs to be secured every day all the time.

92. Do You require a special insurance for the hauling trucks?

‐ Contractor need to comply with all federal and state requirements on this matter.

93. Will all clean concrete and metal debris be deposited at landfills or any other authorized site can be used?

‐ Comply with recycling plan as required by applicable UFGS. Plan will be approved based on compliance with applicable UFGS. Plan approval does not relieve contractor from federal or state requirements.
