About this file

This document contains Requests for Information (RFIs) and official Government responses for RFQ #W50S8R-26-Q-0037, a U.S. Air Force procurement for base signage, gazebo installation, and temporary fencing with wind screening.

The RFQ contains three line items: CLIN 0001 requires 800 linear feet of 8-12 foot chain-link fence panels with galvanized metal base stands, 810 linear feet of wind-resistant privacy screening (Block 80 minimum, 80-95% density), and 38 reusable 30-pound anchor weights with required storage stands; CLIN 0002 requires installation of 184 building-mounted signs measuring 8 inches high by 16 inches wide with black background and white non-reflective lettering (installation only, no removal required by contractor); CLIN 0003 requires assembly of three gazebos at specified base locations. All quotations must include estimated delivery timeframes, installation timeline for CLIN 0002, and assembly timeline for CLIN 0003. The quote deadline is September 24, 2026 at 1:00 p.m. EST, with a mandatory Contractor Access Form due by September 4, 2026 for attendance at the optional September 8, 2026 site visit. All CLINs must be quoted together for the quote to be considered for award. Quoted prices must remain valid through September 30, 2026. No bid bonds, performance bonds, or wage determinations apply as this is classified as a commodity/supplies purchase with installation and assembly. The Government is the sole small business set-aside holder. Evaluation will be based on Technical Capability, Price, and Past Performance factors per the revised Attachment 01 RFQ document.

Requests for Information (RFI’s) and Responses – RFQ #: W50S8R-26-Q-0037

RFI 01

1. The RFQ states on page 3 that quotations are due September 24, 2026 at 1:00 p.m. EST, while the Addendum 52.212-1 on page 3 states that the complete quotation package is due September 18, 2026 at 1:00 p.m. EST. Which date controls?

RESPONSE: 24 September 2026/1:00pm EST is the correct date/time RFQ closes. Attachment 01 has been corrected (see attached).

2. The RFQ notes a Base Signage site visit on September 8, 2026 at

10:00 a.m. EST and requires the Contractor Access Form by September 4, 2026 at 1:00 p.m. EST. The Base Signage and Gazebos Statements of Requirement state that site visits are not required but highly encouraged. Please confirm whether the September 8 site visit will occur, whether attendance is mandatory or optional, and whether the access form is required for attendance.

RESPONSE: As stated, the site visit will occur (serves as site visit for both Signage and Gazebos), and submission of the base access form is required. As stated, attendance of site visit is Optional (however, note the FAR clause referenced).

3. Please confirm whether contractor personnel performing CLIN 0003 gazebo installation must attend the same site visit or whether a separate visit/access process applies.

RESPONSE: The lone site visit date/time is for both Signage and Gazebo line item requirements.

4. Please provide any available schedule or required delivery/performance period for CLINs 0001- 0003, since lead time and mobilization affect pricing.

RESPONSE: No expedited delivery or performance is requested; performance upon delivery is expected. Accommodations will be made for installations or assemblies that delayed due to events outside the control of the contractor (e.g. inclement weather, etc.).

RFI 02

1. Quote due date. The Addendum to FAR 52.212-1 on page 3 states quotations are due 18 September

2026 at 1:00pm EST. Note 4 on the same page, and the posting on SAM.gov, both state 24 September 2026 at 1:00pm EST. Please confirm which date governs. Unless directed otherwise we will submit by 18 September to satisfy both.

RESPONSE: See RFI 01, question 01 response (24 Sep/1:00pm EST is closing date/time)

2. 2. CLIN 0002 sign quantity. The CLIN table lists 184 EA building-mounted signs. The Base Signage

Statement of Requirements at 3.1.1.1 lists 23 buildings at eight copies each, which is 184, and at

3.1.2.1 lists buildings 601, 805, 807 and 809 at two copies each, which is eight more, for a total of

192. Please confirm whether the quantity to price is 184 or 192.

RESPONSE: The correct number of buildings is “22”; Bldg number “164” has been deleted from statement of requirements. Total of 184 signs is correct.

3. 3. CLIN 0002 sign dimensions. The Statement of Requirements at 3.1.3.1 gives 8 inches height as 254mm. Attachment 05 dimensions the sign at 406mm by 203mm. Please confirm the sign is 8 inches high by 16 inches wide, which is 203mm by 406mm.

RESPONSE: Signs are to be 8” H x 16” W; Attachment 05/Bldg Sign Example needs to be turned to be view properly (rotate picture counter-clockwise).

4. 4. CLIN 0001 fence panel width. The CLIN specifies 800 total feet of 8 foot chain-link panel and a galvanized metal base stand for the assembly. Base stand quantity depends on panel width. Please confirm whether a specific panel width is required, or whether any standard width is acceptable provided the total run is 800 feet and every panel is supported.

RESPONSE: A minimum/maximum panel length has been added to statement of requirement (min/8 ft – max 12ft). If planning to provide 12 ft panels, then 804ft of total fencing would be acceptable.

RFI 03

1. Is a bid bond required?

RESPONSE: No. This isn’t a “construction” action; this is a “purchase/install” type/commercial action…I understand where some confusion may come in, given the NAICS code that applies.

2. Will a performance and payment bond be required?

RESPONSE: No.

RFI 04

1. Will you consider a quote on CLIN 0002 Base Signage only, or must all CLINs be bid together?

RESPONSE: No. All Line Items (CLIN’s) must be quoted, for quote to be considered for award.

RFI 05

1. Contractor Access Form deadline versus the form's own five-duty-day rule.

Attachment 01, note 2, requires the Contractor Access Form no later than 4 September 2026, 1:00 PM EST for the 8 September site visit. Attachment 08 is headed "MUST BE DELIVERED A MINIMUM OF FIVE (5) DUTY DAYS PRIOR TO PROJECT START DATE," and its Start Date field is pre-filled 08 Sep 26. With Monday 7 September being a Federal holiday, five duty days before 8 September falls on 31 August 2026, which has passed. Which deadline governs, and will forms received by 4 September be accepted for the 8 September visit?

RESPONSE: The form’s language is standard/fixed; the stipulations within the solicitation rule over the form language (in this case). Please have form submitted by 04 Sep/1:00pm EST, if planning to attend site visit

2. Quantity of building signs under CLIN 0002 — 184 or 192?

Attachment 01, CLIN 0002, states "Building-mounted signs (184 EA, 8"H x 16"W)." Attachment 04, paragraph 3.1, requires signs on 27 buildings; paragraph 3.1.1.1 lists 23 buildings at eight copies each (184 signs) and paragraph 3.1.2.1 lists four further buildings — 601, 805, 807 and 809 — at two copies each (8 signs), for a total of 192. Please confirm the quantity to be priced under CLIN 0002 so that all quotes are prepared on the same basis.

RESPONSE: See RFI 02, question 02 response (above).

3. Quotation due date — 24 September or 18 September?

The update posted 31 August states that Attachment 01 page 3 was corrected to show a quote due date of 24 September 2026, 1:00 PM EST, and RFI 01, response 1, confirms 24 September.

However, the Addendum to FAR 52.212-1 within the same corrected Attachment 01 still reads "Quotations are due electronically to gordon.strom.1@us.af.mil no later than 18 September 2026, 1:00pm EST." Please confirm that 24 September 2026, 1:00 PM EST is the sole controlling deadline, or issue a corrected Attachment 01.

RESPONSE: See RFI 01, question 01 response (above).

4. Evaluation factors and their relative importance.

Attachment 01, "BASIS OF AWARD - EVALUATION," identifies three factors: Technical Capability, Price, and Past Performance. FAR 52.212-2 as set out in full text in Attachment 02 retains the unfilled drafting instruction at paragraph (a) — "[Insert evaluation factors in the relative order of importance … Evaluation factors other than price when combined are [significantly more important than price / approximately equal to price / significantly less important] than price]" — with the fill-in lines blank. Please state the relative order of importance of the three factors and whether award will be made on a lowest-price technically-acceptable basis or a best-value tradeoff.

RESPONSE: FAR 52.212-2 has been deleted. See revised Attachment 01 RFQ document for evaluation criteria and procedures.

mailto:gordon.strom.1@us.af.mil

5. Solicitation number on the provisions and clauses attachment.

Attachment 02 is headed "DOCUMENT NUMBER W50S8R26Q0017." This solicitation is W50S8R26Q0037. Please confirm that Attachment 02 is the clause set applicable to W50S8R26Q0037.

RESPONSE: Typo has been corrected in revised Attachment 01 RFQ document (last 4 of RFQ is “0037”, as identified in official SAM.gov posting (and referenced in other documents).

6. Applicability of FAR 52.237-1, Site Visit.

Attachment 04, paragraph 5.0, and Attachment 06, paragraph 5.0, each direct quoters who do not attend the site visit to "note the following provision applicable to this solicitation: FAR 52.237-1, Site Visit." FAR 52.237-1 does not appear in the clauses incorporated by reference or in full text in Attachment 02. Please confirm whether 52.237-1 is incorporated.

RESPONSE: 52.237-1 is incorporated into revised Attachment 02 document.

7. Labor standards for the installation CLINs.

CLIN 0002 includes removal of existing signage and installation of new signage, and CLIN 0003 includes on-site gazebo assembly, both performed on the installation. No wage determination is attached, and neither FAR 52.222-6 (Construction Wage Rate Requirements) nor FAR 52.222- 41 (Service Contract Labor Standards) appears in Attachment 02. Please confirm that no Davis- Bacon or Service Contract Act wage determination applies to the labor under CLINs 0002 and 0003.

RESPONSE: No provisions or clauses are included related to “construction” actions, because this is not a “construction” action. This is a Commodity/Supplies purchase, with installation (CLIN 0002) and assembly (CLIN 0003) requirements. Labor standards/wage determinations do not apply.

8. Limitations on subcontracting.

Attachment 02 incorporates FAR 52.219-6, Notice of Total Small Business Set-Aside, but does not incorporate FAR 52.219-14, Limitations on Subcontracting. Please confirm whether 52.219- 14 applies to any resulting award and, if so, at what percentage.

RESPONSE: In accordance with RFO FAR 19.104-3(c)(1), 52.219-14 does not apply.

9. Anchor weight storage stands under CLIN 0001.

Attachment 03, paragraph 3.1.5, requires "Reusable 30 lbs. weight ballast with storage stand."

Attachment 01, CLIN 0001, lists "Anchor Weights (38 EA). Reusable 30 lbs. weight ballast" without reference to a storage stand. Please confirm whether storage stands are required and, if so, the quantity.

RESPONSE: Storage stand is required as part of CLIN 0001. How many are needed depends on how many an applicable storage stand can hold compared to the listed number of weights

10. Gazebo location map is missing the third location.

Attachment 06, paragraph 3.2.1.1, states the three gazebos go behind building 420A, near building 409, and near building 412. Attachment 07 (the location map) shows only two markers

— one at 420A and one between buildings 409 and 407 — with no marker near building 412 on either page. Please confirm the third location or provide a corrected map.

RESPONSE: A general mark/location has been added to map location attachment (note that these marks are general; actual locations will be identified).

11. Wind screen quantity.

Attachment 01, CLIN 0001, specifies 800 total feet of fence panels and 810 total feet of wind screen. Please confirm that 810 feet of wind screen is correct.

RESPONSE: 810 ft is correct.

12. Period of acceptance for quotations.

The solicitation does not state a minimum period for which quoted prices must remain valid.

Given current material lead times, please advise the acceptance period the Government expects.

RESPONSE: Quotes should be good to 30 Sep. Given the short period of time between quotes due and necessary to award by (less than 1 week), and the items being commercial-off-the-shelf (COTS) type items, a minimum period was not determined necessary.

13. Delivery schedule.

RFI 01, response 4, states that performance is expected upon delivery with no expedited delivery requested. So that all quoters price to the same assumption, please confirm whether any outside date for delivery, installation and assembly will be incorporated into the resulting purchase order.

RESPONSE: Quote’s should state what the estimated delivery time is for all items, for each CLIN, as well as expected timeframe installation of items (CLIN 0002) and assembly of items (CLIN 0003) is expected to take. Contract will have all of this taken into account when establishing ultimate delivery dates for each CLIN.

RFI 06

1. CLIN 0002 — the sign height is given in two units that do not agree.

Attachment 04 ¶3.1.3.1 specifies "8" (254mm) height, 16" (406mm) width." 254mm is 10 inches;

8 inches is 203mm. Attachment 05, the drawing referenced as Appendix A, dimensions the sign at 406mm x 203mm, which is a true 16" x 8". Two of the three figures indicate 8" x 16" and we are quoting on that basis. Please confirm which governs. The blank size drives material cost across roughly 190 signs.

RESPONSE: Attachment 05 is a reference (not to be taken literally in all facets), for size and layout. This layout is simply meant to turn counterclockwise 90 degrees. Information in CLIN description and statement of requirements governs.

2. CLIN 0002 — the colors in the text and the drawing are reversed.

Attachment 04 ¶3.1.3.2 requires a "Black background surface, with white non-reflective lettering." Attachment 05 shows the opposite: black numerals on a white field. We read the drawing as conveying size and typeface rather than finish, and are treating ¶3.1.3.2 as governing. Please confirm.

RESPONSE: Attachment 05 is a reference (not to be taken literally in all facets), for size and layout. Very straight forward/go by details in statement of requirements, as well as information in CLIN description.

3. CLIN 0002 — photographs of the existing signage.

The package contains no photograph of the signs to be removed. Quoters are pricing removal, and the existing fixing method, and are doing so blind. If any photographs exist, posting them would improve pricing accuracy for all offerors

RESPONSE: No signs will be required to be removed (Government will remove any existing signage). Signage labor effort will be install-only. Buildings are either brick or metal siding.

4. CLIN 0001 — "High gage steel construction material" is the only material specification given.

The phrase appears three times — Attachment 01 CLIN 0001, for both the panels and the gate, and Attachment 03 ¶3.1.3 — and is the only reference to gauge, wall or pipe size in the solicitation. There is no chain-link fabric gauge, no framework pipe outside diameter, no wall thickness, and no reference standard. As written the item cannot be priced consistently between offerors, and on a price-driven evaluation the lightest interpretation would prevail. We therefore request, for both the panels and the gate: (a) the chain-link fabric gauge, (b) the framework pipe outside diameter and wall thickness or gauge, and (c) any reference standard the panels must meet. Alternatively, please confirm that commercial-grade temporary fence panel of the offeror's standard manufacture is acceptable and that offerors should state the gauges priced.

RESPONSE: “high-grade steel for maximum durability” is requested (understand “gage” is misleading; verbiage is changed in revised statement of requirements). We are looking for material that will be able to withstand long term usage, with extreme weather changes of 100+ degrees to below freezing temperatures, along with winds that will come off the airfield (up to 80 mph winds).

Fabric screening with an 85% to 90% density. The screening must be able to sustain 80 mile an hour winds and black in color.

Standard commercial grade materials that meet what is being requested are readily available on the market, and acceptable. If offerors are welcome to submit multiple quotes, if determined necessary. The Government is not authorized to provide a brand/make/model (suggest sources) to offerors, without proper justification (has been deemed to “limit sources”). Offerors should submit the minimum technical data necessary to support their quotes (which would include standard manufacturer product details related to materials, warranty, etc.).

NOTE: see also attached minutes from site visit conducted 08 Sep 2026.

RFI 07

1. What is the approximate mounting height/elevation of the existing and/or new building signage?

RESPONSE: Signs will be mounted either 11 ft. from ground level (no higher than) or no lower than 2 ft from soffit height (if 11 ft cannot be achieved). Signs will be mounted on corners of buildings. The exact heights/locations will be identified to awardee prior to installation (pre-installation meeting).

2. Will any of the signage locations require a ladder, scissor lift, boom lift, or other elevated-access equipment for removal and installation?

RESPONSE: Based on height noted above, awardee will need ability to install signs at 11 ft. (or lower). Means and methods for achieving this are at the awardee’s discretion; however, note that OSHA-approved means and methods shall be adhered to.

As noted in RFI 06, Q.03 response above, there is no longer a requirement to remove any existing signage (labor required is for installation of new signs only).

3. Are photographs of the existing signage and its current mounting locations available for the buildings included under CLIN 0002?

RESPONSE: Signs will be mounted on corners of buildings. There are no photos readily available;

however, there are no known existing conditions for any buildings that would not make sign installation efficient.

RFI 08

1. CLIN 0002 - Attachment 04 was revised on 8 September to read "to include installation of new signs," and RFI 06 response 3 states "No signs will be required to be removed (Government will remove any existing signage). Signage labor effort will be install-only." Attachment 01 was not reissued with that revision.

RESPONSE: Attachment 01 has been revised. Also, it is important to note that when responses are posted to RFI’s, those answers are the ruling verbiage and information for a requirement – documents originally posted will be revised prior to award, to ensure consistency. Not being revised immediately after an answered question is posted, does not make the most recent information posted in an RFI response document null-and-void. Again, the most recent information posted (whether that be changes to a description or added information) is what rules and should be followed.

2. CLIN 0001 - the wind screen density in the Statement of Requirement and in the RFI response do not agree. Attachment 03, revised 8 September, paragraph 3.3.1, specifies "Block 80 wind-resistant privacy screening. Color: Black". Block 80 is commonly understood to denote approximately 80 percent blockage. RFI 06 response 4 states "Fabric screening with an 85% to 90% density. The screening must be able to sustain 80 mile an hour winds and black in color."

RESPONSE: The minimum requirement for the wind screen fabric is 80% also known as Block 80.

As mentioned in the SOW. 80% is minimum/95% is maximum. Screening needs to withstand sustained winds up to 80 mph (and not having a 100% screen blockage that would create a barrier/inability for no wind to pass through).

As has been previously stated, offerors are free to provide multiple quotes.

3. CLIN 0002 – mounting height of signs

RESPONSE: See RFI 07, Q.02 response.

4. CLIN 0003 - is any ground preparation contemplated at the three gazebo locations.

RESPONSE: No. See site visit minutes and Gazebo statement of requirement, rev01, previously posted.

(End of RFI’s and Responses – as of 10 Sep 26)
