BASIS OF AWARD- EVALUATION

The Government will award a contract to the responsible offeror whose quotation, conforming to the solicitation, is the most advantageous to the Government, price and other factors considered. The following simplified factors will be used to evaluate quotations in accordance with RFO FAR commercial procedures:

1. Technical Capability: The capability of the proposed items to meet the salient characteristics listed in the solicitation.

2. Price: The proposed price will be evaluated for fairness and reasonableness.

3. Past Performance: In accordance with DFARS 252.204-7024 and DoD mandate, the Government will evaluate the offeror's past performance by retrieving data from the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) and may consider other sources of information to assess the risk of unsuccessful performance.

https://www.google.com/url?q=https%3A%2F%2Fwww.sprs.csd.disa.mil%2F

The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. The following factors shall be used to evaluate offers:

• Technical Evaluation. Technical Capability will be evaluated on an Acceptable/Unacceptable basis.

An offeror shall obtain an “Acceptable” rating to continue further in the competition. Offerors who are deemed to merit an “Unacceptable” rating in the Technical Capability Factor will be removed from further consideration for award. The Government shall evaluate the offeror's quote against the RFQ requirements to determine whether the quote is acceptable or unacceptable. Quotes are evaluated for acceptability but will not be ranked or scored under the Technical Capability factor.

• Price. The total quoted price from offerors determined technically acceptable will be evaluated. The total evaluated price will include the combined sum of all line items (CLINs 0001 through 0003).

Price will be evaluated but not scored. The price evaluation will determine whether the proposed price is complete, fair, and reasonable in relation to the solicitation requirements.

• Past Performance. The Government will evaluate past performance for technically acceptable offerors to determine the vendor's capability and reliability to perform the requirement. For this acquisition, the Government will not request past performance volumes or references from the offeror. Instead, the Government will exclusively utilize data retrieved from the Supplier Performance Risk System (SPRS) to assess performance risk in accordance with DFARS 252.204-7024.

The Government will assess the offeror’s SPRS rating to determine the risk of unsuccessful performance.

This query shall be completed at any time after quote submission and before award. Regardless of when it is completed, SPRS data for all offerors shall be assessed on the same day. Quotes will be evaluated based on the following risk assessments:

SPRS Rating (Color) Risk Level Evaluation Impact

Blue, Purple, Green Low Risk Acceptable

Yellow or Red High Risk Unacceptable

No Data Available Neutral Risk If an offeror has no SPRS score or relevant past performance history, they will be evaluated neither favorably nor unfavorably on past performance.

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
