Solicitation, Offer, and Award Paragraph 10: Solicitation. Can the NJ Air National Guard add NAICS code 237990 Other Heavy and Civil Engineering Construction to the solicitation?

After reviewing the plans and specifications for project #AQRC169009, we found that it contains a substantial amount of Civil Engineering Construction for the NAICS code 237990. Along with the civil work needed in the base bid, Option Line Items (OLI) #1 - Add right turn and acceleration lanes, OLI #2-Reconstruction of existing pavement, OLI #3 - Drive lane gates & barrier, and OLI #4 Base entry signage. We are requesting that this code be added to the solicitation.

After reviewing this request, the Government has determined that NAICS Code 237990 will not be added.

Note # 18 on CS-172 calls out Bid Option 4, but nothing calls out the Base Warning Sign at Entry per detail 10/ CS-201. Is the intent of Bid Option 4 (Primary Installation and Gate Identification Sign) to be constructed in lieu of the Base Warning Sign at Entry per detail 10/ CS-201? Also, per detail 11/CS-201 (Base Warning Sign Along Perimeter Fence), there is no other information as to where they go, how many, how far are they spaced apart. Please provide detail.

Civil Base Warning Sign added to DWG CS172 on south side of driveway. ABI 4 does not replace Detail 10/ CS201, both are required. Locations of Detail 11/ CS201 added to

CS172

Clarify what the communication contract will or will not provide for the Advantor system/cabling. Provide network fiber per design, patch, test and terminate to Security switch in gatehouse.

15 Will the Cat6 cables to the camera locations be installed by Advantor or should this be done by the telecomm contractor?

The design intent was for the telecom contractor to provide all the category 6 cables and coordinate with the security contractor. Defer to COR for additional comments.

Will the camera Cat6 drops terminate on the 48 port patch panel shown on TT502 Detail 4 telecomm wall cabinet or will the camera drops terminate on a separate patch panel in the security cabinet?

Guidance for outdoor cameras and license plate readers is provided on TS012 general note

B. Keyed note 3 on sgeet TT100 addresses other securty CAT 6 locations.

Where will the 25pr underground OSP cable terminate in the new shelter?

Unclear on 'Shelter' terminology. If the question is refering to the new guardhouse direction is provided on sheet TT601 for end points of optical fiber and copper cabling.

Detail 6 on sheet TT501 provides further gudiance for the location of the primary entrance terminal for the 25-pair cable.

Willl a fire rated plywood backboard be needed for the 25pr OSP terminal in the shelter?

This is a means and methods. Since the protector is located in the rear pan of the lower telecommunications cabinet a backboard is not required per electrical code.

TT601 shows a 24SM, 25pr and 9-cell fiber mesh duct. Is the 9-cell fiber mesh duct only to be installed from existing MH-26-2 to the new guardhouse? Or, does it need to be installed from the new guardhouse all the way back to B272?

Drawing TT601 detail 2 depicts the two end points for the cabling and fabric mesh duct which are ITN 272 and the new guardhouse.

Is there spare open and available existing MaxCell or innerduct from B272 to existing MH-26-2 that the 24SM and 25pr cables can be pulled through? At the time of the design the base indicated that there was sufficent spare capacity.

Is there available rack space in B272 for a 1U fiber shelf to be installed for the fiber termination?

At the time of the design the base indicated that there was sufficent rack capacity. See keyed note 1 on sheet TT601.

Is there backboard space available in B272 to mount the lightning protector for the 25pr SOP cable?

At the time of the design the base indicated that there was sufficent wall space. See keyed note 1 on sheet TT601.

Please confirm that alternate electric or hydraulic crash rated barriers can be proposed as long as they meet the specified impact conditions and penetration ratings?

Other barriers are acceptable if they comply with the specifications and are on the current

DOD Anti-Ram Vehicle Barrier List.

Does each proposal have to include the basis of design equipment along with any alternative options, or can bidders only bid “or equal” equipment?

Bidders may bid 'or equal' equipment and materials, but if the equipment or material submittals are reviewed and deemed to not be equal, bidder will be required to provide the equipment or materials that meet the requirements, at no additional cost to the

Government. It is suggested that 'or equal' requests be submitted during bidding, so a determination can be made and distributed prior to the bid date.

The Vol 2 Specifications 2.16 UNINTERRUPTIBLE POWER SUPPLIES (UPS) states When the facility UPS provides power to equipment/systems listed, then separate stand alone UPS are not required. Does the facility have a UPS that provides power to equipment? The building does not have a facility-wide UPS system.

May a staging area be located outside the base if a secure temporary fence is installed around it?

The intent is for the full project site to be considered outside of the Base once the temporary perimeter fence has been installed. The staging area can be part of that.

I can’t find any information on the specific door hardware that is to be provided. Can you please provide that information? Hardwares sets will be provided as part of Addendum 1.

Section 00 21 00 Instructions #11. BID BONDS states a bid bond must be provided with our proposal but does not qualify the amount. Please advise the amount required for the Bid Bond.
