QUESTIONS AND ANSWERS FOR SOLICITATION W50S6V-20-B-0001

COANG-Space Control Facility

Project No. TDKA 16-9004 6 August 2020

Posted Date: 20 July 2020

Question 1: Exterior door 121B enters into access flooring area. The concrete floor is 2 feet below finish floor. Should there be a concrete beam or cap at sill of door in masonry wall?

Answer 1:

The CMU masonry foundation wall is grout solid from top of footings to finished floor elevation, with additional reinforced cells grout solid. A concrete beam across door threshold should not be necessary, but we recommend full depth threshold cover plate extending across to access flooring.

Question 2: Is reference to note 13 on S-101 intended to reference general note M for future blockout? Will there be ACM reveals coordinated with this future block out? There are not any references to future block out on Architectural sheets.

Answer 2:

YES. Sheet S-101 Floor Plan to indicate see General Note M, in lieu of see Note 13. The ACM does not require reveals for future block out. Addendum 1.

Question 3: Sheet A-402 Keynote 18 indicates Steel Ladder. Detail C6 indicates MFGR Aluminum ladder. Which is correct?

Answer 3:

A-402 Keynote 18 to indicate ‘ALUMINUM LADDER TO ROOF SCUTTLE/HATCH’, in lieu of steel ladder. Addendum 1.

Question 4: Sheet A-502 Wall Sections detail E6 is indicating Keynote 24 – modified bitumen roof membrane on parapet wall as appears to top of wall. Should this detail indicate modified bitumen roof membrane up wall a minimum of 8” with elastomeric coating on CMU to top of parapet wall as is required for all exposed CMU?

Answer 4:

YES. A-502 Keynote 24 to indicate ‘MODIFIED BITUMEN ROOF MEMBRANE UP WALL A

MINIMUM OF 8” WITH ELASTOMERIC COATING ON CMU TO TOP OF PARAPET WALL AS

IS REQUIRED FOR ALL EXPOSED CMU.’ Addendum 1.

Question 5: Specifications include section 034500 Precast Architectural Concrete. We are not finding the location for precast concrete sills. The sills below windows in brick veneer are shown as brick rowlock. Are there other locations that require precast concrete sills?

Answer 5:

NO. Omit Specification Section 03 45 00 Precast Architectural Concrete.

Precast Window Sills were included in the project prior to changing to ACM Exterior Finish, and this section should have been removed. Addendum 1.

Question 6: Sheet A-101 Floor Plan wall section E6 has note 4 (2 ½” steel studs) and note 41 (2 ½” rigid board insulation) on inside of wall. This conflicts with referenced typical detail A6/A-521 on section E6. A6/A-521 indicates 2 ½” steel studs with fiberglass batt insulation. Is A6/A-521 correct and is this typical condition on all masonry walls around admin area?

Answer 6:

The portion of wall with brick veneer requires a continuous insulation (R-11.5 minimum).

Due to the percentage of CMU cells grout solid, the foamed insulation will not provide the continuous thermal barrier required, and fiberglass insulation can’t provide with that minimum thickness. Provide rigid board insulation for the portion of wall with brick veneer. The portion of walls with ACM have continuous rigid insulation at part of their system, and the use of fiberglass for the balance of the exterior walls surrounding the Administration Areas and Operations Areas will provide adequate minimum continuous insulation.

Question 7: Sheet A-521 Exterior Details, D3 Storefront sill- ACM Panels. Should this detail indicate simulated stone stool typical for storefront windows?

Answer 7:

YES. Detail D3/A-521, to include note ‘solid surface window stool’ at the inside of storefront windows in lieu of illustrating a gypsum board return. Addendum 1.

Question 8: Sheet A-521 Exterior Details, G3 Storefront Jamb -ACM Panels indicates 12” CMU. Should this indicate 8” CMU as there are not any storefront in 12” CMU walls?

Answer 8:

YES. Detail G3/A-521 to indicate 8” CMU in lieu of 12” as shown, and change the plan south dimension leader to face of CMU in lieu of to outside face of wall as shown. Addendum 1.

Question 9: Sheet A503 Wall Sections, A6 Wall Sect. – Maint. @ O.H. Door has keynote 38 ACM Panel Insulation. This wall does not have ACM Panels. Should this note be removed?

Answer 9:

YES. Delete keynote #38, reference to ACM, on detail A6/A-503 The ACM was included on a previous iteration, but is no longer included on the referenced wall.

Question 10: Sheet A702 Partition Types, wall type 9 indicates 3 5/8” 20 GA Steel Studs @ 16” O.C. (2) layers 5/8” gyp board each side and abuse resistant gypsum board on uncontrolled area side. Should this partition type include (2) layers 5/8” gyp board required on uncontrolled area side.

Answer 10:

Detail (Partition Type 9) on sheet A-702 to indicate 2-layers 5/8” gypsum board one side (Controlled Area) and 1-layer abuse resistant gypsum board opposite side (Uncontrolled Area), in lieu of 2-layers gypsum board each side. Omit reference to ‘each side’.

Question 11: Do prospective bidders have an option bid a TPO roof system in lieu of installing the SBS Modified Bitumen system?

Answer 11:

No. The roof shall be bid as shown in the plans and specifications, as an SBS Modified Bitumen system.

Question 12: It appears the plans do not show what the coverboard requirement for the roof should be. Will the Government provide clarification on this?

Answer 12:

Provide (5/8" DENS DECK FIREGUARD X) or approved equal.

Question 13: Specification section 01300, Submittals, para 2.2 and 2.3. Will the Government provide the Electronic Submittal Process/Tracking Program, or is this to be provided by the bidder or Contractor?

Answer 13:

The bidder or Contractor will not have to provide the Electronic Submittal Process/Tracking Program. The Government shall provide it.

Question 14: Will the security fence remain on site during construction?

Answer 14:

The current west end of the fencing is within your construction area, so it will have to be removed to accomplish the construction. To keep the facilities to the east secure a temporary (alarmed) fence will need to be installed. There is a phasing plan on sheets C-120 and C121.

See pending addendum 2.

Question 15: Is there staging space available outside the construction site area?

Answer 15:

A staging space 50’ x 100’ can be made available at the Southeast corner of the project site if needed. It is recommended the area be fenced and must be at least 20 feet from the perimeter fence so Security Forces have access and can complete their security checks.

Question 16: Will power and/or water be supplied by the existing buildings neighboring the site?

Answer 16:

Yes. See Specification Section 01 00 00, paragraph 1.12, Utility Services. It notes that water and electric will be furnished to the contractor without charge where existing outlets are available. The contractor is responsible for installing temporary service outlets and meters, as necessary, at its expense. See also Specification Section 01 00 00, paragraph 1.42.

Question 17: The drawings contain no details identifying/clarifying longitudinal construction joints versus transverse contraction joints. Further clarification is needed by providing the bidding contractors a drawing detail showing longitudinal construction joints and transverse contraction joints.

Answer 17:

Sawcut contraction joints are laid out on sheet S-101 and occur in both longitudinal and transverse directions. Based on the dimensions of the building, only one construction joint was designed for at the doorway interface between the Maintenance area and Breakroom, with this noted on S-101. This joint was intended to be an Isolation Joint as defined in the project specifications. While the joints are not explicitly dimensioned, governing maximum dimensions can be found on S-001 notes under “Slab on Grade”. It is not believed additional construction joints are warranted on a building slab of this size, but an RFI would be considered for additional joints if the contractor believes they are warranted. Additional details for a Doweled Joint as defined by the project specifications would be provided. These additional joints would be at no cost to the Government, as they are a contractor preferred option and subject to review and approval.

Question 18: Firestopping (spec section 078413) Will the fire installer qualification of UL or FM 4991 Cert. be strictly adhered to or is a manufacturer certification with 15+ years of experience in similar project is acceptable?

Answer 18:

Yes, the fire installer will have to meet the requirements of specification section 07 84 13 para.

1.5. A.

Question 19: New Wall on Exterior of Building (Concrete/Masonry); What material is the “re-used” block?

Answer 19:

There are two walls on the East side of the building. The first is a low (gravity) wall and second is the serpentine screen wall. The retaining wall block to be re-used is from the existing ditch-line landscaping ; re: CD-101 description ‘Remove Retaining Wall and Vegetation’, also reference: Key Note 11 on CD-101, which states ‘ALL RETAINING WALL

BLOCKS SHALL BE SALVAGED AND RE-USED FOR RETAINING WALLS DETAILED ON

C-501’ [should be C-510]. See addendum 2.

Question 20: New Wall on Exterior of Building (Concrete/Masonry); How high will the new wall be?

Answer 20:

There are two walls on the East side of the building. The first is a low (gravity) wall; re:

Detail C4/C-510. We expect this wall to not exceed 28”; however, final height will be determined by depth of swale between existing and new building and final grading. The second wall (serpentine screen wall) is 6’ tall above finished grade.

Question 21: New Wall on Exterior of Building (Concrete/Masonry); Assuming it will be a freestanding wall, will there be a level pad, or will it be installed on paving?

Answer 21:

There are two walls on the East side of the building. The first wall is a low (gravity) wall re-using existing landscaping retaining wall block; re: Detail C4/C-510. The block rests on a 4” minimum level compacted stone base. The second wall is a masonry screen wall; re:

Details C1, C2, C3/C-510. Detail C3 illustrates the wall on a 36” deep concrete ‘grade beam’ foundation.

Question 22: Data & Telecom; Is there a specific manufacturer for the Cat 6 cabling?

Answer 22:

No. The specifications provide minimum performance requirements.

Question 23: Drawings (T-501 & T-502) only show what the floor location “AV” is to get.

There is nothing that indicates what the following symbols (that are on drawing T-101.

AV1, AV2, AV3) are to get in regards to the cabling. Please advise?

Answer 23:

These are empty conduits and backboxes for GFGI cabling.

Question 24: Please clarify what type of gate: Options: Cantilever, Roll gate or double swing gate?

Answer 24:

The gate shall be a cantilever sliding gate as shown on sheet C-120, C121, and Detail C1 & C2 on sheet C-508.

Question 25: Dwg C-121 / fence plan – bid options indicates a 24’ ‘sliding’ gate as a component of bid option #2. The details provided on C-508 / gate details (bid option #2) don’t appear relevant to the gate depicted on C-121.

- Is the gate to be a rolling or cantilever type sliding gate?

- The C3 / C-508 gate latch detail appears to be for a swing gate rather than a sliding gate

- If this is a rolling gate, is a concrete strip required for the rollers when the gate is in the open position?

- Please clarify the dimensions indicated on the C1 / C-508 manual slide gate detail

Answer 25:

The gate shall be a cantilever sliding gate as shown on sheet C-120, C121, and Detail C1 & C2 on sheet C-508. No concrete is necessary, as this is not a rolling gate. The nominal opening for the road is a minimum of 24 feet wide. The gate opening may be up to a maximum of 35’ wide due to skew location across the access road. Contractor to verify exact dimensions prior to ordering and installing the gate.

Question 26: Please verify the lf of the north fence section (base bid 189lf / bid option #2 144lf + gate?)

Answer 26:

The base bid north fences section is 189 lf and the bid option #2 north fence length is 154 lf plus the 24 ft gate, as shown on C-120 and C-121.

Question 27: Is keynote 3 on C-120 & C-121 re: temporary fence relevant only to the existing security fence to be removed or is it a requirement that the entire construction site be enclosed / provided with this temporary fencing

Answer 27:

Temporary fence should be installed as indicated on Sheet C-120 and C-121. Security Fence Installation Phasing notes indicate the temporary fence will be installed on Phase 2 and removed in Phase 5. The entire construction site will not be enclosed with temporary permanent fence. Grading and Utility work should be completed prior to the new permanent fence installed and commissioned as shown on Sheet C-120 and C-121.

Question 28: Is the ground cover ‘band’ indicated at the north side of the facility to be the ‘new gravel mix’ indicated in the legend?

Answer 28:

The ‘band’ around the north side of the building shall be ‘new gravel mix’ as shown in

CL-001, CL-002

Question 29: Does a successful implementation of the erosion and sediment control plan satisfy all of the base (and other AHJ) requirements?

Answer 29:

That is the intent of the design, and the plans & specifications have been coordinated with the base environmental office. However, it is the Contractors responsibility to meet the environmental requirements, rules, and regulations for the construction site.

Question 30: Is there any interest by the base in salvaging the lights and pole shown to be removed on CD-101/ site demolition plan?

Answer 30:

Yes. See Addendum 2. Keynote 12 will be added to Sheet CD-101 noting to salvage, and turn over to the Government, all demolished light poles and fixtures. Also Reference Spec Section 01 00 00 (page 20), para. 1.37 B. that notes “All salvage property removed and not reinstalled under this Contract shall be returned to the Government at a place on base designated by the Contracting Officer, or properly disposed of when directed by the Government.”

Question 31: As this is not a unit price contract, is keynote 2, CD-101 re: asphalt removal paid for by square yards relevant?

Answer 31:

This is not a unit price contract. CD-101 keynote 2 will be changed. The keynote shall read “PAVEMENT REMOVAL IS INCLUDED IN THE FIXED PRICE WITH A NOMINAL

THICKNESS OF 4” OF ASPHALT OVER 10” BASE MATERIAL. CONCRETE REMOVAL

MAY BE NECESSARY TO TIE TO THE EXISTING CONCRETE PAD. CONTRACTOR SHALL

SAW A STRAIGHT LINE TO ABUT NEW CONCRETE. NO SEPARATE PAYMENT WILL BE

COMPLETED FOR PAVEMENT REMOVAL REGARDLESS OF DEPTH.” See Addendum 2 pending.

Question 32: During the site walk, we noticed a sanitary lift station near the 299 LF (Running North to South) of sanitary sewer pipe that is to be removed. The drawings do not show this lift station. Will this lift station need to be removed along with the 299 LF of sanitary pipe?

Answer 32:

Sheet CD-101 Shows the 299 lf of sanitary sewer pipe being removed but not existing lift station manhole. The lift station manhole shall be adjusted to the height shown on the utility table on CU-101.

Question 33: 2. Please clarify if there is a place on Peterson Air Force Base for disposal of the following materials:

a. Topsoil with organic material

b. Unusable fill

c. Structural Concrete Including reinforcing

d. Site Concrete

e. Asphalt

Answer 33:

No there is no specific place on Peterson AFB to dispose of the above mentioned materials. There are many spec sections that identify the disposal of materials from the job site, to include 01 00 00 (para 1.37 A, 1.58 B), 01 41 19, 01 42 00 (para 5.2 B), 02 41 19, 31 10 00 (para 1.3 A and 3.6 A), 31 20 00 (para 3.18 A). Spec Section 01 52 00 para 1.3 B.

8., Construction Waste Management Plan, does note “Procedures for recycling/reuse program to divert a minimum of 75 percent (by weight) of construction and demolition waste from landfill disposal, including waste resulting from demolition of any existing site paving scheduled for demolition; any site paving is required to be disposed of off base at a recycling facility or ground on site and reused as granulated fill on site.”

Dispose of all items mentioned in accordance with all applicable Federal, state, or local laws, ordinances, and regulations.

Question 34: Sheet CG-101 & CG-102 Site grading plans show proposed site grades.

However, there is not a sheet that shows the existing site grading. Please provide an existing site grading plan. This is for cut and fill purposes.

Answer 34:

The existing site grading is shown on CG 111.

Question 35: Will escorts be provided & paid for by the government?

Answer 35:

Yes. The Government will provide escorts as required for this project. Ref. Spec Section 01 00 00 para 1.61 L. and 01 60 00 para 1.5 C.

Question 36: Sheet CD-101 Keynote 2 States that the removal of the asphalt will be paid by the square yards. This is not listed in the unit pricing on SF1442. Will this be part of this contract?

Answer 36:

This is not a unit price contract. CD-101 keynote 2 will be changed. The keynote shall read “PAVEMENT REMOVAL IS INCLUDED IN THE FIXED PRICE WITH A NOMINAL

THICKNESS OF 4” OF ASPHALT OVER 10” BASE MATERIAL. CONCRETE REMOVAL

MAY BE NECESSARY TO TIE TO THE EXISTING CONCRETE PAD. CONTRACTOR SHALL

SAW A STRAIGHT LINE TO ABUT NEW CONCRETE. NO SEPARATE PAYMENT WILL BE

COMPLETED FOR PAVEMENT REMOVAL REGARDLESS OF DEPTH.” See also the answer to question 31 above. See Addendum 2.

Question 37: Has a borrow site on Peterson AFB been designated for suitable fill materials for this project?

Answer 37:

No.

Question 38: Confirm that commissioning of the facility will be conducted by a third party commissioning agent engaged by the government and paid by the government.

Answer 38:

The Contractor has commissioning planning requirements per the specifications. See Section 01 90 00 and 23 05 93. The A-E will, as part of their construction inspection services, provide the third party or internal commissioning agent (paid for by the Government).

The Contractor(s) providing and/or installing the equipment and systems are required to participate fully in the Commissioning Process and complete testing, adjusting, and balancing. The A-E will, as part of their construction inspection services, provide the third party or internal commissioning agent. Equipment Startup Procedures and Contractor Post-startup Testing (including TAB, Control Contractor Point-to-Point Testing and Control Contractor Sequence Checkouts) will be successfully completed, and fully documented prior to initiation of Functional Performance Procedures and Integrated System Procedures. See specification sections 01 90 00 and 23 05 93.

Specification Section 01 81 13.13 para 3.1 A identifies the Contractor shall provide Fundamental Commissioning of the Building Energy Systems that includes verification that the building’s energy systems are installed, calibrated, and perform according to the Government’s project requirements, basis of design, and constriction documents.

Question 39: Please consider reducing submittal review period by the government to 14 calendar days. This request is based on the 365-calendar day project schedule seemingly short for this project.

Answer 39:

The submittal review period will not be reduced. However, the government reviews and turns the submittals as quickly as they can. Which is usually under the 14 days. What we have seen is the submittals that take longer, they were not properly reviewed by the contractor for quality control, and were rejected (sometimes multiple times) for not following the procedures is Section 01 30 00, i.e. Not clearly identifying pertinent products or models, or not modifying drawings and diagrams to delete information which is not applicable to the work.

Question 40: I have a question regarding air barrier testing requirements. I have not seen anywhere where the plans specifically asks for air barrier testing but have read the following.

"Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200- 02, High Performance and Sustainable Building Requirements."

In the past this requirement has required air barrier testing. Are you requiring air barrier testing?

Answer 40:

Air Barrier Testing is required per UFC 1-200-02 and ASHRAE 189.1, Section 10.3.1.2 respectively.

Question 41: Div. 05 Structural Steel: Concerning the requirements of the Specifications concerning AISC Steel Fabricator and Erector, has the government done any research to show that minority, disabled veteran owned, women owned, 8A, etc. small businesses have the AISC qualifications (which are extremely expensive)? If there are no SBs that meet these requirements, what is the Government’s rationale for excluding businesses that have provided these services to Colorado Springs for over 30 years. We are striving to provide a high quality project, while being good stewards of the Governments money.

Answer 41:

Per the solicitation notice - this project is a TOTAL Small Business set-aside. The government has done adequate market research to justify setting the project aside for small businesses. Per FAR 17.902(b), a subcontracting plan is not a requirement for this project. Just because the contract is set-aside for a Small Business contractor does not prevent a Large Business from being utilized as a Sub-Contractor on this requirement.

Question 42: Specification Section 01 00 00 1.28F. The Contract Schedule will include closeout. The schedule of Values determined for each division will include line items for payment to include the following (as applicable):

a. 1. O&M Data and Manuals ($100,000)

b. 2. Manufacturer’s services (i.e., training for equipment use) ($10,000)

c. 3. As-built drawings (Preliminary = $45,000, Final = 30,000)

d. 4. SWPPP site log ($10,000)

e. 5. DD Form 1354 data ($10,000)

f. 6. Warranties ($95,000)

g. 7. Punch-List Items ($100,000)

Just confirming that it is intended to withhold $400,000 in project payments until these items are completed.

Answer 42:

That is correct. The Government may withhold the amount specified for each item until it has been completed per the specifications.

Question 43: Being adjacent to, but outside of the airfield, are there any requirements for

FOD?

Answer 43:

Reference Section 01 00 00, para. 1.35.A. The Contractor shall maintain the construction site in as clean and orderly condition as possible. Site cleanup shall be conducted daily.

All refuse and/or salvage material shall be gathered and disposed of periodically to maintain the site in this condition. The roadways to and from the site must also be kept clean from rocks, mud, and dirt, caused by vehicle entering and leaving the site. See Section 01 00 00, para. 1.57.B. Gravel, sand and concrete shall be contained within vehicles to prevent spillage. Tarpaulins must be fastened over load before entering surrounding streets. Removal of any materials dropped or blown off vehicles shall be the responsibility of the Contractor. Refer also to Section 02 41 19 para. 3.4.B. Conduct demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.

Question 44: Are there any toxic or hazardous materials on site?

Answer 44:

There are no known toxic or hazardous materials on site.

Question 45: Has the site been cleared of UXO?

Answer 45:

This site is clear of all UXO.

Question 46: As this site is located outside of the airfield protected area, are there any FAA or airport rules and regulations that will apply to the execution of this project?

Answer 46:

Contractor is required to complete the FAA Form 7460-1 permit. See Section 01 00 20, para. 1.5. The permit may require additional requirements such as lowering cranes at the end of the day and providing a flag on the crane.

Question 47: Is there a utility cost to be paid for by the contractor for the following utility items, or will they be provided at no cost to the contractor:

a. Water

b. Electric

c. Natural gas

Answer 47:

There is no charge for the water and electric, provided it is conserved and reasonable construction amounts are used. The contractor is responsible for installing temporary service outlets, as necessary, at its expense in accordance with the clause entitled “availability and use of utility services” (FAR Clause 52.236-14). See also Section 01 00 00, para. 1.12 A. and 1.42. B. Natural gas would be available once the new facility is connected. See also answer to question 16 above.

Question 48: For the sanitary sewer and water utility detail the Colorado Springs Utilities (CSU) details are referenced, however the attached plan details do not match the CSU details. Are we to follow the CSU details that are typical for this work?

Answer 48:

The use of Colorado Springs Utility details for this work is acceptable.

Question 49: Is the AV cabling under the Div 27 scope of work or is it being done by the AV Contractor? The drawings (T-501 & T-502) only show what the floor location “AV” is to get. There is nothing that indicates what the following symbols (that are on drawing T-

101) are to get in regards to the cabling:

- AV1

- AV2

- AV3

Question 50: Drawing T-601 shows a 96 Strand SM Fiber and a 100 pair copper cable that needs to be ran from Telecom Room 114 (Space Control Facility) to Building 2025, what is the distance for this run including the service loops required in each CMH along the way? The drawings are not to scale and they do not show the number of CMH’s indicated

Answer 50:

Question 51: Drawing T-601 shows a 48 Strand SM Fiber and 200 pair copper that needs to run between existing CMH’s and splice on both sides to the existing fiber and copper that is in place.

a. What is the distance for this run including the service loops required in each CMH along the way? The drawings are not to scale and they do not show the number of CMH’s indicated.

b. How many strands is the existing fiber that the new one is going to splice to?

c. How many pairs is the existing copper that the new one is going to splice to?

Question 89: For straight bid proposals, generally, pricing is not received by subcontractors until the same day of the proposal submission. This short amount of time does not allow offerors to mail-in proposals. It requires a person to be at Peterson AFB/bid repository to write/print the numbers and turn in the proposal. Due to the increasing cases of COVID-19 and following the DoD social distancing guidelines, would the government consider allowing an emailed proposal or a DoD Safe Drop-Off with a virtual bid opening? This would ensure the safety of offeror personnel and eliminate the potential of spread of COVID-19 to government personnel and other citizens.
