SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
INSTRUCTIONS TO BIDDERS
SECTION 00100 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
1. Description of the Project: Construction of a new Space Control Facility utilizing conventional design and construction methods. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This facility will be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements: Provide for open floor plan with Secure Compartmentalized Information Facility (SCIF) space capable of accommodating 88 personnel. Exterior site improvements, equipment pad, utility services, roadways, sidewalks, access pavements, drainage, fencing, and gates. HAZMAT Storage to include space for fuel storage, used oil depositary and flammable storage locker.
Facility and equipment require Protection Level 3. Three options are included: 1. Asphalt access pavement, 2.
Asphalt access drive, and 24 foot sliding gate, 3. Asphalt pavement equipment pad.
2. Instructions to Bidders:
2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) entitled) W50S6V-20-B-0001 entitled “Space Control Facility”, Project Number TDKA 16-9004, at Peterson AFB, CO Springs, CO.
2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.
2.3. This solicitation is set-aside 100% for small businesses.
2.4. All individuals must wear a face covering on base, when six feet of physical distance in public is not possible.
3. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT:
3.1. A pre-bid conference will be conducted on July 24, 2020 at 10:00a.m. (local) for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at 500 Suffork St, Building 910, Peterson AFB, CO 80914 Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference.
3.2. Due to security conditions, all offerors must register to attend this conference and site visit. Email the following information for all attendees to: Col Thomas Nefe, 1st LT Jacob Geroux, MSgt Christopher Stephenson, and Ms. Sabrina DeRamus at the following addresses: thomas.j.nefe.mil@mail.mil, jacob.geroux.1@us.af.mil, Christopher.stephenson.6@us.af.mil and sabrina.m.deramus.civ@mail.mil,.
REQUIRED INFORMATION: Attendees full name, Drivers License number (Number, State), Date of Birth and Name of Company.
3.2.2. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access on base. This information will be provided to the Base Security Forces who will authorize your entrance to the site.
3.3. This information must be provided in advance, 3 business days prior to the meeting in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.
3.4. You will be required to present the following information upon arrival at the main gate the day of the site visit: (1) Vehicle Registration, (2) Valid Driver’s License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
3.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
3.6. A record of the conference shall be made and furnished to all prospective bidders via posting at http://beta.sam.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

4.1. Submit all questions in the format shown below by email to the contracting office at the addresses show below. Do NOT contact AE or Engineering personnel directly. Doing so will only delay your answer.

4.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid.
4.3. All questions and requests for information (RFI) must be received NOT LATER THAN AUGUST 6, 2020. OFFERORS ARE STRONGLY ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS
PROCESS.
4.4. Any changes to the drawings, specifications, etc. will be issued in the form of an amendment. However, any answers that clarify or provide an interpretation to the drawings, specifications, etc. will NOT be posted via amendment but rather as a response to the RFI on Contract Opportunities at http://www.beta.sam.gov
4.5. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids.
4.6. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Contract Opportunities (beta.sam.gov) system. Plans and specifications are locked and require Contractors to request export controlled access through DLA. See complete instructions on Contract Opportunities. Contract Opportunities is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with beta.sam.gov before accessing the system.
4.6.1.Amendments, if/when issued will be posted to https://www.beta.sam.gov/ for electronic downloading.
This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons.
5. BID REPOSITORY AND BID OPENING:
5.1. A bid repository is provided for hand carried bids submitted prior to bid opening date and is located at BUCKLEY AIR FORCE BASE, 660 S. ASPEN ST., BUILDING 1005 (Joint
Army Air Building (JAAB)), AURORA, CO 80011, 2nd Floor: Room 250. BID OPENING will take place at BUCKLEY AIR FORCE BASE, 660 S. ASPEN ST., BUILDING 1005 (Joint Army Air Building (JAAB)), AURORA, CO 80011, on the “Drill Floor” located on the first floor (Room 158, as identified on the building map in the main lobby). Please allow sufficient time to enter through the front entrance/base security when submitting your seal bid (30 minutes or longer may be required). If you cannot locate the office, you may contact 1st LT Jacob Geroux at 720-847-9498, MSgt Christopher Stephenson at 720-847-9912 or Ms. Sabrina DeRamus at 720-250-4032. All bids must be received prior to the established time, reference FAR subpart 14.3 - Submission of Bids.
Late receipt of bids due to entry delays will not be deemed as an excusable delay and the Contracting Officer may declare the bid "late" in accordance iwth FAR 14.304. One (1) Bid Opening will be conducted by the Contracting Officer in accordance with FAR 14.402.
5.2. Opening of Bids. Bidders are cautioned that they will be required to sign-in and obtain a visitor’s pass to enter the facility and should allow time to accomplish this. (see
5.4 below to make arrangements for access to base)
5.3 Bid Identification. Mark the front of the envelope with the following: “BID No.
W50S6V-20-B-0001”, and the Name and Address of Bidder." See Block 13A of SF 1442 for required number of copies.
5.4 Access to Buckley Air Force Base. Contractors interested in attending the bid opening must provide the following information NO LATER THAN AUGUST 10, 2020 to ensure access to the military base:

7. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract.
8. CLAUSES:
8.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
9. DISPOSITION OF UNSUCCESSFUL BIDS:
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids including the bid bond.
10. OFFERORS QUALIFICATIONS:
To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.
