About this file

The document is a Project Initiation Form (PIF) from the Greater Orlando Aviation Authority (GOAA) for the W-431 ORL East Ramp Rehabilitation project at Orlando Executive Airport. The project aims to rehabilitate the existing East Ramp through comprehensive construction work, including mill and overlay of asphalt pavement, reconstruction of isolated areas, and associated markings, lighting, and signage improvements. The estimated budget is $9,000,000, with funding sources including the Federal Aviation Administration (FAA) and Florida Department of Transportation (FDOT). The project requires a Project Manager, On-Airport Representative (OAR), and Airport Operations Area (AOA) access, with draft specifications already prepared and additional specification assistance needed.

The contract will be procured through the Construction Department in accordance with Policy 130.01 or 130.02, and is not a recurring requirement or a replacement of an existing contract. The project is not part of a broader project or linked to another contract. The procurement approach involves a comprehensive rehabilitation effort, with a focus on airfield pavement management as identified in the FDOT 2019 Airfield Pavement Management Program report. The project will involve significant infrastructure improvements, including pavement reconstruction, markings, lighting upgrades, and potential drainage system enhancements, demonstrating a strategic approach to airport infrastructure maintenance and modernization.
