About this file
The Project Initiation Form (PIF) is a document from the Orlando Executive Airport (ORL) involving the Florida Department of Transportation (FDOT) and Federal Aviation Administration (FAA) for an East Ramp Rehabilitation project across three phases. The project's objective is to rehabilitate the existing East Ramp as identified in the FDOT's 2019 Airfield Pavement Management Program, with construction work including mill and overlay of asphalt pavement, reconstruction of isolated areas, and associated markings, lighting, and signage. The project requires an Owner's Authorized Representative (OAR), a Project Manager, and Airport Operations Area (AOA) access, with specifications already drafted and additional specification assistance needed.
The estimated project budget is $9,000,000, funded through FAA, FDOT, and capital expenditure sources. The project will be procured through the Construction Department using Policy 130.01 or 130.02, and is not a replacement for an existing contract or part of a broader project. It is a one-time project with no recurring requirements, and will be executed using a Design-Bid-Build approach. The contract does not have option periods, and procurement will be handled by the Construction Department with concurrence required from the Director of Engineering, Senior Director of Planning, Engineering, and Construction, and the Chief Executive Officer.
