Demolition drawing A 4 note AD 24 indicates to remove the existing metal siding. Demolition drawing A 6 sections 1, 2 and 3 show that the metal siding is existing to remain. Drawing A 9 also indicates the existing metal siding to remain. Please confirm that the metal siding is to remain and not be removed as noted on drawing A 4 note AD 24.

Clarification of Drawing A4 - Siding is to be removed and replaced around door openings. This is to accommodate for new door installation.

Please confirm what work is required for CLIN 2 identified as the small exterior canopy. Drawing S-6 indicates a small canopy area that is shaded as CLIN 1 which is the base bid. Should this be identified as CLIN 2? Also please confirm that all the other work identified on drawing S 6 is base bid work CLIN 1.

Clarification of Drawing S-6 which identifies a small canopy area that is shaded as OPTION 001, this will be CLIN 0002 on the RFP. All other work on S-6 will be CLIN 0001.

Drawing A 3 note 2 identifies this work as CLIN 4 which is the new fence to the wood line. The bid form identifies this work as CLIN 5. Also note 1 identifies the compacted gravel work as base bid but the bid form CLIN 5 identifies this work as a part of that CLIN. Please clarify where notes 1 and 2 on this drawing apply.

Drawing A3 note 2 identifies Option 004 which is CLIN 0005 in Exhibit A(1) RFP which will include both new fence to wood line and compacted gravel as indicated on RFP.

Drawing A 3 note 5 identifies two canopy areas as CLIN 1 which the bid form identifies a small canopy as CLIN 2. Drawing S 6 indicates that the small canopy is identified to go between the two existing structures and not both areas. Please clarify what the extent of CLIN 2 (Bid Option 1) work is.

Drawing A3 note 5 identifies two canopy areas as Option 001 which is CLIN 0002 in Exhibit A(1) RFP.

Can vendor’s submit Past Performance Questionnaires (PPQs) and Contractor Performance Assessment Reporting System (CPARS) Reports that have previously been filled out by clients in lieu of having those clients refill out assessments using your forms furnished as part of the Solicitation?

As stated on pg 53 of solicitation W25G1V21R0014, the Offeror shall submit five (5) recent Government and/or commercial contracts for the prime Offeror in performance or awarded during the past five (5) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. This MATOC may include (but not limited to) renovation, HVAC, additions, alterations, maintenance and repairs with a dollar range of $15,000.00 - $15M. Relevant efforts are defined as services/efforts that are the same as or similar to the effort as compared to North American Industry Classification System (NAICS) code 236220 required by the RFP; if the references satisfy this requirement nothing is prohibiting their use.

Can we use CPARS instead of the PPQ?
Page 54 of the Solicitation, Section (4) Past Performance Questionnaire states, “For all contracts identified in Section 1, Contract Descriptions, a PPQ shall be completed and submitted.” As stated on page 63 of the solicitation document, “The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all of the information available; CPARS is a source used in accessing past performance.

Please confirm that a bid bond and letter from the surety are all that is required for the proposal submittal as a performance and payment bond is issued once the TO is awarded.
Page 52 (1) Section 1-Subfactor A requires a signed letter from chosen surety demonstrating that an offeror can obtain at least $5M of performance and payment bond capacity. In addition, Exhibit A(1) page 3 requires a bid guarantee for the TO to be submitted with the proposal.

Accident Prevention Plan (4) Responsibilities and Lines of Authority states “Includes the identification and job responsibilities of personnel responsible for safety- at both corporate and project level-including their resumes.” The offeror is not required to list key personnel in our proposal. Please confirm if the offeror must include resumes at the project level for the APP.
Page 52 of Solicitation states, “This APP will be used in the Base MATOC Award and Building 14 seed project TO evaluation.” Also, stated on page 61 of the Solicitation, “KEY POINT #1: The Government will evaluate the Offerors’ Accident Prevention Plan (APP) written for the Building 14 Renovation TO, using the Statement of Work (SOW) in Exhibit A(2), in accordance with the requirements of the Unified Facilities Guide Specifications (UFGS) 01 35 26 and compliant with United States Army Corp of Engineers Engineering Manual 385-1-1 (USACE EM385) Appendix A Safety Standards and Controls requirements, Attachment 3, to the solicitation. The APP will be evaluated using a two-step approach. Step one, the Government will evaluate the numerical headings listed in Attachment 3 to ensure they are addressed and written to provide the Government confidence the Offeror has a clear understanding of the mandatory requirements stated in the UFGS and USACE EM385 Standards. If information is missing, the proposal may be removed from further evaluation. Step two, the Government will credit the Offeror for details provided using the alphabetical sub criteria listed in the attachment. This detail will be evaluated for added strength in the APP based on the information provided and the confidence the Government has that the Offeror has a clear understanding of the requirement.”

Exhibit A- Acknowledgement of Amendments Form. Is the offeror required to complete this form as well complete and sign each amendment that is released?

Amendments are only required to be acknowledged once.

Page 55 of the Solicitation- Volume IV Section A- An authorized official of the firm shall sign the SF1442 and all certifications requiring original signature. Since the proposal is submitted electronically can the proposal be signed electronically.
Pg 55 of the Solicitation – Volume IV Section A also states, “An Acrobat PDF file shall be created to capture the signatures for submission. All Amendments must be acknowledged on SF 1442.”

With the site visit on July 1st and the proposal due on July 21st this does not give the offerors enough time to price thoroughly price out the SEED Task Order. We respectfully request a two week extension.

Can any positions of Key Personnel have dual responsibilities? If so, what positions are acceptable?
Project Superintendent – Refer to Exhibit A(4) Bldg 14 TO Spec section 01 30 00.00 99 For routine projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.00 99 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.

Quality Control Manager – Refer to Exhibit A(4) Bldg 14 TO Spec section 01 45 00 00.99 The QC Manager is assigned no other duties.

Site Safety and Health Officer – Refer to Exhibit A(4) Bldg 14 TO Spec section 01 35 26.00 99 The SSHO may not serve as the Quality Control Manager (QCM). The SSHO may also serve as the Superintendent.

Volume I has a page limit of 50. Can the government confirm if this limit is intended to apply to the required APP and QCP materials? If so, would the government consider omitting these two plans from the page count? They are often in excess of 50 pages a piece.

The Bid Form and Drawings do not match in reference to CLIN numbers. For example, CLIN 02 on the Bid form is for the Canopy, however, the drawings show the Canopy as CLIN 01. Can the bid form be updated to match the drawings?

The RFP contained a “Master Spec” as well as “TO Specifications.” Why are there two sets of specifications that have differences between them.

There is a Master Specification for 10 11 00 Visual Display boards, but it does not list any rooms for locations. Can you confirm there are no visual display boards required for this project?

Master Specification 10 51 13 states to provide lockers where indicated. I cannot find any one the drawings, can you can you confirm there are no lockers to be installed?

Would it be possible to move the deadline back to it’s original due date of 7/30? Though possible to meet the 7/22 date, we have been planning for a 7/30 delivery for quite some time. Our goal is to submit a proposal that is the highest quality an provides the best value to ACC-APG. Therefore, we would like to request that the

deadline to be moved forward to the original posted date of 7/30.

Exhibit A, page 4, states that a Detailed breakout for all pricing in the proposal is required and a Lump sum pricing is unacceptable. Is this correct?

Exhibit A, page 4 also states, “As stated in solicitation W25G1V21R0014, Section H, B. Proposal Pricing: The Contractor shall provide a complete breakdown of item pricing with its offer including labor categories, hourly labor rates, number of labor hours, materials, supplies, equipment, other direct costs (quantity and unit price), profit, and indirect costs in sufficient detail to provide thorough evaluation per Federal Acquisition Regulation (FAR) clause 52.215-20 Alt I in electronic Excel spreadsheet format.” A lump sum price alone, without the detail, is unacceptable.

The RFP Solicitation document does not have a Section K to reference (it jumps from Section J to Section L). Please clarify what documents are needed to fulfill this section. For example, are we to submit our SAM.gov Reps and Certs document?

For the Quality Control Manager, the qualifications include either a degree in engineering, architecture or construction management . Would any type of Bachelor of Science (BS), Bachelor of Arts (BA) or Bachelor of Fine Arts (BFA) suffice?
No. Refer to spec section 01 45 00.00 99 for Quality Control Manager qualifications.

Our typical APP and QCP for a project is typically 150 and 100 pages, respectively. Can the APP and QCP be excluded from the overall 50 page count for Volume I.

Volume II, section 2.a. This section requires offerors to list each schedule revision and the reason for the revision. Schedules often change, but are not necessarily the result of a shortcoming and corrective action, which appears to be the focus of this section. A list and explanation of each schedule change may take up a significant amount of space, within the 15-page limitation, and have nothing to do with shortcomings, errors, corrective actions, and so forth. If schedule revisions were NOT the result of shortcomings, errors, problems, corrective actions, et al, may offerors either omit this list and explanation requirement, or provide a summary of the reasons for schedule updates and/or changes? This would allow offerors to still provide relevant information on changes, if the government wants, while also allowing offerors to include greater detail in the section 1 (contract descriptions) response and other Past Performance response sections required.

Pg 54, Section L (2) Section 2-Performance also states, “The Offeror shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary.” This covers any change in schedule, not shortcomings.

In the RFP there are Standard specifications provided and Project specific specifications provided. Are the Project specific specifications to supersede the standard specifications? If so for the missing specifications that are not in the project specific specs, are we to refer to the standard specifications for that information?

The dollar value for the project is stated as being 3 to 5 million, 5 to 10 million and in excess of 10 million. what is the correct anticipated value of the project?

There are notes on bonding where we must provide a 5 million dollar bond and another note that states, we are to provide a 20% bid bond for amount submitted or a 3 million dollar bond, whatever is greater. Which is correct?

Is a cost loaded schedule required? There is language in the specification on cost loaded schedule, but past experience has proved cost loading is not required.

No, per Spec section 01 32 01.00 99 a cost loaded schedule is not required for the proposal. However, a cost loaded schedule is to be provided after project award by the successful offeror.

Can the Superintendent also be the QCM? The specification is stating it has to be a separate person. That will add a lot of cost to the Government especially on a smaller project that may be only a month where a separate QCM would just be sitting doing nothing the majority of the time

In attachment 3 APP evaluation criteria paragraph 9 lists several plans that are not applicable to this project, specifically a,d,i,j,p,q,r,t,u,w,xz,aa,bb,cc,dd,ee,ff,gg,ii engineering survey, jj the other sections are applicable but only the successful contractor should be burdened with such a voluminous amount of reports, can all of paragraph 9 be left out of the APP for the technical submission?

With the complexity of the seed project and with needed a thorough understanding of the project before being able to write the required plans we are requesting two weeks be added to the due date making the new due date August 5th.

We understand the QASP is a plan written by the Government and administered by the Government and followed by the Government. Can we get a copy of the plan for building 14 so we know the Governments expectations of contractors. By seeing this plan, it will help us to better prepare our own QCP

On page 6 of 8 on the RFP a CLIN breakdown is provided for pricing on previous bids submitted every line item was a CLIN. On this breakdown the first line item for pricing is not CLIN 1, is this in error?

No, AHA’s for definable features will not be required at this point. They will be required by the successful contractor.

Please review the attached OSHA Standard Interpretations/Clarification on how the formula is used by OSHA to calculate incident rates – would the small business entity of the joint venture bidding this project be allowed to use a three year average to determine their DART rate as indicated in the interpretation?
Pg 52, Section L, (2) Section 2 Subfactor b, Key Point #3, “The Offeror shall provide the Occupational Safety and Health Administration

(OSHA) recordable injuries/illnesses reports and Days Away Restricted or Transferred (DART) rate for at a minimum the previous three (3) full year operating period from issue date of RFP.” The rate reported to OSHA shall be included.

Drawing A-4 (under General Notes, General Requirements) and the Specifications for Building 14 Renovations (p. 1712 of 1714) reference a hazardous materials report which is said to be an appendix to the documents provided. This report was not included in the project specifications. Please provide.

Will TYAD decrease the option exercising period to allow for long lead times?
