Questions and Answers – Round 2 -Meltable Fuze Plug Solicitation W15QKN-17-R-0004

1) We have a question on how to fill in the pricing matrix. There are some fairly significant non-recurring costs associated with the tooling for this procurement. We would normally amortize non-recurring costs (mostly tooling) over the first year production quantities. However, in this procurement there is no guarantee of a delivery order in the first year. Should we put all NRE costs into the initial FAT price? Does the government intend to award two contracts and then compete delivery orders between the two awardees? If so, would an elevated initial FAT cost be detrimental to that evaluation?

Response: This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract in which there is a minimum guarantee of $137,500.00. As specified in Section M 3.5.1, “The total evaluated price will be the sum of the weighted evaluated price for the First Article, Subsequent First Article and the weighted evaluated price of the production quantities, and, if applicable, a rental Equivalent Factor for the value of any Government Property.” It is at the offeror’s discretion as to how they wish to include any Non-Recurring costs within their proposal. The government may award only one contract however it is the government intention to award up to two contracts and compete the delivery orders.

2) 90 days to the Initial First Article is extremely aggressive to accommodate the design, manufacture, and prove out of the tooling for both the fuze plug and the corrugated washer. Also, it is aggressive for the development and approval of MSE CDRL A010. Currently that CDRL allows 120 days after contract award to submit, or 60 days prior to FAT. It also allows the government 45 days to disposition. We recommend the government consider extending this interval to at least 120 days, preferably 150 days.

Response: The Initial First Article will be extended from 90 Days to 120 days. Corrections have been made to CLINs 1001AA, 1002AA, 1003AA, 1004AA and 1005AA and also in the First Article Approval- Contractor Testing clause 52.209-3 to reflect this.

3) For the Corrugated Washer drawing the QAP defines Major 103 as “Length from top surface to outer edge”. Is this the 0.256 +/- .020 dimension?

Response: Corrugated Washer drawing 13058587 referenced in the QAP as Major 103 as “Length from top surface to outer edge”. This is this the 0.256 +/- .020 dimension.

4) The thread for the Fuze Plug is defined as 2.00-12 UNS-1A. UNS denotes a special thread which must be defined in the TDP. Can the government provide the specifications for this thread?

Response: UNS specifies that the specific combination of diameter and pitch are special, but otherwise still follow the unified thread standards and may be calculated normally.

5) For the Fuze Plug drawing the QAP defines Major 103 as “Total length of thread stock to bottom of flange, max”. Is this the 1.01 +.02 dimension?

Response: Fuze Plug drawing 13058586, the QAP defines Major 103 as the 1.01 +.02 dimension.

6) In section L 3.1.2.b of the solicitation there is a sentence “….each characteristic identified in the Quality Assurance Provisions (QAP #13028027)”. QAP 13028027 was not included in the TDP. Was this a typographical error?

Response: Amendment 0002 corrects this error as this is the incorrect number for the QAP. It now reads QAP # 13058585.

7) We respectfully request an extension of the proposal submittal date of 1 week from the time the responses to these questions are posted.

Response: A (7) seven calendar day extension has been made to the Proposal Due Date as specified in Amendment 0002.

8) On pg. 67 out of 76, for L.2.1., there is a note that refers to 52.219-9 52.219-9 - Small Business Subcontracting Plan and to 52.227-4000 RIGHTS IN TECHNICAL DATA NON COMMERCIAL ITEMS, that states that they require a fill-in and must be provided; I was unable to find reference to these FAR clauses in the solicitation. Please advise.

Response: This note has been removed as these clauses are not applicable to this solicitation.

9) On pg. 68 out of 76, for L.2.3.1 Solicitation Offer, Section J states that CDRL with blocks 17 and 18 are to be completed and included; however, are CDRL documents (e.g., A005 Ammunition Data Card (ADC)) to be submitted, even though they are NSP? They are addressed in the proposal narrative, but are not required unless a contract is awarded.

Response: CDRLs are not separately priced in this solicitation and are not required unless a contract is awarded.

10) On pg. 69 out of 76, for L.3.1.1 Factor 1 Production Capability: Clause B states that the equipment and tooling are “to demonstrate that the minimum monthly delivery rate of 30,000 MFPs per month”; however Section M.3.2.1 (pg. 73 out of 76) indicates that the minimum monthly delivery rate is 5,000 units per month. Please confirm that Section M is correct and that the minimum monthly delivery rate is 5,000 units per month.

Response: The minimum monthly delivery rate is 30,000 MFP per month. Section M.3.2.1 has been revised to reflect this.

11) On pg. 69 out of 76, for L.3.1.2. Factor 2 Quality System, and on pg. 24 out of 76, for C.3. Requirements under the SOW, reference is made to drawing and QAP for 13028027; please confirm whether this is an older part number/not part of the drawing package and that the correct part number is indeed 13058585.

Response: As clarified in question 5 above, Amendment 0002 corrects this error in the QAP which now reads QAP # 13058585.

12) To confirm what is to be submitted:

a) 14 CDs in total [7 CDs containing Volumes I & 2, and 7 CDs containing only Volume III Factor 5 Price]

b) 3 Binders [each binder will be dedicated to one volume and its one (1) original and seven (7) paper copies]

c) 1 signed and completed paper copy of the SF33 and continuation sheets (Sections A through M).

d) 1 hard copy and 1 CD copy of the SAM Reps/Certs

Response: Please See Section L for proposal submission requirements.

i) Please confirm that these are to be included, as on pg. 59 out of 76, there is an option to check that Paragraph (d) applies and that the following representations or certifications in SAM are applicable to this solicitation.

Response: One Hard Copy (Paper) and 1 Electronic copy are to be included.
