| SUBJECT: | Solicitation W15QKN-17-R-0004 | |
| Response to contractor questions |
RESPONSE:
1) On PAGE NO. 6 Quality Assurance Provisions (QAP) (DARCOM-R 702-10) Part IV Test Methods and Procedures TM-1 Pull test (destructive) is there any data on what the maximum failure value is for the pull test? The reason we ask is our equipment maximum load is XXXX lbf.
Response: The TDP represents an improvement over prior designs. Prior designs included a weld line in the lunette and were able to achieve pull strengths as high as 1200 pounds. The current TDP design will not have a weld line in the lunette and the pull strength is not anticipated to exceed 5000 pounds.
2) Are there samples of existing parts for review?
Response: Samples of existing parts are not available and will not be provided for review.
3) Are there models available for part number 13058586 Fuze Plug and 13058587 Washer, Corrugated. If so please send in STEP format.
Response: Models are not available and will not be provided.
4) Does the gate vestige need to be trimmed flush?
Response: The gate vestige may protrude slightly after being trimmed.
5) What surfaces are acceptable for ejector pins?
Response: Any surfaces may have ejector pins except surfaces which interface with the washer, O-rings or threads.
6) Note 3 says break edges, but a few edges appear to be sharp on the print. Are these edges to be broken as well?
Response: All edges should be broken to avoid injury. However, edges in and along the edge of the cavity need not be broken.
7) Can Non-Destructive pull test parts go back in to inventory?
Response: Non-Destructive pull test parts showing no evidence of damage may be returned to inventory.
8) Are dimensions noted on drawing to be measured before painting?
Response: Dimensions on the washer are to be measured before painting except note 5 of drawing 13058587.
9) Is there a specific location on the washer for a paint hook? On this area there wouldn’t be consistent paint, possibly a slight build up or bare.
Response: A specific location is not required. Regarding bare spots and paint build up, please note the Quality Assurance Plan regarding bare spots and that the plug will need to fit through the washer.
10) The 2 boxed dimensions on the print (2.405 and 2.458), are basic……but there is no GD&T to tell what those tolerances are. What is the tolerance?
Response: A boxed dimension is a basic dimension provided for informational purposes. They are often redundant and an accumulation of other toleranced dimensions. For this reason, basic dimensions do not have a tolerance and are not inspected.
11) The band width of the 11.44 angle is only .055” wide…..since this is a mature design, how are we to inspect this feature to +.5/-.0°? On CAD (still missing their models) the radial difference of the extreme angles is .0011”….which is getting down to a lapping technology…..not machining of a sheet metal part.
Response: The radial difference is tan (11.44) x .055" = .011". It is up to the contractor to propose a method to inspect the angle.
12) Section 4.2 Shipping Containers requires that the shipping containers be capable of being stacked to a height of 10 ft. It may require wooden crates to meet this requirement. Please confirm the 10 ft stacking requirement.
Response: As stated, "The shipping container shall be capable of multiple handling, stacking at least ten feet high, and storage under favorable conditions (such as enclosed facilities) for a minimum of one year."
13) In section D-1 of the solicitation there is a requirement: "A water vapor proof barrier bag is required around entire quantity per pack to prevent corrosion." Can the government provide a type and class for the barrier bag? Will there be any required seam tests or leak tests for the bags?
Response: A CoC indicating that the bags comply with MIL-DTL-117, type II, class E will be acceptable. Seam testing or leak testing will not be required.
14) Will the government provide the solid model of the Fuze Plug to the selected contractor?
Response: The certified TDP applies only to the 2D drawings. The current solid models have not been certified to be correct and will not be provided.
15) The government’s responses to the above questions will require some time to process and will affect the overall price. Consequently it is requested that the government extend the proposal submittal date to 2 weeks after the responses are posted.
Response: An amendment has been issued which extends the proposal due/Solicitation Closing date to May 12, 2017 04:00PM EST.
