Meltable Fuze Plugs shall be produced in accordance with the Technical Data Package (TDP).

2. Acquisition Strategy: The Acquisition Strategy is to use 100% Small Business Set Aside for this procurement of the Meltable Fuze _____________________

Plugs. The approach is to award multiple (up to two) Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with five (5) one-year Ordering Periods. Best Value Lowest Price Technically Acceptable procedures in accordance with FAR 15.101-2 will be utilized.

Firm Fixed Pricing for all five years will be evaluated before contract award and will be in effect for all resultant Delivery Orders.

However, the USG does allow awardees to propose lower prices under each delivery order.

Firm Fixed Price (FFP) Delivery Orders will be used for future ordering periods. It is anticipated that delivery orders will generally be placed annually. However, delivery orders may be placed more or less often to accommodate changing needs of the Department of

Defense. The exact criteria for awarding future delivery orders will be delineated in a contemplation letter issued by the Contracting

Officer to the contractor who have been awarded a basic IDIQ contract resulting from this solicitation. Delivery Orders will be awarded on a firm fixed price basis and will be issued only by ACC-NJ.

Delivery schedules will be determined for each individual Delivery Order based upon the Governments requirements.

Delivery Order Procedures

The Contracting Officer on the prescribed Government forms will issue delivery orders consecutively numbered and will indicate:

a. Date of Delivery Order

b. Contract Number and Order Number

c. Contract Line Item Number (CLIN) or Sub Contract Line Item Number

d. Period of Performance

e. Place of Performance

f. Accounting and Appropriation Data

g. Payment Office

The Contracting Officer is the only Government representative with the authority to issue delivery orders against this contract.

Delivery Orders will be transmitted and received via e-mail.

Delivery Orders will be competed among the Offerors who have been awarded IDIQ base contracts. Foreign Military Sales (FMS) requirements will be identified on an individual delivery order basis, should the requirement arise. It is anticipated that Delivery Orders will generally be placed annually. However, Delivery Orders may be placed more or less often to accommodate changing needs of the Department of Defense.

SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS

An Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will be awarded to an offeror(s) utilizing Lowest Price/Technically

Acceptable (LPTA) for the Meltable Fuze Plug. Each offeror receiving an award will be guaranteed a minimum amount of $137,500.00.

Should a Delivery Order not be awarded within 10 days of contract award, the minimum guarantee amount of $137,500.00 will be obligated and applied towards subsequent Delivery Order quantities . The maximum ceiling amount for all contracts combined for the five (5) year period is $36,320,000.00.

For the purpose of this contract:

Year 1 is defined as the ordering period of 12 months from the date of contract award; and

Year 2 is defined as the ordering period of 12 months from the end of Year 1; and

Year 3 is defined as the ordering period of 12 months from the end of Year 2; and

Year 4 is defined as the ordering period of 12 months from the end of Year 3; and

Year 5 is defined as the ordering period of 12 months from the end of Year 4.

Note: The terms "Year" and "Ordering Period" are used interchangeably.

Multiple Order Window_____________________

The Delivery Order Contract contemplated will be established with a Multiple Order Window of sixty (60) days. In the event that the requirement for an item increases within 60 days after a Delivery Order has been awarded, follow-on Delivery Order unit pricing will be adjusted based on the cumulative quantity of the Delivery Orders for that item placed within a 60 day period. The total quantity ordered (initial delivery order qty + subsequent delivery qty) will be utilized to obtain the greatest economy of scale as outlined in the Pricing Schedule Chart ,for that Ordering Period.

Pricing_______

The offeror shall fill in Firm Fixed unit prices for First Article Tests (FAT), and all Production quantity ranges for each CLIN within the Pricing Matrix (Attachement 0001 Section J) for all ordering periods (Years 1 thru 5). CLIN XXX1AA is priced for the Initial FAT, CLIN XXX1AB is priced for the Subsequent FAT (SFAT) and CLIN XXX1AC is priced for the Production quantities. The prices provided shall be based on F.O.B. Destination.

First Article Test (FAT): Defined below are the different FATs that may be required throughout the life of any resulting contracts from this RFP.

Initial FAT: The Initial FAT is the very first FAT awarded on the contract. This FAT is in accordence with the complete FAT requirments in the RFP. The U.S. Government plans to award an initial FAT no more than once per awardee per contract.

Subsequent First Article Test (SFAT): Subsequent FAT is defined as the FAT awarded on a delivery order after an initial FAT is approved.

This Subsequent FAT is in accordance with the complete FAT requirements in the RFP. Because the Subsequent FAT will be conducted sometime after production quantities have been delivered, mature processes and existing equipment are expected to be utilized to the maximum extent possible. Existing approved CDRL submissions from the initial FAT may be utilized provided they are unaffected by any changes.

Submission of data in accordance with the Contract Data Requirements List (CDRL), DD For 1423, is a requirement for the contract but shall not be separately priced. See the section pertaining to pricing in Section L for details. Offeror must propose Firm Fixed Unit

Prices for Initial FAT, Subsequent FAT and all Production Quantity Ranges, for all Ordering Periods (Years 1 thru 5) and for all

Contract Line Item Numbers (CLINs).

The CLINs listed below are independent of each other. Delivery Orders may be issued strictly for Meltable Fuze Plugs. The proposed unit prices for each quantity range of each Ordering Period are Firm Fixed, ceiling prices that cannot be exceeded.

A Certified Technical Data Package (TDP) is available and labeled as Distribution D.
