1 Scope/Introduction 88

1.1 Scope 89

This Performance Requirement Document (PRD) defines the technical requirements for the 90 Combat Networking Radio (CNR) contract under the authority of the PEO C3T/PM TR/PdM 91 WF. The requirements within the PRD are based on the Single Channel Ground and 92 Airborne Radio System (SINCGARS) specifications both extant in current Army doctrine 93 and with modernization efforts for vocoder, Communications Security (COMSEC), and 94 Transmissions Security (TRANSEC). 95

1.2 System Description 96

The SINCGARS modernization of the Personal Radio Communications (PRC) PRC-119 and 97 Vehicle Radio Communications (VRC) VRC-88 through VRC-92 family by replacement of the 98 Receiver-Transmitter (RT) RT-1523 is hereinafter referred to as “CNR” or “radio” for the 99 purpose of this PRD. The CNR allows users to operate in tactical voice networks with other 100 team members and team leaders utilizing the SINCGARS waveform and to function as a 101 digital data radio. The Future versions of the radio also will enables users to exchange 102 Position Location Information (PLI) within a network via Radio Based Situational 103 Awareness (RBSA) mode and to function as a digital data radio, but PLI modes are not 104 Threshold at this time. This solicitation is for a complete solution that fits into the VRC 105 mount replacing the RT and as replacement for the RT in the PRC system. As such, removal 106 of any components required to replicate the functions or environmental tolerances of the 107 legacy RT must be re-introduced to the RT solution. 108 This PRD defines a common set of requirements for a form/fit/function replacement of the 110 RT-1523E/F used for the PRC-119, and fitting within the AM-7239E Vehicle Amplifier 111 Adapter (VAA), which includes the Power Amplifier (PA), antenna, and the Internet 112 Controller (INC). The VAA is capable of mounting one or two CNRs and one PA. Examples 113 of the platform are the VRC-88F, VRC-89F, VRC-90F, VRC-91F, and VRC-92F. The 114 replacement receiver transmitter (RT) shall achieve the required performance with a 115 software-defined radio (SDR) capable of legacy and modern SINCGARS features detailed 116 herein. The modernized replacement must shall interface and meet requirements with all 117 existing ancillary items (e.g., VAA, PA, INC, antennas, etc.) that provide flexibility and 118 adaptability to support the varied Warfighter mission requirements. The installed CNR 119 shall matches all existing mating connectors, cable bends, mounting provisions, and cooling 120 provisions while also providing full performance. The rationale for form/fit/function 121 compatible interfaces with the original SINCGARS RT-1523E/F is based on cost avoidance 122 and undue delay for platform integration, replacement of existing mounts, amplifiers, 123 integration kits; this does not preclude slide-in replacements or alternative dismounted 124 antennas. 125 The CNR requirement is for a 1-channel manpackable and mounted radio to be used within 127 Platoons and higher to provide the capability for soldiers to have interoperable voice 128 communications with tactical enablers such as aviation, fires, coalition, host nation, or 129 other adjacent units that use legacy or modernized SINCGARS. The SINCGARS CNR enables 130 the user to choose use of either the SINCGARS with Saville crypto operated at Controlled 131

Unclassified Information (CUI) level or modern SINCGARS with COMSEC at Secret. 132

1.3 Cyber 133

The system specific threats to the CNR is addressed in the Handheld, Manpack, Small Form 134 Fit (HMS) Validated OnLine Threat (VOLT), 14 SEP 2020 (SECRET//NOFORN) and the 135 associated threat modules detailed in the HMS VOLT, which are located in the Defense 136 Intelligence Threat Library (DITL) on the Secret Internet Protocol Router Network 137 (SIPRNET) and the Joint Worldwide Intelligence Communications System (JWICS). These 138 threat modules include (U) NGIC-1163-0409-19, Counter Sensors Threat Module (U) 139 Communications Jammers (Ground Based) - dated 25 March 2019, (U) NGIC-1163-0169-140 17, Sensors Threat Module (U) Signals Intelligence Detection Systems (Ground Based) - 141 dated 02 October 2018, and (U) NASIC 84267, Cyberspace Threat Module (U) Threats From 142 Malware - dated 27 June 2019. The threats to the CNR include classic electronic warfare 143 measures, such as electronic attack (jamming) and electronic warfare support (detection, 144 intercept, and direction finding). These threats will become more sophisticated over time. 145 Additional threats include Offensive Cyberspace Operations (OCO) to the information 146 systems components of the CNR (to include insiders, distributed denial of service, 147 malicious code and unauthorized users), which exist throughout the entire system lifecycle. 148 Threats to the cryptography are a concern, as well as threats from quantum computing in 149 the far term. The threat to the Global Positioning System (GPS) is acknowledged. 150

1.4 Terms and Definitions 151

The CNR’s capabilities are defined as a combination of the actual performance, function, 152 and physical attributes of the system. The performance, function, and physical attributes of 153 the system are defined by requirements in this document and includes the referenced 154 Statement of Work (SOW). Items not marked with (T) or (Td), are considered Threshold 155 Requirements (T) by default. Objectives listed in this PRD for reliability are informational. 156

1.4.1 Threshold Requirements (T) 157

Threshold requirements, indicated by “(T)” prior to the requirement text, shall be met or 158 exceeded for the PRD item(s). 159

1.4.2 Delayed Threshold Requirements (Td) 160

Delayed Threshold requirements, indicated by “(Td)” prior to the requirement text, are not 161 required to be met at time of proposal submission, but shall be met or exceeded during the 162 Designated Delivery Order period. For example: FMS Variants are Delayed Threshold 163 Requirements. 164

1.4.3 Mission‐Ready 165

A Mission-Ready CNR provides a fieldable capability that is operationally suitable and 166 reliable for the intended mission (i.e., manpackable, mounted, or foreign military sales 167

(FMS)). 168

1.4.4 Mission‐Ready Weight and Size 169

The Mission-Ready weight and size includes: CNR RT, Global Positioning System (GPS) 170 antenna (if applicable), SINCGARS antenna (when dismounted), and battery power for a 24 171 hour mission. Weight is measured in pounds and size is measured in cubic inches. For 172 dismounted operations, the 24 hour battery power requirement and related weight 173 constraint applies; dismounted weight and size constraints are not inclusive of mounted 174 ancillaries. For mounted operations, vehicle power is expected. NOTE: The RT must be 175 capable of being installed in the existing VAA. 176

1.4.5 Evaluations, Tests, and the Compliance Matrix 177

1.4.5.1 Reserved. 178

1.4.5.2 First Article Test (FAT) verifies that production items can meet requirements. 179 The SOW details expectations for FAT, including timeline and location. Portions of the FAT 180 will be conducted by the Contractor with government witness at the contractor facility or 181 at a 3rd-party facility and portions of the FAT will be conducted by the Government at a 182 Government facility. Verification is in accordance with Section 4 "Verification" of this PRD. 183 VendorContractor-led portion of FAT includes inspection as detailed in the SINCGARS 184 1523F specification paragraph 4.4. 185

1.4.5.3 The Compliance Matrix (Attachment 0003) maps the PRD requirements to the 186 verification methods and test cases. The Compliance Matrix is identified as Controlled 187 Unclassified Information (CUI) when filled in and must be treated as sensitive, proprietary, 188 and in accordance with the International Traffic in Arms Regulations (ITAR). 189
