1 Scope/Introduction 88

1.1 Scope 89

This Performance Requirement Document (PRD) defines the technical requirements for the 90 Combat Networking Radio (CNR) contract under the authority of the PEO C3T/PM TR/PdM 91 WF. The requirements within the PRD are based on the Single Channel Ground and 92 Airborne Radio System (SINCGARS) specifications both extant in current Army doctrine 93 and with modernization efforts for vocoder, Communications Security (COMSEC), and 94 Transmissions Security (TRANSEC). 95

1.2 System Description 96

The SINCGARS modernization of the Personal Radio Communications (PRC) PRC-119 and 97 Vehicle Radio Communications (VRC) VRC-88 through VRC-92 family by replacement of the 98 Receiver-Transmitter (RT) RT-1523 is hereinafter referred to as “CNR” or “radio” for the 99 purpose of this PRD. The CNR allows users to operate in tactical voice networks with other 100 team members and team leaders utilizing the SINCGARS waveform and to function as a 101 digital data radio. Future versions of the radio will enable users to exchange Position 102 Location Information (PLI) within a network via Radio Based Situational Awareness 103 (RBSA), but PLI modes are not Threshold at this time. This solicitation is for a complete 104 solution that fits into the VRC mount replacing the RT and as replacement for the RT in the 105 PRC system. As such, removal of any components required to replicate the functions or 106 environmental tolerances of the legacy RT must be re-introduced to the RT solution. 107 This PRD defines a common set of requirements for a replacement of the RT-1523E/F used 109 for the PRC-119, and fitting within the AM-7239E Vehicle Amplifier Adapter (VAA), which 110 includes the Power Amplifier (PA), antenna, and the Internet Controller (INC). The VAA is 111 capable of mounting one or two CNRs and one PA. Examples of the platform are the VRC-112 88F, VRC-89F, VRC-90F, VRC-91F, and VRC-92F. The replacement receiver transmitter 113 (RT) shall achieve the required performance with a software-defined radio (SDR) capable 114 of legacy and modern SINCGARS features detailed herein. The modernized replacement 115 shall interface and meet requirements with all existing ancillary items (e.g., VAA, PA, INC, 116 antennas, etc.) that provide flexibility and adaptability to support the varied Warfighter 117 mission requirements. The installed CNR shall match all existing mating connectors, cable 118 bends, mounting provisions, and cooling provisions while also providing full performance. 119 The rationale for compatible interfaces with the original SINCGARS RT-1523E/F is based 120 on cost avoidance and undue delay for platform integration, replacement of existing 121 mounts, amplifiers, integration kits; this does not preclude slide-in replacements or 122 alternative dismounted antennas. 123 The CNR requirement is for a 1-channel manpackable and mounted radio to be used within 125 Platoons and higher to provide the capability for soldiers to have interoperable voice 126 communications with tactical enablers such as aviation, fires, coalition, host nation, or 127 other adjacent units that use legacy or modernized SINCGARS. The SINCGARS CNR enables 128 the user to choose use of either the SINCGARS with Saville crypto operated at Controlled 129 Unclassified Information (CUI) level or modern SINCGARS with COMSEC at Secret. 130

1.3 Cyber 131

The system specific threats to the CNR is addressed in the Handheld, Manpack, Small Form 132 Fit (HMS) Validated OnLine Threat (VOLT), 14 SEP 2020 (SECRET//NOFORN) and the 133 associated threat modules detailed in the HMS VOLT, which are located in the Defense 134 Intelligence Threat Library (DITL) on the Secret Internet Protocol Router Network 135 (SIPRNET) and the Joint Worldwide Intelligence Communications System (JWICS). These 136 threat modules include (U) NGIC-1163-0409-19, Counter Sensors Threat Module (U) 137 Communications Jammers (Ground Based) - dated 25 March 2019, (U) NGIC-1163-0169-138 17, Sensors Threat Module (U) Signals Intelligence Detection Systems (Ground Based) - 139 dated 02 October 2018, and (U) NASIC 84267, Cyberspace Threat Module (U) Threats From 140 Malware - dated 27 June 2019. The threats to the CNR include classic electronic warfare 141 measures, such as electronic attack (jamming) and electronic warfare support (detection, 142 intercept, and direction finding). These threats will become more sophisticated over time. 143 Additional threats include Offensive Cyberspace Operations (OCO) to the information 144 systems components of the CNR (to include insiders, distributed denial of service, 145 malicious code and unauthorized users), which exist throughout the entire system lifecycle. 146 Threats to the cryptography are a concern, as well as threats from quantum computing in 147 the far term. The threat to the Global Positioning System (GPS) is acknowledged. 148

1.4 Terms and Definitions 149

The CNR’s capabilities are defined as a combination of the actual performance, function, 150 and physical attributes of the system. The performance, function, and physical attributes of 151 the system are defined by requirements in this document and includes the referenced 152 Statement of Work (SOW). Items not marked with (T) or (Td), are considered Threshold 153 Requirements (T) by default. 154

1.4.1 Threshold Requirements (T) 155

Threshold requirements, indicated by “(T)” prior to the requirement text, shall be met or 156 exceeded for the PRD item(s). 157

1.4.2 Delayed Threshold Requirements (Td) 158

Delayed Threshold requirements, indicated by “(Td)” prior to the requirement text, are not 159 required to be met at time of proposal submission, but shall be met or exceeded during the 160 Designated Delivery Order period. For example: FMS Variants are Delayed Threshold 161 Requirements. 162

1.4.3 Mission-Ready 163

A Mission-Ready CNR provides a fieldable capability that is operationally suitable and 164 reliable for the intended mission (i.e., manpackable, mounted, or foreign military sales 165

(FMS)). 166

1.4.4 Mission-Ready Weight and Size 167

The Mission-Ready weight and size includes: CNR RT, Global Positioning System (GPS) 168 antenna (if applicable), SINCGARS antenna (when dismounted), and battery power for a 24 169 hour mission. Weight is measured in pounds and size is measured in cubic inches. For 170 dismounted operations, the 24 hour battery power requirement and related weight 171 constraint applies; dismounted weight and size constraints are not inclusive of mounted 172 ancillaries. For mounted operations, vehicle power is expected. NOTE: The RT must be 173 capable of being installed in the existing VAA. 174

1.4.5 Evaluations, Tests, and the Compliance Matrix 175

1.4.5.1 Reserved. 176

1.4.5.2 First Article Test (FAT) verifies that production items can meet requirements. 177 The SOW details expectations for FAT, including timeline and location. Portions of the FAT 178 will be conducted by the Contractor with government witness at the contractor facility or 179 at a 3rd-party facility and portions of the FAT will be conducted by the Government at a 180 Government facility. Verification is in accordance with Section 4 "Verification" of this PRD. 181 Contractor-led portion of FAT includes inspection as detailed in the SINCGARS 1523F 182 specification paragraph 4.4. 183

1.4.5.3 The Compliance Matrix (Attachment 0003) maps the PRD requirements to the 184 verification methods and test cases. The Compliance Matrix is identified as Controlled 185 Unclassified Information (CUI) when filled in and must be treated as sensitive, proprietary, 186 and in accordance with the International Traffic in Arms Regulations (ITAR). 187

2 Applicable Documents 188

2.1 Specifications 189

As a replacement for the RT-1523E/F, all offered solutions shall comply with the Line 190 Replaceable Unit (LRU) Product Specification for RT-1523F (A3307042, dated 2012) with 191 exceptions and clarifications noted in PRD paragraph 3.8. Compliance with standards or 192 specifications newer or updated since the 2012 release date of A3307042 is allowable. 193 A3307042 is a controlled document that can be requested from the Contracting Officer. A 194 partial list of specifications and standards (CNR References) integral to this procurement is 195 included at the end of this document. Other specifications and standards in effect at 196 contract award not explicitly referenced to A3307042 shall be the revision listed in the 197 Department of Defense Index of Specifications and Standards (DODISS) at the time of 198 contract award. 199 In the event of a conflict between the text of this PRD and the RT-1523F specification 201 (A3307042), including the references cited therein, the text of the RT-1523F specification 202 shall take precedence for all matters other than the SINCGARS waveform modernization, 203 the interface for an auxiliary module, and as noted in PRD paragraph 3.8 and all sub-204 paragraphs. Specifically, the SINCGARS modernization includes Ciphertext 2 (CT2) and the 205 features of the SINCGARS 3.0 and 3.1 waveform software. Regarding the interface for an 206 auxiliary module, the primary distinction between the RT-1523F and its predecessor RT-207 1523E is the addition of the auxiliary module specification that would be attached 208 externally to the radio chassis on the left side when facing the front panel interface; this 209 auxiliary module interface is not required. 210
