Attachment – PRD Compliance Matrix Solicitation Number: W15P7T-21-R-0009

PRD Paragraph 3.1 Receiver Transmitter Nomenclature/Part #:

PRD Paragraph 3.5.3 Mounted CNR Radio Human Machine Interface (HMI) Nomenclature/Part #:

The purpose of "TAB A - PRD MATRIX" is for the Offeror to identify compliance or non-compliance with the PRD requirements that their proposed Mission-Ready Combat Networking Radio (CNR) achieves. The PRD Compliance Matrix is organized by rows identifying the PRD requirements (Attachment 0001). Columns 1-4 are organized as stated below.

Please include Offeror's name, identify the nomenclature/part #, provide responses in "Tab A - PRD MATRIX" Columns 1 and 4, and provide this document as part of the Offeror's Technical proposal in accordance with the Request for Proposal.

Column 1 – Compliant Y/N: For all thresholds and delayed thresholds identified, the Offeror shall indicate compliance with the PRD requirement by indicating a "Y" (Yes) or "N" (No) for the proposed CNR identified by the Nomenclature/Part Number at the top of this document. The Offeror shall not provide a response other than "Y" or "N" and shall not leave any threshold or delayed threshold requirement blank.

Column 2 – Gov FAT and Offeror FAT: This double column indicates whether the post-award First Article Test (FAT) is expected to be conducted by the Contractor (contract Awardee) at a contractor facility with Government witness, at a 3rd-party facility with Contractor and Government witness, or will be conducted by the Government at a Government facility. (For example, Government-led portions of the FAT include tests that require particular hardware (e.g., Forward Observer System (FOS), Advanced Field Artillery Tactical Data System (AFATDS), etc.) or specialized skills (e.g., F1/F1 retransmission, CUE, Saville Automatic Remote Keying (SARK), etc.) These columns identify the intended verification method that will be used in verifying the Contractor's CNR during FAT. Verification methods are defined in Section 4 of the PRD (Attachment 0001). Note: CERT = Certifications and Approval Verifications; T = Verification by Testing; A = Verification by Analysis; D = Verification by Demonstration.

Column 3 – Verification: This column identifies how the Government will verify the propsed CNR's ability to meet threshold requirements. The Test Case (TC) number corresponds to the First Article Testing Plan (Attachment 0005) for the Government-led portions of the FAT. “Contractor Format Test Report" refers to information provided by the Offeror as part of the FAT, as Contract Data Requirements List (CDRL) submissions, or included in the Offeror's Technical proposal. If “Contractor Format Test Report” is indicated, the Government intends to use the data provided by the Offeror to assist in verification of the capability. (For example, PRD requirements for Nuclear Biological Chemical in PRD Paragraph 3.1.5.5 and all sub-paragraphs is expected to be proven through FAT conducted by the Contractor and validated through test report(s) submitted to the Government. As another example, the status of the Offeror’s National Security Agency (NSA) certification (PRD Paragraph 3.1 requirement) shall be validated by the Offeror’s Technical proposal. Note: FAT overlap will occur as some functions are neccessary prior to executing other tests (e.g., Connectors and Interfaces per PRD Paragraph 3.1.1.5 and all subparagraphs).

Column 4 – Technical Proposal Citation: The Offeror shall provide the citation to their Technical proposal identifying unmet PRD Threshold requirement(s).

Cold start time includes Power On Self Test (POST).TTTTC 2.6 Cold Start and Warm Start
Cold start is normally required after such software items as waveforms, waveform operating parameters, crypto keys, and presets have been uninstalled from the radio and powered down. Cold start does not include the reloading of the radio operating environment (OE) or those radio services applications necessary to put the CNR-RT into a state in order to receive the software required to operationally configure the radio.
913.1.2.5.2During warm start, the radio shall power on, instantiate waveform(s) and assign mode(s) or configuration parameters to be fully operational within 50 seconds. Warm start is conducted after a radio has been successfully loaded by the operator (completion of cold start) or has previously been in an operational state and contains all the necessary radio software/ applications and assembly of components to allow the set to enter into a state of operation. Warm start time excludes BIT times.TTTTC 2.6 Cold Start and Warm Start
Warm start process may consist of using a channel instantiated waveform and modifying its waveform parameter sets, (e.g., keys, presets, frequencies) to allow the operator to enter into a different network using the same waveform that is currently instantiated on the channel. Warm start may also consist of tearing down a radio’s channel and instantiating a new waveform and its parameter sets from memory unto the channel to allow the operator to enter into a new required network.
