About this file

This is Volume 2 of the Project Technical Specifications for the Kellogg Creek Water Reclamation and Resource Recovery Facility (WRRF) Administration Building Remodel, prepared by Clackamas County Water Environment Services in Oregon. The project, identified as #P632311/700221311, encompasses comprehensive remodeling work organized under Construction Specifications Institute (CSI) divisions and includes demolition, concrete work, masonry, metals, wood and plastics, thermal and moisture protection, doors and windows, finishes, specialties, equipment, furnishings, fire suppression, plumbing, HVAC systems, electrical work, communications systems, earthwork, exterior improvements, and utilities. Sealed bids are being accepted until January 8, 2026, at 2:00 PM Pacific Time. The specifications require pre- and post-demolition walkthroughs with the Owner and Architect to identify critical utilities and review conditions of existing surfaces to remain. Prior to bidding, bidders are permitted and encouraged to visit the site to conduct their own investigation regarding hazardous material conditions.

The project involves substantial demolition and renovation activities requiring adherence to OSHA regulations, particularly regarding removal of materials containing less than 1% asbestos as outlined in 29 CFR 1926.1101. A Focused Hazardous Materials Survey dated June 13, 2024, prepared by EVREN Northwest, Inc., is available for review at the Clackamas WES office and identifies existing hazardous material conditions on site. Contractors must implement dust control measures, protect adjacent structures and occupied spaces, maintain active utilities in continuous operation, manage waste materials through separation and recycling where possible, and coordinate all demolition activities with provided drawings. The specifications establish comprehensive requirements for temporary partitions, debris removal, product protection and cleaning, and restoration of damaged areas, with all related work to be completed at the contractor's expense.
