Clarifying Questions and Submittal Review for BID #2025-83 Kellogg Creek WRRF Administration Building Remodel
This document comprises clarifying questions and responses, along with a lighting submittal review, for Bid #2025-83 issued by Clackamas County Water Environment Services for the Kellogg Creek Water Resource Recovery Facility Administration Building Remodel project. The file addresses technical specifications and product substitutions related to the project's lighting systems and related building components. Key clarifications address storefront door specifications (replacing incorrect "360 Insulclad" reference with Kawneer Insulpour 500T), storefront system glazing (replacing with Kawneer Trifab 451T), frame type schedules (to be clarified in Addendum 3), door schedule revisions for D4 door type 115A, removal of extended warranty requirements for spontaneous glass breakage (paragraph 08 80 00-1.12, 3 to be deleted in Addendum 3), and a frame type schedule note to be added to sheets A501 and A502. The non-mandatory pre-bid conference was scheduled for December 16, 2025, at 11:00 AM, with sealed bids due January 8, 2026 (later extended to January 15, 2026 per the contract opportunity summary), at 2:00 PM Pacific Time. Substantial completion is required within 274 calendar days, with final completion within 304 calendar days.
The lighting submittal review, completed December 29, 2025, by Austin Tanzer on behalf of Deca Architecture, evaluated a comprehensive lighting package submitted by Solus Lighting & Controls. The review approved most fixture substitutions with notes (including A1E with 90-minute battery confirmation, D2 with waterproof verification, and F2 with power supply confirmation), but rejected six lighting substitutions: L2, L4, L5, P1, P2, and S1, citing architectural rejection or mismatched finish and quality specifications. The contractor is responsible for confirming all fixture options with manufacturers and coordinating with other trades. Submittal documentation includes detailed specifications for LED troffers (2'×2' and 2'×4' sizes), downlights (6-inch and 8-inch apertures), emergency lighting, strip lighting, linear fixtures, and task lighting, all with varying lumen outputs, correlated color temperatures, dimming capabilities, and control options. These products must comply with design specifications and coordinate with the building's mixed B and A-3 occupancy requirements and seismic design standards.

INVITATION TO BID #2025-83
Kellogg Creek WRRF Administration Building Remodel (“BID”)
RESPONSE TO CLARIFYING QUESTIONS
January 12, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the BID as published.
1. Storefront doors specified 360 Insulclad are not available in the U.S. market per
Kawneer, can the design team provide an alternate?
Answer: The “360 Insulclad” doors noted in paragraph 08 40 00-2.6, C is incorrect.
Replace with Kawneer Insulpour 500T.
2. Storefront system only indicates center glazed, is there a certain product you want to use?
Answer: The “Insulpour 500T” system noted in paragraph 08 40 00-2.5, C, 1 is incorrect. Replace with Kawneer Trifab 451T.
3. Is there a HSF frame type schedule?
Answer: A frame type schedule is not included with the document set, however a note clarifying sidelite dimensions will be added to sheets A501 & A502 with
Addendum 3.
4. There appears to be some D4 type of doors on the interior elevations but none indicated on the doors schedule, can the door schedule be revised to show these?
Answer: There is one type D4 door, 115A. The door schedule will be revised to correct the door type for 115A.
5. Please confirm specification requirement 088000-1.12-3 extended warranties for spontaneous glass breakage – this requires tempered glazing to be heat soaked and warranty may still not be available from the manufacturer.
Answer: No extended warranty for spontaneous breakage is required. Paragraph 08
80 00-1.12, 3 will be removed with Addendum 3.
6. Substitution requests:
a. 10 65 00 Operable partition – not accepted
b. 26 00 00 Lighting – reviewed with comments

To enable CCT adjustments through WaveLinx, include WPS or WPN devices in addition to VividTune or BioUp technologies for integrated fixture control. WPS with CCT controls the intensity of the fixture;
an additional, externally mounted control device is needed to control the CCT. See RSP-P-010-347 The WNPS option is available with WLS or WPS sensors. Must be specified when ordered. Also note that WLS and WPS are also compatible with ESP-L-010-347 and ESP-P-010-347, respectively. Learn more about WaveLinx EM here.
