About this file
This is Addendum #2 to Invitation to Bid #2025-83 issued by Clackamas County Water Environment Services for the Kellogg Creek Water Resource Recovery Facility (WRRF) Administration Building Remodel project. The addendum, issued January 8, 2026, amends the original bid document and Addendum #1 (December 16, 2025) through specified modifications to technical specifications and construction drawings. Key amendments include revised Section 07-52-00 (Modified Bitumen Roofing & Roof Insulation) specifications with detailed product requirements for SBS-modified bitumen roofing systems, rigid polyisocyanurate foam insulation with minimum R-value specifications, and vapor/air barrier materials. Additional amendments establish Clackamas County's standard color code system for all low voltage cabling across multiple sections including door hardware, HVAC identification, electrical power conductors, electrical systems identification, and communications systems, with specific colors assigned to video, data, HVAC, voice, emergency notification, fire alarm, access control, and security applications. Drawing amendments include epoxy flooring underlayment consultation requirements on Sheet A101, addition of low voltage color code notation on Sheet G002, specification of a counter-mounted eyewash station (WATERSAVER EW849) at Sheet P111, and detailed uninterruptible power supply (UPS) system specifications on Sheet E301 requiring APC Smart-UPS Modular Ultra equipment with 10 KW/KVA capacity, lithium-ion battery modules, and manufacturer-provided field assembly and training.
The addendum does not modify contract pricing, award dates, or performance timelines from the original bid solicitation. All existing terms and conditions of Invitation to Bid #2025-83 and Addendum #1 remain in effect except where expressly amended by this document. Contractors must ensure full compliance with all roofing installation requirements including manufacturer certifications, inspector qualifications with minimum three similar projects, submission of 25-year no-dollar-limit warranties with surety bonds, and two-year maintenance warranties. Submittals must include roofing manufacturer certificates of applicator approval, installation specifications, product affidavits, layout drawings, and post-completion certifications prior to project acceptance. All modified specifications and drawing amendments are binding requirements for bid preparation and project execution.
