About this file

This is a Clarifying Questions and Answers document issued by Clackamas County Water Environment Services for BID #2025-83, the Kellogg Creek Water Resource Recovery Facility (WRRF) Administration Building Remodel project. The document addresses 21 inquiries submitted by interested firms regarding specifications and design details for the renovation project. Key clarifications include: the Owner's vendor (Johnson Controls Inc.) will design and install the fire alarm system at no cost to the contractor; the Owner will pay general building permits and trade permits, with the contractor responsible only for deferred submittal fees; construction schedule requires substantial completion within 274 calendar days after Notice to Proceed (expected late February or early March 2026); glass upper cabinet doors must use clear fully tempered glazing; structured cabling patch panels are unloaded with CommScope/AMP SL series components; the UPS system shall be an APC Smart-UPS Modular Ultra 10 KVA unit with lithium-ion battery modules and 12-minute half-load runtime; and the roofing system specification has been revised to specify a cold-applied SBS modified bitumen system with a 25-year warranty from approved manufacturers Siplast or Soprema. The document also confirms that the building will utilize standalone HVAC controls with no new Direct Digital Control (DDC) systems, that backbone cabling shall be single mode 24-strand fiber from the Main Distribution Frame (MDF) to the nearest county connection point, and that substitution requests for roofing, toilet compartments, and lockers are not accepted. Technology responsibilities are clearly delineated across audiovisual, access control, intrusion detection, and video surveillance systems between the county-furnished contractor (CFCI), owner-furnished contractor installed (OFCI), and owner-furnished owner installed (OFOI) categories.

Answer: See Addendum #2, Sheet E301, UPS system basis of design is APC Smart-UPS Modular Ultra

- 10 KW/KVA capacity, using 5 KW/KVA scalable modules

- With network management card

- Lithium-ion battery module(s), minimum run time to allow generator start-up, 12 min half-load, or 5.5 min full load.
