RE: PROPRIETARY ITEMS FOR CENTRAL UTILITY PLANT (CUP) CONSTRUCTION
Solicitation 36C10F-20-R-0091 Central Utility Plant (CUP) Construction VA Dallas (549-820E)
To All Offerors, The construction of the VA Dallas CUP has three (3) items that are proprietary procurements for this effort. The JOFOC documentation authorizing these items are included within the solicitation document 36C10F-20-R-0091 for the Central Utility Plant (CUP) Construction –
VA Dallas (549-820E). JOFOC’s (Justification of Other than Full and Open Competition) for three systems used at the Dallas VA medical center campus that are potentially impacted by the CUP project are: HVAC Controls (Siemens-Apogee); Power Monitoring (Square D Power
Logic); and Fire Alarm (Honeywell Notifier).
Within the JOFOC documentation for these three systems are included references to items within the overall LTSCI project which are beyond the scope of the current CUP project.
Please note that for anything referenced within this posted JOFOC documentation that is beyond the scope of the work in the Central Utility Plant (Building 70) and its Cooling Towers
(Building 37) area, such other “beyond the scope” portions should currently be disregarded.
[[ For instance, any references to Building 74 (Acute SCI), Building 83 (LTSCI), Building 87
(Electrical Utilities Building), and other such items within the JOFOC documentation is for work not included in the current CUP project. ]]
If you have any questions regarding this JOFOC information for the CUP project, please contact the Contracting Officer as indicated in the posted solicitation information.
Respectfully submitted, Bruce A. Pickett, AIA
Associate Principal
