About this file
This document provides supplemental information for a federal solicitation seeking construction services. The Department of Veterans Affairs Office of Construction and Facilities Management is soliciting proposals for a Central Utility Plant construction project located at the Dallas VA North Texas Health Care Systems campus in Dallas, Texas. Solicitation number 36C10F20R0091 will include details on the pre-proposal conference and site visit, which were previously scheduled for November 16, 2020 but have been postponed until a date to be specified in the forthcoming solicitation. Interested parties who had previously confirmed attendance for the November 16 date do not need to reconfirm. Offerors should monitor www.BETA.SAM.gov for additional details on solicitation 36C10F20R0091 and any subsequent amendments, as the solicitation will supersede all previous notices regarding dates and requirements.

Overview Survey of Historic Resources at the VANTXHCS, Dallas campus 2.41
Building #37 – A/C Cooling Tower
Original Use: A/C Cooling Tower, 1993 Current Use: A/C Cooling Tower
History Central utilities plant and uses were previously located south of Building 3. However as the hospital's facilities grew in the early 1990s, it was also necessary to upgrade and expand the central plant capacity, utilize modern equipment and locate these uses further away from the core of the hospital to allow future growth within the campus. This A/C Cooling Tower was constructed in conjunction with the Energy Center (Building #70); these drawings were completed on June 14th, 1990. The new Energy Center and these Cooling Towers were completed and operational in 1993.
Description The A/C Cooling Tower (Building #37) is not an enclosed structure, but includes six large cooling towers, surrounded by a metal enclosure. This enclosure has a metal canopy on the western façade. There do not appear to have been any modifications to this since originally constructed.
Significance and Integrity The A/C Cooling Tower is in good condition and retains almost all of its original materials.
Recommendation The Cooling Tower (Building #37) is less than fifty years old and does not possess exceptional architectural or historic significance. It is recommended as not eligible for listing in the National Register of Historic Places.
Building #42 – Radiation Safety Storage
Original Use: Radiation Safety Storage, c. 1975 Current Use: Radiation Safety Storage
History The history of this building is unknown.
Description The Radiation Safety Storage Building is a metal clad, large storage building, with low sloped roof.
Significance and Integrity The Radiation Safety Storage (Building #42) is less than fifty years old and does not possess exceptional architectural or

Building #69 – Readjustment and Counseling Services
Original Use: Counseling Services, 1994 Current Use: Counseling Services
History The Readjustment and Counseling Service building (Building #69) accommodated offices for veterans' Counseling Services (drawings dated October 28, 1993 by Vidaud & Associates) and was referred to as the Readjustment Counseling Services building.
Description Building #69 is one story tall, linear in plan, and looks as though it could be a red brick ranch style home; its design appears to have been influenced by the adjacent Building #7 (originally Attendants Quarters). The structure’s main (western) façade appears to be perfectly symmetrical with two gray aluminum windows with tinted glazing flanking either sides of a recessed and centered porch.
Significance and Integrity The building remains in good condition. The counseling building has no record of or appears to have any additions.
Recommendation The Readjustment and Counseling Service building (Building #69) is less than fifty years old and does not possess exceptional architectural or historic significance. It is recommended as not eligible for listing in the National Register of Historic Place.
Building #70 – Energy Center
Original Use: Energy Center, 1991 Current Use: Energy Center
History The Energy Center (Building #70) serves as the central plant for the VA campus (drawings completed on June 14, 1990 by Vidaud & Associates). An addition at the north end of the building was completed in 2015; this addition was completed in conjunction with the construction of the adjacent new Electrical building.
Description The Energy Center is a tall one-story building that is linear in plan, and clad in white concrete panels with horizontal red brick bands. it is modern in style and uses materials (red brick) that both provide an interesting appearance and materials that coordinate with the campus' traditional buildings while providing

Building #71 – Veterans Industries and Mental Health
Outpatient Services
Original Use: Mental Health Outpatient Services, 1990 Current Use: Mental Health Outpatient Services
History The Veteran Industries and Mental Health Outpatient Services building (Building #71) was completed in 1990 as the Mental Health Outpatient Services facility on the VA Medical Center campus. It is one structure that is divided into four sections to serve different areas of mental health outpatient services; each is provided with its own entrance:
71A - Housing Programs 71B - Methadone Clinic 71C - PTSD/CSTP Programs 71D - Post Traumatic Stress Disorder
Description The building is a one story tall, F-shaped, red brick building that has four sections that serve the different users. Sections 71A and 71C are parallel to one another and run north to south, while sections 71B and 71D are a continuation of one another and act as the connecting spine running east to west; this layout provides courtyards between the distinct wings of the building.
The entrance to 71A is a south facing, gable ended façade with a four-columned portico. The entrance to 71C closely resembles 71A. Between section 71A and 71C is a small courtyard with a sidewalk that leads to the entrance of 71B. The entrance to section 71D is nestled between 71C and TT50 and is accessible by a small set of stairs.

Building #87 - Electrical Building Original Use: Electrical Building, 2013 Current Use: Electrical Building
History The Electrical Building (Building #87) is the newest component of the campus's Central Plant and accommodates new electrical equipment to support the increased electrical demands of future buildings.
Description The building is a tall, one-story building that is L-shaped in plan and clad in white precast panels with horizontal red brick bands.
Like the adjacent Energy Center Building (Building #70) which it matches in design, materials and height, it is both modern in style and uses materials (red brick) that provide an interesting appearance and coordinate with the campus' traditional buildings. A large louver at the east facade is the same color as the precast walls while pedestrian door openings are green in color.
Significance and Integrity With its recent construction the Electrical Building remains in excellent condition.
Recommendation The Electrical Building (Building #87) is less than fifty years old and does not possess exceptional architectural or historic

ENVIRONMENTAL ASSESSMENT OFFICE OF
DEPARTMENT OF VETERANS AFFAIRS FACILITIES MANAGEMENT
VA FACILITY: Dallas VA Medical Center PROJECT NO.: CON10029 PROJECT TITLE: Long Term Spinal Cord Injury (LTSCI) Facility
ASSESSED BY: THE CONXSIS GROUP, INC.
PROJECT DESCRIPTION
The United States Department of Veterans Affairs (VA) is the second largest department of the United States government and is charged with providing benefits and health care services to America’s Veterans and their families.
The VA is the largest direct health care delivery system in America, conducts medical research, and provides disability compensation, pension, education, vocational rehabilitation, housing insurance and burial benefits to America’s veterans.
The VA North Texas Health Care System: Dallas VA Medical Center (VAMC) is an 84-acre campus which is a referral center for the VA North Texas Health Care System and a major teaching and medical research center. The physical address for the Dallas VAMC is 4500 South Lancaster Road, Dallas, Dallas County, Texas. The facility contains state-of-the-art technology including four ICUs, 13 operating rooms, two linear accelerators, and two MRIs. In addition, the Dallas VAMC contains the One VA Mall which provides retail services to veteran’s onsite and also provides service centers for Veterans Benefits Administration, National Cemetery Administration, Texas Veterans Commission, Disabled American Veterans, and Vietnam Veterans of America.
Also on campus is the Energy Center and VA Community Center which includes conference facilities, a Wellness Center, and Child Care Center. The Dallas VAMC employs approximately 3,300 people. The number of veterans the Dallas VAMC serves and the services it provides are constantly expanding; therefore, to continue to satisfy the demands of VA, the Dallas VAMC continues to upgrade its campus.
The VA is planning to undertake a building expansion program at the Dallas VAMC. The program consists of two major projects. The first major project is the Long Term Spinal Cord Injury (LTSCI) project which includes the addition of a LTSCI building, its parking garage and a warehouse, and it is discussed in more detail below. The second major project is the Clinical Expansion of Mental Health (CEMH) project which includes the addition of a CEMH building and a parking garage. For the CEMH major project a separate Environmental Assessment report is to be issued and therefore it is not addressed in this current report. The project architectural firm is Page Southerland Page, LLP (PSP).
The proposed project, located in the eastern portion of the existing VAMC campus, includes the LTSCI building, attached parking garage, warehouse, and renovated areas in the basement of existing Building 2. The LTSCI building will be located to the southeast of the current Mental Health Building (Building 1) adjacent to Building 74. The new LTSCI building will be a three-story, approximately 152,000 square foot structure whose primary function will provide residences for Veterans with long term spinal cord injuries. In addition, the building will also house an Outpatient Spinal Cord Injury Clinic, administrative offices and physical / occupational therapy.
The LTSCI parking garage will adjoin the LTSCI building to the north. The proposed garage will be no more than a five-story structure and will have approximately 1,000 parking spaces. The parking garage will provide parking for staff and patients of the LTSCI facility as well as other public and staff who use the VA Hospital campus.
The proposed warehouse will be located to the northeast of the LTSCI parking garage. It will be an approximately 80,000 square foot structure.
Several existing buildings will be demolished as part of site preparation activities: Buildings 10, 12, 27, 44, 45, Temporary Trailer (TT) 46, TT47, TT48 and TT51. Building 10 was determined to be eligible for listing in the National Register of Historic Places. A Memorandum of Agreement (MOA) among the VA, Texas Historical Commission and Advisory Council on Historic Preservation “Regarding the Clinical Expansion for Metal Health & Long Term Spinal Cord Injury Projects at the Veterans Affairs North Texas Health Care System, Dallas, Texas” was established. The MOA specifies that Building 10 can be demolished but outlines several mitigation measures that must be undertaken and documented by the VA.

ALTERNATIVES CONSIDERED
No Action Alternative Under the no action alternative, the proposed LTSCI facility would not be constructed.
ENVIRONMENTAL IMPACTS
1. Building excavation, construction and renovation will alter the site.
2. Construction activities will create noise, dust, solid waste, and potential erosion.
3. The THC Division of Architecture concurred with the VA that the construction of the LTSCI building and LTSCI parking garage will have no adverse effect on the National Register (NR)-eligible resources on the VA campus; however, the construction of the warehouse building will require the demolition of the historic Central Boiler Plant (Building 10) which would constitute an adverse effect to this building.
MITIGATIVE ACTIONS
1. Clearing and grubbing operations will be designed to minimize the extent of bare soil.
2. A detailed erosion and sediment control plan and specifications will include preventive measures to protect all water sheds, watercourses, and surface-water drainage from sedimentation, siltation, and pollution.
3. Lawns will be quickly established to further eliminate erosion.
4. Exhaust emissions, dust, smoke, waste materials, and noise will be held to acceptable levels during construction.
5. Construction debris, unsuitable material, hazardous waste, etc. will be removed from the VAMC property.
6. Section 106 regulations at 36 CFR 800.6 require that when any adverse effect determinations are made by the Federal agency, the agency must seek methods to avoid, minimize, or mitigate the adverse effect. If the VA chooses to proceed with the undertaking, Federal regulations also require the VA to notify the Advisory Council on Historic Preservation (ACHP) of the adverse effect and invite them to participate in consultation. Additionally, the views of the public in the local community, and the views of any local preservation groups should also be taken into consideration. If the adverse effect cannot be avoided or minimized, in order to satisfy the provisions of 36 CFR 800 Section 800.6(b)(1)9i) it will be necessary for the VA to develop a Memorandum of Agreement (MOA) that describes mitigation of the adverse effect to this historic resource. A MOA among the U.S. Department of Veterans Affairs, Texas Historical Commission and Advisory Council on Historic Preservation “Regarding the Clinical Expansion for Metal Health & Long Term Spinal Cord Injury Projects at the Veterans Affairs North Texas Health Care System, Dallas, Texas” has been established. The MOA specifies that Building 10 can be demolished but outlines several mitigation measures that must be undertaken and documented by the VA.
7. VA will be in general compliance with local, state, and federal laws and regulations governing the environment.

The proposed LTSCI building and parking garage will replace existing parking lots, and the proposed warehouse and associated access road will replace older structures with little architectural significance with the exception of Building 10. The removal of Building 10 is addressed below in Cultural Resources. The surrounding community will benefit by way of demolition of various existing temporary and vacant structures visible from adjacent roadways and neighborhoods.
Overall, very little vegetation removal will take place. The required building setbacks will result in additional landscaped areas, and the new buildings and associated landscaping will be an asset to campus aesthetics.

The Texas Commission on Environmental Quality (TCEQ) Region 4 Air Section was contacted regarding the air quality in and around the Dallas County area.
According to the TCEQ Region 4 website, the proposed project is located in Dallas County, which is currently classified as an ozone nonattainment area.
The quantity of construction equipment emissions and dust will be minimal and will not significantly affect air quality in the project area. No unique or atypical odors are anticipated as a result of this project.
During demolition and construction, asbestos may be released into the atmosphere. Implementing the following regulations will reduce the possibility of such an occurrence: (1) VA Standard Specifications; (2) EPA regulations on national standards for hazardous air pollutants (40 CFR 61, Subpart M); and (3) OSHA regulations on removal of asbestos (29 CFR 1910.1001 and 1926.58).

The LTSCI project will provide resident space for 30 long term spinal cord injury residents in a new building attached to the existing acute care spinal cord injury facility. It will also provide replacement outpatient clinic space for spinal cord injury patients. The new building is planned for expansion/renovation to accommodate 30 additional long term residents in the future.
Physical modifications to roadways internal to the Dallas VAMC campus are intended to improve accessibility to the facility. Since some of the facility’s clients are outpatients there should be some correlation with improved community service through better traffic flow.
Traffic studies were completed by DeShazo, Tang & Associates, Inc. (DT&A) dated May 18 and June 2, 2010. Several recommendations were made to improve campus access and circulation (Appendix B).
Parking demand estimates for existing and future conditions were calculated in two ways: 1) based upon actual observations conducted by DT&A at the existing VAMC campus, and 2) based upon generic factors applied to the average (existing and projected) number of visitors, staff, hospital beds, etc. (VA Parking Model). Calculations using both approaches indicated that although parking conditions will improve with the proposed construction, a deficit of parking spaces on the VAMC campus will remain.
