CONSTRUCTION CENTRAL UTILITY PLANT (CUP)
PROJECT NO. 549-820E
VA NORTH TEXAS HEALTH CARE SYSTEM-DALLAS CAMPUS

DALLAS, TEXAS 75216
A. PART I – GENERAL
A1. SOW for CUP Project 549-820E
Building 70 (Energy Center) and Building 37 (Cooling Towers) work includes but is not limited to Central Utility Plant Upgrade. Work is to include an additional new 1,500-ton chiller; and associated related work, equipment and piping within Building 70. Also, to be included are provisions for underground connections from this equipment to the cooling towers. The Building 70 footprint is to remain the same as it currently exists. The work includes removal of four existing field erected cooling towers. It also includes the addition of six new pre-packaged stainless-steel cooling towers and installing them on existing and extended concrete basins. (There will be three new concrete basins added.) The work includes the provision of sluice gates to allow them to connect with each other. Also included is the addition of basin sweepers with centrifugal separators for the new cooling tower cells. Also included are other related provisions for pumps, piping, etc. within and near Building 70 and other items described in the documents.
ASBESTOS TESTING – Asbestos surveys were conducted for Building 70 (Energy Center) and Building 37 (Cooling Towers). No asbestos containing material was found. It should be noted however, that an inspection of and sample collection from the electrical components [electrical components specifically for four existing chillers and for four existing cooling towers to be impacted by activities within the current project] were excluded because the systems were energized during the time that asbestos surveys were being conducted. The CONTRACTOR must have the electrical components for these specific items inspected for the presence of suspect asbestos-containing materials (ACM) and samples tested after the affected systems have been de-energized and before the components are disturbed. CONTRACTOR must use proper lock-out tag-out procedures. Samples must be collected in sufficient quantity and analyzed to assure compliance with the Texas Asbestos Health Protection Rules and collected by a properly trained individual who is licensed by the Texas Department of State Health Services as either an Asbestos Inspector or an Asbestos Individual Consultant. Testing results will be provided to the Resident Engineer and the Architect within twelve (12) calendar days of completion of each phase of sample collection activities. Abatement of any asbestos containing materials found by this testing process is excluded from the base bid scope for this project, but the testing and analysis for such specific items is included. [[ CONTRACTOR is responsible to account for scheduling of asbestos surveys (for inspection and sample collection), including receipt of testing results, within the schedule for the work effort and for any impacts of these to the work effort and its sequencing. (Abatement if required, is not included within base bid scheduling/ sequencing provisions.) It is possible that the inspection/testing and analysis will need to be phased just like the work on the equipment is phased. Contractor is responsible for repair to any electrical casings and to any other portions of existing equipment if damage occurs by such inspection/testing and related activities (and if damage occurs by other construction/ renovation activities) to any equipment and related items slated to remain in service.]]

Proposals that fail to provide required and complete information may result in a lower or unfavorable rating. Relevant projects where the Prime and Sub-contractors have previously worked together may receive a higher rating.
Relevancy is defined as similar in scope and size (dollar value and square footage). The offeror should include detailed information and describe in the technical proposal any coordination and phasing challenges & how they were met.
b. Subfactor I (b): Project personnel Experience (Specialized experience and technical competence).

The vertical axis will show the milestones and major portions of the contract work including all phasing. All schedule items will show a start date and a completion date. The detailed schedule will indicate specific tasks with dates for each step of the process including:
| 1) | Construction Period: Mobilization; abatement; demolition method and sequencing; excavation; provisions for overtime or shift work; site utilities, roadway realignment including temporary re-routed Medical Center vehicular and pedestrian routes; final grading; punch list; final inspection; demobilization. |

a) The Offeror shall specify how much allowance has been made for bad weather in the schedule, the days of the week and the hours of construction operations during each sequence of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.

This may be shown in a separate bar graph or other graphic form that also shows relationship to the overall schedule.) Please refer to specification section 01 00 00 paragraph “1.6 I. Phasing” and drawing 70-GS-001 for the requirements. The offeror must clearly indicate that he understands the criticality of maintaining function for existing system & understands the requirements for advance notification to the VA.

Critical path activity durations shall total the number of days indicated on Standard Form 1442, Construction, Offer and Award (Construction, Alteration or Repair) block 11, and in section F, F.1 paragraph 1. This duration shall establish the contract completion date (see preceding section titled “Definitions”) for definition of “completion” as it relates to duration) and assessment of liquidated damages (see FAR 52.211-12 Liquidated Damages – Construction, Sept 2000).
(ii.) Basis of evaluation: The factor will be evaluated based on the extent to which the Offeror demonstrates a clear understanding of the construction period and general project delivery including the logic and reasonableness of the schedule including sufficient time for VA activities such as approvals & evacuations of spaces by VA. The Government will evaluate how reasonably and realistically the proposed schedule captures and addresses key elements and project phasing with respect to conditions, the stated schedule given the technical requirements of the RFP. Narratives and/or graphic representations of schedules that do not provide time for VA activities (as indicated in other parts of the specification), narratives and/or graphs which list events out of logical sequence or required phasing, or failure to provide any information as requested or in the format requested above will result in a lower or unacceptable rating. A schedule that results in minimal downtime for the existing cooling system will be evaluated more favorably.
