Response:
i. The closure of the loop road is a sequencing matter. It could be that the contractor chooses to utilize one single road closure of a continuous five week duration, but this is not the only approach that could be used. [[ i.e This “all lanes” closure for this road could be made up of multiple different closures (possibly of differing durations) all of which when totaled together do not exceed five weeks duration within the course of the construction project. ]] All such road closures must be coordinated and scheduled in advance with the VA Resident Engineer and the local station and as per related requirements included within the Bid Documents and the General
Requirements. Access to the O2 tank in the fenced yard with the cooling towers must be maintained and coordinated with the VA throughout construction activities.
ii. No, not during the combined total duration of five weeks.
iii. NO. Provide as per contract requirements.
iv. As a result of this project there will be a net increase in capacity of two 1000 ton cooling towers beyond current existing provisions. The work for demolition of the existing cooling towers shall be sequenced such that there is never a loss in overall total capacity for these cooling towers except for small downtime durations when new towers are being connected before existing towers are being disconnected. No more than one chiller may be disconnected at any given time. There also will exist at the end of the project, one existing basin which will no longer have a cooling tower above it.
Question 3.057 : Energy Center ventilation dampers are specifically notated on sheet 70-MD-
101. Is this simply for reference or is there work or modifications required of these dampers to accommodate the additional chiller 70-CCU5?
Response: This is for reference only. There is no additional scope for these dampers.
Question 3.058 : Expanding on GEI's RFI #6 previously asked, as it relates to the new 16”
Condenser Water Lines (CWS/R) for the new 70-CCU5:
a. Drawing 70-MD-101 – Removal of the existing 14” CWS/R piping.

Question 3.090 : Drawing 70-MP-101 | Installation of (2) new 20” CHS/R on Thermal Energy
Storage (TES) Header. We understand that this 20” header can be isolated by the existing 20”
CHS/R just plan east of chilled water pump 70-CHP6. Detail B- M301 does not show these new valves or the 20” CHS/R going to/from the TES. Is the contractor to assume that there are
CHS/R isolation valves at the TES? If not, is the contractor to assume that draining and re-filling the TES will be required? Are there any chemicals in the chilled water system that would inhibit the contractor to draining the TES into existing sanitary drains? If draining the TES to existing sanitary is not allowed, is the contractor to assume temporary storage of the chilled water during the installation of the new 20” CHS/R headers? If temporary containers will be required, is the contractor to assume that the these containers can be staged on-site near or around the energy center? Please provide water capacity of the existing TES. If the TES has to be drained, is the contractor to assume that the cost of water and chemical to fill the TES will be paid by the government?
Response: There are existing isolation valves in the central plant and underground near the tank for these 20” chilled water supply and return pipes. These existing valves have not been activated in many years. The amount of water required to be drained should be minimal. Temporary storage provisions for chilled water are not anticipated. There are chemicals within the chilled water system. All such water drained must go to sanitary drains, not storm drains. The contractor should be prepared to freeze the pipes in case the valves at the storage tank and/or in the central plant leak or do not hold. Completely draining the TES nor draining a significant portion of the
TES are not anticipated and provision for such should not be included in the offer. Coordination and scheduling of all such work must be coordinated with the Resident Engineer and the local station. All major shutdowns are required to be scheduled well in advance, as per requirements within the Solicitation and the Construction Documents.
