Factor 2 (Resource Capacity & Schedule) (Section L)Factor 2 Evaluation Criteria (Section M)Proposal Reference
Emphasis Area A - Manpower
a) Emphasis Area A – Manpower: To assess the Offeror’s ability to provide efficient manpower to successfully complete the solicited availability, the Government requires the Offeror to provide specified workload data that contains historical workload performance and forecasted workload estimates.

(1) Manpower Performance Data Sheet (Attachment S-4): Provide a completed Manpower Performance Data Sheet, (Attachment S-4) in Microsoft Excel in the format provided in this solicitation. Include all projects, defined as Navy or Non-Navy Ship Repair and New Construction Projects, for which the Offeror is the prime or a major subcontractor (performing 30% or more of a CNO availability or comparable portion of a Non-Navy project) which were active (on-going or completed) or planned (awarded or proposed) (including the proposal for this solicitation) during the first month identified in Attachment S-4 and the Contract Complete Date of this solicitation. The Attachment S-4 must include the full availability duration for all projects not yet completed (Note: If necessary, modify the Attachment S-4 date range). The Attachment S-4 must capture all work performed by the Offeror within the shipyard and at the local Naval Station, if the Offeror’s shipyard is within the homeport fleet concentration area. The Offeror may estimate performance information for subcontractors based on prime contractor budgets and the prime contractor’s actual outlays to subcontractors. Enter remaining growth work options in the distinguished column/row, using the phasing assumptions provided in Section B Note F.

The “Definitions” tab within Attachment S-4 defines the following terms: Contract / Actual / Forecast Start and Completion Date, Project Status, Time-now, Cumulative Earned Value, Time-phased Earned Value, Full Time Equivalents (FTE), Budget at Complete (BAC), Estimate at Complete (EAC), Budgeted Cost of Work Scheduled (BCWS), Budgeted Cost of Work Performed (BCWP), Budget to Complete (BTC), Actual Cost of Work Performed (ACWP), Estimate to Complete (ETC), Cost Performance Index (CPI), To-Complete Cost Performance Index (TCPI), Schedule Performance Index (SPI), Remaining Growth Options, New Work, Prime Contractor Labor, Overtime Labor, Subcontractor Labor, and Temporary Labor.

a) For each project, provide the Earned Value (hours) data on a time phased, month-by-month basis (month-ending) over each project’s duration, from the Actual / Forecast Start Dates to the Actual / Forecast Completion Dates.

b) For each project, verify the cumulative hour values calculated within the S-4 in the “Cumulative EV” tab align with internal earned value information. If the cumulative calculation does not align with the internal earned value information, then enter the value manually and “Insert Comment” to the manually adjusted cell that describes the discrepancy. Provide the additional project related information requested in the “Cumulative EV” tab (all cells that are green).

c) Provide a list of holiday dates in the “Holiday Calendar” tab. If the monthly reporting dates associated with the monthly earned value data are not aligned to the calendar month, then provide the appropriate values for the “Month Start” and “Month End” in the “Monthly EV” tab (rows 3 and 4). This date information is necessary to convert the monthly hours data into monthly FTE as described in Attachment S-4.

1. Emphasis Area A - Manpower: The Government will assess the quality and risk of the Offeror’s plan to provide efficient manpower to successfully complete the availability’s requirements with a focus on workload assessment, schedule performance, labor composition and the associated narrative.

a) Workload Assessment: The Government will compare the Offeror’s Historical Yard-Wide FTE against the Performance-Based ETC FTE required between Time-now and the 20% Duration Date for both the Minimum Workload Forecast and Maximum Workload Forecast.

• Current Yard-Wide FTE: The Government will represent the Offeror’s Current Yard-Wide FTE by averaging the yard-wide FTE during the 4 months prior to Time-now.

• Performance-Based ETC FTE: For in-progress projects where the To-Complete Cost Performance Index (TCPI) is greater than the cumulative Cost Performance Index (CPI), the Government will re-estimate and assess a Performance-Based ETC FTE by applying these projects’ cumulative Cost Performance (CPI) to the remaining Budget to Complete (BTC). For projects that have yet to start or have a TCPI less than or equal to the cumulative CPI, the Government will assess these projects’ ETC FTE data provided in the Attachment S-4.

• 20% Duration Date: the calculated date that represents the 20% duration point of the solicited availability. The 20% Duration (date) = the SOA (date) + 0.2 * Duration (days)

• Minimum Workload Forecast: Includes the solicited availability and all on-going and awarded projects between Time-now and the 20% Duration Date.

• Maximum Workload Forecast: Includes the solicited availability, all awarded projects, and all proposed projects between Time-now and the 20% Duration Date. If in the proposal, the Offeror explicitly states conflicts between two or more outstanding proposals or lists award options for outstanding proposals, then the Government will assess the scenario that generates the largest FTE requirement without conflicts.

i. Current Yard-Wide FTE that exceeds the average Performance-Based ETC FTE required between Time-now and the 20% Duration Date by 50 FTE or more will be assessed as a strength that has merit in a way that will be advantageous to the Government during contract execution. Note: The degree of merit increases as the historical FTE level increases over the calculated ETC FTE level.

ii. A Current Yard-Wide FTE more than 50 FTEs under the average Performance-Based ETC FTE required between Time-now and the 20% Duration Date will be assessed as a weakness that increases the risk of unsuccessful contract performance. Note: The degree of risk increases as the calculated ETC FTE level increases over the historical FTE level. As a general rule, the government will perceive the degree of risk assessed based on the table below.

b) Emphasis Area B – Physical Resource Capacity:

(1) Complete Attachment S-8 Pier and Dry Dock Graphical Representation Template to demonstrate the Offeror has the pier and dry dock available to complete the requirements of the proposed availability. The Attachment S-8 must show (a) the piers and dry docks expected to be in working capacity by month from proposal submission through the Contract Completion Date in Attachment J-3 and (b) the awarded and outstanding projects and work using those resources by month. The Attachment S-8 must include:

a) The piers and dry-docks required to complete work the Offeror currently has under contract based on current contract schedules.

b) The piers and dry-docks required to complete all outstanding proposals, including this proposal, per proposed schedules.

c) The piers and dry-docks required to complete any other anticipated requirements, including but not limited to Non-Navy work, pier and dry-dock upgrades, maintenance or dredging.

(2) Provide a narrative not to exceed 10 pages to support the Attachment S-8 and address:

a) If the Offeror proposes a subcontracted pier or dry dock, explain the resource requirements that the prime contractor will provide and the pier and dry dock that the subcontractor will provide.

b) The Offeror's plan to resolve pier and dry dock resource conflicts as a result of proposed and awarded projects. Piers and dry docks must not be committed to multiple ships during the same time period without explanation.

c) If the Offeror proposes an interval of less than seven days between the unberthing or undocking date of another requirement and the proposed berthing or docking date of this availability or a proposed docking date within the first seven days of this availability, then detail the necessary steps to accomplish this effort.

(3) Emphasis Area B – Physical Resource Capacity: The Government will assess whether the proposal demonstrates the Offeror's capability to provide the required physical resources to complete the availability. An emphasis will be placed on how the Offeror plans to de-conflict anticipated physical resource conflicts.

a) The Government will assess whether the Attachment S-8

(i) Shows the piers and dry docks expected to be in working capacity by month from proposal submission through the Contract Completion Date in Attachment J-3

(ii) Shows the awarded and outstanding projects and work using those resources by month. The Government will assess whether the Attachment S-8:

1. Identifies the piers and dry docks required to complete projects the Offeror currently has under contract based on current contract schedules.

2. Identifies the piers and dry docks required to complete all outstanding proposals including this proposal per proposed schedules.

3. Identifies the piers and dry docks required to complete any other anticipated requirements, including but not limited to non-Navy work, pier and dry dock upgrades, maintenance, and dredging.

b. The Government will assess whether the narrative:

a) Explains the use of a subcontracted pier or dry dock, if proposed, and what resources the prime contractor will provide

b) Explains how the Offeror will resolve pier and dry dock conflicts as a result of award of other outstanding proposals

c) Explains, if necessary, the steps to berth or dock the ship within seven days of unberthing or undocking another ship or docking within seven days of the start of the availability.

c. The Government will review Attachment S-8 and Attachment S-4 to assess:

a) Schedule risks to projects that may impact the solicited availability’s docking resources. As a general rule, the Government will consider projects that have SPI less than 0.9 or TCPI greater than CPI by 0.15 as schedule risks.

c) Emphasis Area C - Production Schedule:

(1) Develop a Production Schedule in accordance with the following requirements:

a) Include Key Events, Milestones, tests

b) Schedule each Work Item to the Work Activity level, listing the planned start and planned completion dates, and durations for each Work Activity.

c) Assign each Work Activity with the appropriate predecessor and successor relationships within the contractor’s scheduling software that establish the logic relationship between schedule Work Activities. Each activity must have at least one predecessor and one successor, with the exception of the Key Event Start Availability (which may have no predecessors) and the Key Event Complete Availability (which may have no successors). Each Event and Activity may have more than one predecessor and more than one successor. The preferred relationships between linked predecessor and successor activities is Finish-to-Start. The use of scheduling Lags and Leads should be minimized.

d) Assign appropriate predecessor relationships to each Key Event and Milestone(s) to ensure there is an accurate logical progression through all work activities leading to their assigned Key Event and Milestone(s), ensure milestones are linked to the Key Events they support, and ensure the Production Schedule supports accurate prediction of Key Event and Milestone(s) attainment.

e) Assign appropriate predecessor and successor relationships between the Work Activities conducted on the same component, or in the same location but under differing Work Items, to ensure all related Work Activities across all Work Items are interdependently linked together.

f) Schedule production work and preliminary inspections generating reports required by Attachment J-10 that could result in a change in work to be accomplished or additional material to be procured to support reporting no later than the first 20 percent of the availability duration.

(2) Provide an export of the Production Schedule data elements in a sortable/filterable spreadsheet format compatible with Microsoft Excel. Include the following minimum data elements for each Work Activity in the schedule, as appropriate:

e) Extent to which the narrative explains how the Offeror has scheduled the performance of all work items included in the Availability work package (including both Base and Option items) so as to permit the contract scope increases described in Note F without causing delay or disruption to the work required by the aforementioned work items, to any other Government contract, or to any other work in progress for the Government.

(3) Offerors shall provide a narrative, not to exceed 25 pages:

(a) That supports the extent to which the Offeror has provided the planned FTE, both prime and subcontractor, necessary to complete all their current projects, including all discrete commercial, ship repair and new construction projects, completed within their proposed shipyard and within the local Naval Station, if their shipyard is within the homeport area of fleet concentration area. As part of their narrative, Offerors shall provide:

(i) A root cause analysis of any shortfalls in the completion of production FTE to schedule and inefficiencies in the amount of FTE actually required to complete the FTE budgeted for that work, as identified in the data submitted in Attachment S-4. “Shortfalls” are defined as cumulative actual FTE completed (ACWP) less than the cumulative baseline FTE planned (BCWS). “Inefficiencies” are defined as cumulative actual FTE completed (ACWP) greater than the cumulative baseline FTE budget for that work completed (BCWP).

(ii) An explanation of the mitigations implemented and planned to resolve those shortfalls and inefficiencies on the solicited availability, a timeline of their implementation, and a quantified explanation of their observed or expected effectiveness.

(iii) An explanation of how the Offeror will provide the proposed manpower resources to complete the solicited availability, accounting for:

a. the Offeror’s current and projected manpower resourcing performance as shown in the Offeror’s current Attachment S-4 Manpower Performance Data Sheet.

(b) Corresponding to the curves (total), provided in response to Factor 2, Emphasis Area A, Manpower, paragraph (2), outline how the Offeror will achieve proposed FTE levels via overtime, additional hiring actions, utilization of subcontractors, or the utilization of temporary labor (if applicable). Outline the state of the Offeror’s current workforce (Factor 2, Emphasis Area A, paragraph (4)) in relationship to the proposed Availability, and ensure the following areas are addressed:

(i) Should the Offeror propose to utilize overtime for the proposed availability, the narrative shall include a plan to manage and provide the overtime from “Avail Start” through “Contract Complete” dates, as outlined in Attachment J-3, plus work the Offeror may complete, including the resources to complete ALL outstanding proposals and the resources required to complete any other anticipated requirements from “Avail Start” through “Contract Complete.”

Offerors shall include in their narrative an explanation of how they will manage and mitigate the following potential risks:

a. Degraded Safety

b. Decreased Productivity

c. Increased workforce absenteeism and turnover

(ii) Should the Offeror propose to hire additional personnel for the proposed Availability, the narrative shall include a plan to manage and provide the additional personnel from “Avail Start” through “Contract Complete,” plus work the Offeror may complete, including the resources to complete ALL outstanding proposals and the resources required to complete any other anticipated requirements from “Avail Start” through “Contract Complete.”

(iii) Should the Offeror propose to utilize subcontracted resources for the proposed Availability, the Offeror shall include in their narrative an explanation of the requirements that will be completed by the prime and the work that will be subcontracted, including the work item, trade and duration of each subcontract requirement. The Government considers the use of subcontractors in excess of 45% of production labor to increase the risk of unsuccessful contract performance. The Offeror shall include in its narrative a plan to manage the subcontractor manning levels included from “Avail Start” through “Contract Complete,” plus work the Offeror may complete, including the resources to complete ALL outstanding proposals and the resources required to complete any other anticipated requirements from “Avail Start” through “Contract Complete.”

c) If the Offeror proposes an interval of less than seven days between the unberthing or undocking date of another requirement and the proposed berthing or docking date of this availability or a proposed docking date within the first seven days of this availability, then detail the necessary steps to accomplish this effort.

Emphasis Area C - Integrated Production Schedule (IPS)
c) Emphasis Area C - Production Schedule:

Include the following minimum data elements for each Work Activity in the schedule, as appropriate:

a) Work Item Number (as appropriate): 4-E specification Work Item number

b) Work Activity Identifier: Numerical designator identifying the Work Activity within the Work Breakdown Structure (WBS)

c) Title: Descriptive title of Work Item and Work Activity

d) Key Event: Key Event applicable to the Work Activity

e) Milestone (as appropriate): Milestone applicable to the Work Activity

f) System (as appropriate): System(s) affected

g) Component (as appropriate): Component Unit (For example: tank, valve, motor, pump)

h) Location: Work location/compartment number

i) Executing Activity: ID specific organization: Prime KTR, Sub-KTR

j) Baseline Start: The date identified in the Production Schedule when the contractor plans to start the Work Activity

k) Baseline Finish: The date identified in the Production Schedule when the contractor plans to finish the Work Activity

l) Early Start: Software determined date. The earliest point in time that a Work Activity may start based on the Production Schedule network logic and any other schedule constraints. Early start dates may change as the availability progresses.

m) Early Finish: Software determined date. The earliest point in time that a Work Activity may complete based on the Production Schedule network logic and any other schedule constraints. Early start dates may change as the availability progresses.

n) Late Start: Software determined date. The latest point in time that a Work Activity may begin without delaying the applicable Milestone or Key Event based on the Production Schedule network logic.

o) Late Finish: Software determined date. The latest point in time that a Work Activity may be completed without delaying the applicable Milestone or Key Event based on the Production Schedule network logic.

p) Duration: The total number of work periods required to complete a Work Activity.

q) Calendar Identification: Number of scheduled workdays per week

r) Total Float: The total number of workdays that the Contractor can delay a Work Activity without affecting the project finish date.

s) Predecessor: An Activity or Event that immediately precedes one or more Activities or Events with a direct tie in the Total Project Network.

t) Successor: An Activity or Event that immediately follows one or more Activities or Events with a direct tie in the Total Project Network.

u) Constraints: Constraints used as applicable to Work Item or Work Activity. This may be provided within the predecessor or successor field.

(3) Provide the Proposed Production Schedule in the Native Software file

(4) Provide the Proposed Production Schedule in a time-oriented Gantt chart format that shows all work item activities, milestones and key events within the Production Schedule.

(5) Provide the Proposed Production Schedule in a time-oriented Gantt chart format that shows only Critical Path and Controlling Work Items at the Work Activity level and assigned Key Events and/or Milestones.

a) Critical Path: That sequence of Work Activities which forms the work and test chain of the longest duration, and directly affects the completion of the availability. Factors that influence when a Work Activity is on the Critical Path include: time duration required for the Work Activity, space limitations, manpower available, and the predecessor/successor relationships between Work Activities. The Critical Path is determined by automated schedule analysis and will include any sequential set of Work Activities forming the longest chain of events extending throughout the schedule and which has the least Total Float.

b) Controlling Work Items: Those Work Items which include activities that are on the critical path of the Production Schedule, which, by virtue of scope, material requirements, complexity, or other considerations, have the significant potential for impact on the scheduled project Key Events or completion of the availability.

(6) The Offeror shall provide a narrative to explain their Production Schedule. The narrative shall address the following:

a) Describe critical float paths and mention the work items that the Offeror estimates as the most critical and pose the most risk.

b) Demonstrate how the Offeror has scheduled the performance of all work items included in the Availability work package (including both Base and Option items) so as to permit the contract scope increases described in Section B, Note F (all growth work identified in this solicitation) without causing delay or disruption to the work required by the aforementioned work items, to any other Government contract, or to any other work in progress for the Government.

(3) Emphasis Area C – Production Schedule: The Government will assess the Offeror’s:

a) Understanding of scope and integration of the required work items in the Specification Package (Attachment J-1).

b) Identification of the critical path and logically sequencing work items.

c) Integration of the milestones and key events in the Execution Milestones & Key Events (Attachment J-3) reasonably.

d) Extent to which the narrative describes the critical float paths and the work items that the Offeror estimates as the most critical and pose the most risk.

e) Extent to which the narrative explains how the Offeror has scheduled the performance of all work items included in the Availability work package (including both Base and Option items) so as to permit the contract scope increases described in Note F without causing delay or disruption to the work required by the aforementioned work items, to any other Government contract, or to any other work in progress for the Government.

Factor 3 (Past Performance) (Section L)Factor 3 Past Performance (Section M)Proposal Reference
Offerors may provide past performance information for up to five (5) previous contracts. If the offeror has not completed any contracts as a prime contractor, within three (3) years of the date of the initial solicitation’s posting to https://piee.eb.mil and SAM.gov, information regarding the offeror’s performance with regard to subcontracts and/or commercial contracts may be submitted. Offerors shall complete Attachment S-2 Past Performance Contractor Performance Assessment Reporting System (CPARS) References for each of the contracts provided where CPARS contract data is available. If CPARS data is not available for a contract, Offerors shall provide Attachment S-9 Past Performance Questionnaire (PPQ).

Where the offeror does not have recent or relevant past performance information, the Offeror shall affirmatively state that it does not have recent and relevant past performance information for the Government to consider.

If the Offeror does not have CPARS and is required to submit Attachment S-9, the Offeror shall submit a request to their customers to complete the Past Performance Questionnaires (PPQs) NLT 30 days prior to the closing date of this solicitation. The Offerors request to their customer shall include the request to submit completed PPQs to CDR Jonathon Pagnucco, Contracting Officer, jonathan.p.pagnucco.mil@us.navy.mil, and Derek Shirley, Contract Specialist, derek.s.shirley.civ@us.navy.mil, prior to the closing date of this solicitation.

NOTE: The Government reserves the right to use the contract information provided in the offeror’s proposal to obtain data from other sources, such as the Contractor Performance Assessment Reporting System (CPARS) database and from the points of contact identified by the offeror in its proposal.

Any questionnaire received after the proposal due date/time may be considered as late and may not be considered in the Offeror’s past performance evaluation. The Government, at its discretion, will determine whether or not questionnaires received after the proposal due date will be considered.

Non-Price Factor 3 – Past Performance:

The Past Performance factor will be rated on an Acceptable/Unacceptable basis. The Government will use information provided by the Offeror, as well as any other information deemed necessary as noted in Section L, V, B, 2 to assess the Offeror’s ability to meet the solicitation requirements. This assessment will be based on a demonstrated record of past performance, taking into consideration the recency and relevancy of the past performance information. In evaluating an Offeror’s past performance, the Government reserves the right to contact former customers, Government agencies and other private and public sources of information.

In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, unknown past performance shall be considered acceptable. The evaluation will include information provided by the Offeror demonstrating compliance with the requirements of FAR 52.219-8 and 52.219-9.
