Question Date Contractor Question Government Response

6 7/11/2022 Par. 3.3 calls out for contractors to send the Leslie valve to the facility called out in para 4.1; however, no facility is called out in that paragraph. Can the Government identify which facility the valve should be shipped to?

Valve should be shipped to:

BIRMINGHAM CONTROLS INC.

11144 BUSINESS CIR, CERRITOS, CA 90703

(562)860-0463

An errata will be issued

7 7/11/2022

The J-3 depicts Docking and Undocking Milestones and Key Events to be completed by offerors. Bidder notes that this is an SRA and contains no docking requirement. Does the Government concur that bidders are not to include these Milestones/Key Events within the Integrated Production Schedule? If confirmed, Contractor requests that references to docking and undocking be removed (e.g. J-3 Docking and Undocking rows).

The Docking and Undocking references are only used if applicable. The USS TRIPOLI is not a docking availability and is not applicable.

8 7/11/2022

Contractor notes a disparity between RFP Section C, para 5.4 and NSI 009-32, para 3.1.2.1 through 3.1.2.2.

Can bidders assume that any Abatement identified above 150 square feet per 009-32, paragraph 3.1.2.1 for Amphibious Assault Ships (LHD, LHA), will be subject to Change Order and Growth per paragraph 3.1.2.2?

If so, will an Amendment be issued revising the RFP as written to align with 009-32?

An amendment will not be issued. The following is stated in 009-32 Par. 3.1.2.1 and 3.1.2.2: If the total costs are less than the cost to remove the authorized square footage, remaining funds will be subject to recoupment. The Contractor is not authorized to exceed these limits. RFP Par. 5.4 states: PAINT ABATEMENT: Abatement work will be conducted in accordance with FY23 NSI 009-32. Paint abatement will be included as part of offerors proposed pricing and is not subject to additional growth. The contractor will have to submit a change request in accordance with the changes clause if the 150 sq. ft.

is exceeded, but not subject to growth.

9 7/11/2022

Contractor notes that the SRA requires tanks to be opened and inspected; however, with the availability taking place in the water, the spec package rarely calls out CAT II Std. Item 009-77 for coffer dams. Only on items 163-11-001, 529-11-008, 529-20-001.

Can the gov't confirm that any open and inspect that results in tank repairs requiring a coffer dam will either be handled by the gov't dive team (if gov't pier is exercised) or subject to growth (if in Contractor's facility) to implement the 009-77 callout?

The Government confirms that any open and inspect that results in tank repairs requiring a cofferdam will either be handled by the Government dive team, or subject to growth for the KTR to implement the 009-77.

10 7/11/2022

This RFP provision includes the Government Provided Pier Differential amount of $2,828,355 to be added to the Total Evaluated Price for the use of a Government provided LHA capable pier.

Can the Government please provide the individual cost elements and values that make up the $2,828,355 Gov’t Provided Pier Differential amount?

The pier differential represents the expected value of the temporary services to be provided by the government in the event the availability is conducted at the Naval Base San Diego. The government does not intend to provide the calculations used to determine the pier differential to bidders at this time.

11 7/11/2022

Section L, Proposal Format, VOL II (TRI-2), page 163 conflicts with RFP Section L, Volume II, page 166 and Section M, Non-Price Factors, page 179. RFP Section L, page 163 depicts the following Factor 2 proposal criteria;

Factor 2 (Resource Capacity & Schedule):

(1) Emphasis Area A (Manpower)...

(2) Emphasis Area B (Physical Resource Capacity)...

(3) Emphasis Area C (Production Schedule)...

However, RFP Section L, page 166 and RFP Section M, page 179 depict the following Factor 2 proposal evaluation criteria;

Non-Price Factors:

a) Factor 1: Technical Eligibility

b) Factor 2: Production Schedule

c) Factor 3: Past Performance Bidder assumes that RFP Section L, page 163, Factor 2, Emphasis Area A (MANPOWER) and Emphasis Area B (Physical Resource Capacity) are not valid.

Can the Government de-conflict the above depicted differences between Non-Price Proposal Factor 2 requirements?

Concur. The RFP will be updated to reflect the correct proposal format in Section L to reflect:

a) Factor 1: Technical Eligibility - No page limitation

b) Factor 2: Production Schedule - No page limitation

c) Factor 3: Past Performance - No page limitation

12 7/11/2022

Paragraph 3.2 states, “Remove existing, fit, and install each new overhead sheathing panels and grid work listed in 1.3 and located in 1.2, using report submitted in 3.1.1 in accordance with 2.2 and 2.3.”

Reference 2.2 remarks angle specified as find #4 (listed under paragraph 1.3.1.1) to be installed using 1/8” weld. However, there is no 009-12 called out on the work item.

Is the angle listed under paragraph 1.3.1.1 to be installed?

The angle listed in Par. 1.3.1.1 is to be installed. An Errata will be issued to invoke 009-12 requirements.

13 7/11/2022 Please confirm CDRL CLIN 0003 is intended to be "NSP" CLIN 0003 is not seperately priced.

14 7/11/2022

Because USS TRIPOLI (LHA 7) is unavailable for shipcheck prior to the proposal submission due date, the designated vessel for shipchecking is USS MAKIN ISLAND (LHD 8). Since these two vessels are completely different classes of ships which means configuratio of spaces, locations of work, space designation and other important features are not the same, please confirm that interference costs and other such costs that otherwise could have been determined by a shipcheck that will not be able to be determined, when encountered, during execution, will be the subject of a negotiated change.

LHA 7 is not available for a ship check. LHD 8 is the only ship available for a ship check. Any request for a change will be in accordance with the changes clause.

15 7/11/2022 Please provide the IPD Memo for the LHA 7 FY23 SRA The allotment for an IPD is designed to ensure the evaluated cost for the source selection accounts for additional costs by the Navy to support a vessel out of homeport. The IPD Memo will not be provided.

16 7/11/2022 Please provide the data that supports the Government Pier Differential cost

The pier differential represents the expected value of the temporary services to be provided by the Government in the event the availability is conducted at the Naval Base San Diego. The Government does not intend to provide the calculations used to determine the pier differential to bidders at this time.

17 7/11/2022 Since this availability is an SRA with no drydocking required, please delete proposal requirements for submitting drydock data stated in paragraphs (1)(a), (1)(b), and (1)(c)

The Docking and Undocking references are only used if applicable. The USS TRIPOLI is not a docking availability and is not applicable.

18 7/11/2022 Attachment J-3 lists Docking and Undocking as milestones. Please delete these milestones that are not applicable to this SRA. The Docking and Undocking references are only used if applicable. The USS TRIPOLI is not a docking availability and is not applicable.

19 7/11/2022 Attachment J-3 is listed as a proposal deliverable in the Price proposal (Page 164 (V)(A()(1)(f)) and in the Non Price proposal (Page 166 (B)(1)(b)). Please confirm J3 is intended to be part of both proposals. Att. J-3 is intended for both the cost and technical proposals.

20 7/11/2022 For bidding purposes, for an availability performed at the Naval Station, will the ship be positioned Port or Starboard side to the pier? The position of the ship will be determined after contract award.

21 7/11/2022 Para 3.2 states “ Furnish pilot, towing bridle and towboat service and tow each fuel barge from fuel depot to the contractors plant. Please note that fuel depot San Diego does not allow contractor supplied barge to enter or tow their barges

An Errata will be issued stating: "3.2.1 Navy tugs will be used to get fuel barges from Fuel Depot and turn over fuel barges to Contractors tugs prior to entrance to their facility."

NAVSEA Standard Item 009-08 (FY23), Par. 3.6.1.4 states, “Each temporary and permanent hose or hose reel must be protected by an enclosure. The enclosure must be painted red and must not significantly restrict access to the hose or hose reel for firefighting." The requirement for permanent hose or hose reels to be protected by an enclosure is very vague. Is this intended to include ships installed hoses and hose reels? Please clarify. The requirement appears to conflict with the 8010 manual where paragraph 7.1.8 of the manual states, "Where temporary and permanent hose or hose reels may be subject to damage, an enclosure shall be provided for protection." 009-08 paragraph 3.6.14 states, "Each" while the 8010 manual states "where subject to damage." Please clarify this discrepancy. Does ship's force plan to take protective measures to mitigate damages for its own equipmentt?

The Contractor is responsible for protecting each hose, or hose reels in accordance with 009-08. Any changes can be discussed at the fire safety council.

27 7/11/2022

NAVSEA Standard Item 009-08 (FY23), Par. 3.6.14 states, “The ship’s permanently installed AFFF system must be maintained in an operational condition during the availability, impairment to the permanently installed AFFF system or where flammable or combustible materials are temporarily stored or maintained without permanent AFFF system installed must have a mitigation plan approved by the SUPERVISOR." This Offeror and SWRMC utilize the Maintenance Redlines 3504.1E which provides pre-approved mitigations for maintenance availability shortfalls that cover this mitigation plan. Please confirm these pre-approved mitigation plans will apply to this contract. Please confirm that we are only responsible for mitigations for things directly related to prime KTR work as listed in Maintenance Redline 3504.1.

The Government confirms the Prime Contractor is only responsible for mitigations of issues directly related to the Prime Contractor and their sub-contractors work as listed in the Maintenance Redline 3504.1

“The Contractor shall be responsible for planning, engineering, quality assurance/control, integration/coordination/production………”

There are multiple locations within the Solicitation where “engineering” shows up as a requirement. Please confirm that it is not the Government’s intent for the Contractor to provide engineering or any other planning yard work or third party type of work unless a specific scope of work is provided and negotiated under the Changes Clause. KTR notes this clause can be applied to all firefighting requirements IAW NSI 009-07/08 the 80/10 and Fire Safety Councils. Please notify KTR if additional protections as outlined by the references above will be required throughout the duration of the availability.

The Government cannot identify the document with the quoted language. Please identify the document, section / paragraph number. What is the question?

32 7/11/2022

NSI FY-23 009-07 3.4 Locate oxygen, acetylene, fuel gas, toxic, refrigerant, air conditioning gases ,oxygen depleting (OD) gas supply systems off the ship. Manifolds connected to pier side supply systems may be placed on board ships as long as they are located on a weather deck and equipped with a shutoff valve located on the pier. The pier side shutoff valve must be in addition to the shutoff valve at the inlet to each portable outlet header required by 2.2" para 3.4.3 states: "When gas cylinders are in use on board ship, they must be located on the weather decks or in a location determined jointly by the contractor, Ship's Force, and the SUPERVISOR and must be secured in cylinder racks, and in an upright position. The number of in-use cylinders must be limited to those which are required for work in progress and which have pressure regulators connected to the cylinder valves. " Question: 1.) KTR would like to request permission to store refrigerant bottles in the space where the work is located for refrigerant transfer, please confirm. If not acceptable to store cylinders in space during reefer on load / offload, KTR notes there is only one known source that possesses the certifications and qualifications to conduct an "open-air" refrigerant transfer. A transfer within the space is intrinsically safer, meets schedule requirements and is more cost efficient to conduct, however KTR will price scope of work in accordance with answer and Gov't direction.

The Contractor request will be determined at the Fire Safety Council.

33 7/11/2022

NSI 009-08 FY-23 para 3.1.1 If the ship’s fire main system is unable to meet the requirements listed below, a temporary firemain system must be provided or a shore firefighting supply must be connected to fulfill firemain system requirements. 3.1.1.1 Installed ship’s fire main must maintain sufficient fire pumps to supply daily system cooling and flushing (i.e., auxiliary) loads plus the fire protection water supply requirements contained in Attachment A. 3.1.1.2 Installed available ship’s fire pumps must be hysically located in different spaces. For ships requiring more than four operational pumps, up to 25 percent may be collocated. 3.1.1.3 Fire pumps must be powered from different switchboards or have operable automatic or manual bus transfers. KTR notes for estimating purposes, the conditions listed in para 3.1.1 and sub para's is unknown at time of estimate, please confirm that changes in condition to ship's force fire fighting eqpt that will require additional FSC meetings and ship board protections to be provided by the contractor will be subject to equitable adjustment.

Government confirms that changes in condition to ship's force fire fighting equipment that will require additional FSC meetings and ship board protections to be provided by the Contractor will be subject to equitable adjustment.

34 7/11/2022

Navsea Standard Item 009-07 para 4.7 states: When an access cut is required; the use of Standard Item 009-05 of 2.1 Temporary Access;

accomplish”, will be specified in the Work Item. KTR notes that in NSI FY-23, 009-05 is listed as a Category 1 Standard Item. Does this paragraph relieve the KTR of identification of access cuts not specifically listed in drawings or in the basic scope of work, prior to start of avail? Will KTR recieve a change order for any and all access cuts not specifically identified by individual work items? Please advise.

As stated in the Contractor's question, 009-05 is a Category 1 Standard Item.

KTR is to bid all access cuts that are required in the basic scope of work.

Change orders will not be issued for any individual work item.
