2 6/21/2022 Note E states, "…[z]ero-dollar changes and administrative contract changes (for example, drawing revision change where no additional work is required) shall not be executed using the Small Dollar Value Growth procedures…". Will the Government clearly identify changes in drawings when they have determined that "no additional work is required"?

3 6/21/2022 Contractor notes that the J-3 "Exec Milestones" tab shows 03/08/2024 as the Availability Completion (AC) date; however, the "PERL" tab says the avail completes on 03/09/2024. Can the Government please confirm the correct AC date?
Attachment J-3 Execution Milesone has been updated by contract to state "Contract Completion" instead of "Availability Completion". The EOA date has been removed from both tabs.

Contractors understanding that all required references listed in paragraph 2 of a zero-tier specification (work item) are "first tier" references.
However, when a zero-tier specification directs to use a first-tier reference as "guidance", bidders should not estimate the reference and only use it to aid in the development of an estimate of references that are to be accomplished. Does the Government concur with this interpretation? If not, please advise.
Government does not concur. All zero-tier and first-tier references, as defined in C-211-H016, are mandatory for use (including pricing) .
