About this file

This is a bid schedule attachment for the City of Portland's Solicitation No. 000002636 for Emergency Property Damage Response services (City Project 133244). The solicitation requests labor services on a 24/7 on-call basis and material supplies including plywood sheets, dimension lumber, hardware, debris removal, fencing, and screws. Bidders must submit unit pricing for regular labor rates and holiday labor rates, along with material costs for ten specified line items. The bid shall remain irrevocable for a minimum of sixty calendar days following the bid opening date. Contract pricing is firm for the first year of the contract term, with potential adjustments in subsequent years based on the U.S. Bureau of Labor Statistics Consumer Price Index (CPI) for the Seattle-Tacoma-Bellevue area, with adjustments limited to no more than once per year.

Disposal and debris removal fees may be adjusted by the contractor up to a maximum of twenty percent, but only once every six months, with the contractor responsible for demonstrating that increases are due to documented disposal cost increases. Tire removal rates are tiered based on rim size, with separate rates for passenger and light truck tires (less than 18 inches), semi-truck tires (18 inches or larger), and oversized tires (24.5 inches or larger). Holiday pay applies on ten City of Portland observed holidays including New Year's Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day, and Christmas Day. Offerors must certify that the bid is made in good faith without fraud or collusion and that no city officers with pecuniary interest have participated in bid preparation.
