About this file
This is a Notice of Intent to Award Contract issued by the City of Portland, Oregon's Procurement Services division for Invitation to Bid (ITB) No. 00002636 regarding Emergency Property Damage Response services. The City received five responsive bid submissions on November 14, 2025, and initially intended to award up to four on-call agreements to the lowest responsive and responsible bidders. However, the City determined that multiple contracts were not necessary to meet its business needs and elected to award a single contract in accordance with Portland Public Contracting Rules 5.33.610.E. The award shall become final seven calendar days after the date of the notice, with protests to the award decision required to be submitted in written form to the Chief Procurement Officer within the same seven-day period.
Paul Davis Restoration has been selected as the lowest bidder and determined to be responsible and responsive for contract award. Sylvester Donelson, Jr., Chief Procurement Officer, issued this notice on December 10, 2025, with any questions regarding the award directed to Kristina Kolata at (971) 509-0713. Interested parties may file written protests specifying their grounds with the Chief Procurement Officer at Sylvester.Donelson@portlandoregon.gov, with complete protest procedures outlined in Portland City Code 5.10.

Re: NOTICE OF INTENT TO AWARD CONTRACT
ITB NUMBER: 00002636
PROJECT TITLE: EMERGENCY PROPERTY DAMAGE RESPONSE
On November 14, 2025, five (5) bid responses to Invitation to Bid (ITB) No. 00002636 were received and evaluated based on the information provided. The bids have been checked for accuracy and compliance with the minimum requirements. Five bids were considered determined to be responsive to the minimum requirements.
ITB No. 00002636 states “[m]ultiple awards will be made to the lowest responsive and responsible Bidders according to the Invitation to Bid, [and] [t]he City intends to award up to four (4) on-call agreements from this Invitation to Bid.” While it was the City’s intent to award multiple contracts as a result of this ITB, the City has determined that multiple contracts are not needed to meet the City’s business needs in this area. Portland Public Contracting Rules (PCR) PCR 5.33.610.E allows the City to make this determination and requires the City to award one contract rather than multiple contracts in these circumstances.
Therefore, the City intends to award one (1) price agreement to the lowest bidder listed below. Their bid has been determined to be responsible and responsive. This award shall be final seven (7) calendar days after the date of this letter.
• Paul Davis Restoration
